DGII presenta ante la industria dominicana su hoja de ruta de modernización tributaria
Santo Domingo.- The general director of Internal Taxes, Pedro Urrutia, presented to the Association of Industries of the Dominican Republic the advances in digitalization, simplification of procedures and Electronic Invoicing, in addition to the first effects of Law 30-26
The General Directorate of Internal Taxes (DGII) took the balance of its institutional transformation before the industrial sector, one of the most important productive areas in the country's economy.
The general director of the DGII was a speaker at the industrial meeting organized by the Association of Industries of the Dominican Republic (AIRD), where he presented the vision and perspectives of tax administration for the industry.
During his intervention, Urrutia stated that the Dominican tax system has become complex over time and that the institutional response involves a sustained agenda of simplification of processes and digitalization of services.
The official insisted that the DGII cannot limit itself to collecting, but must consolidate itself as an institution that is "a facilitator, ally and enabler of productive development."
One of the data that anchored the intervention was the accelerated growth of Electronic Invoicing. The DGII reported more than 1,859 million electronic tax receipts (e-CF) successfully issued as of July 1, 2026. The number of taxpayers registered as electronic issuers went from 23,686 in January of this year to 76,762 today, that is, more than triple in just six months.
Linked to this progress, Urrutia reported that the institution is working on a draft General Standard - currently in public consultation - that would exempt the 30% ITBIS retention provided for in General Standard No. 02-05 to taxpayers authorized as electronic issuers who invoice through e-CF, a measure that the DGII itself framed as a direct relief for MSMEs.
The official also reported on the official simplification of 33 procedures and the elimination of 68 requirements, with more than 140 additional procedures under review. He also announced that, starting in August, the Virtual Office (VFO) will allow technical queries and requests for information to be filed with follow-up and response through the same channel, which reduces the need for in-person management.
In parallel, he pointed out that the DGII and the Ministry of Finance and Economy are advancing a project for digital integration and traceability of procedures between both institutions, conceived in two phases: integration of processes and digital traceability of applications.
Urrutiahighlighted the performance of the DIGI institutional chatbot, available 24 hours a day in the mobile application, the Virtual Office, the institutional portal and the Electronic Billing platforms, which registered more than 150,000 interactions in June alone.
It also reported the strengthening of the contact center, the optimization of telephone service and improvements in taxpayer identification for more personalized in-person service.
The speech also addressed the implementation of Law no. 30-26, on Measures for Economic Growth, Fiscal Simplification and Mitigation of the International Crisis.
Among its central points, Urrutia mentioned the facilities for tax debts applicable until December 31, 2026, the progressive reduction – and elimination in 2028 – of the 2% Mortgage Registration and Preservation tax, and the repeal, starting in 2027, of the 1% for incorporation of companies and capital increases.
The director of the DGII closed his speech with a call for co-responsibility between the State and the productive sector: "When the industry grows, the economy grows, opportunities grow", a phrase with which he summarized the central message of his appearance before the Dominican industrialists.

For his part, the president of the Association of Industries of the Dominican Republic (AIRD), Julio Virgilio Brache, highlighted that the relationship between the tax administration and the productive sector constitutes one of the pillars of national development, transcending the collection function to become a factor that promotes investment, strengthens formality, promotes competitiveness and generates the necessary conditions for economic growth.

Ligado a ese avance, Urrutia informó quela institución trabaja en un borrador de Norma General-actualmente en consulta pública- queeximiría de la retención del 30 %del ITBIS prevista en la Norma General núm. 02-05 a los contribuyentes autorizados como emisores electrónicos quefacturen mediante e-CF, una medida que la propia DGII enmarcó como unalivio directo para las mipymes. El funcionario también informó sobre lasimplificación oficial de 33 trámites y la eliminación de 68 requisitos, con más de 140 procedimientos adicionales bajo revisión. Anunció además que, a partir de agosto, laOficina Virtual (OFV)permitirá radicarconsultas técnicas y solicitudes de informacióncon seguimiento y respuesta por el mismo canal, lo cual reduce la necesidad de gestión presencial. En paralelo, señaló quela DGII y el Ministerio de Hacienda y Economíaavanzan en un proyecto deintegración digital y trazabilidad de trámitesentre ambas instituciones, concebido en dos fases: integración de procesos y trazabilidad digital de las solicitudes. Urrutiadestacó el desempeño del chatbot institucional DIGI, disponible las 24 horas en la aplicación móvil, la Oficina Virtual, el portal institucional y las plataformas de Facturación Electrónica, que registró más de 150,000 interacciones solo en junio. También reportó elfortalecimiento del centro de contacto, la optimización de laatención telefónicay mejoras en la identificación de contribuyentes para unaatención presencial más personalizada. El discurso abordó ademásla implementación de la Ley núm. 30-26, de Medidas Pro-crecimiento Económico, Simplificación Fiscal y Mitigación de la Crisis Internacional. Entre sus puntos centrales, Urrutia mencionólas facilidades para deudas tributariasaplicables hasta el 31 de diciembre de 2026, la reducción progresiva –y eliminación en 2028– delimpuesto de 2 % de Registro y Conservación de Hipotecas, y la derogación, a partir de 2027, del1 % por constitución de compañías y aumentos de capital.
