Presidente Abinader crea Comisión de Veeduría Ciudadana para fortalecer la transparencia en el manejo de residuos sólidos
Santo Domingo.–The President of the Republic, Luis Abinader, issued Decree No. 498-26, through which he creates the Citizen Oversight Commission of the Trust for the Comprehensive Management of Solid Waste (Sustainable DO), with the purpose of strengthening transparency, accountability, monitoring of management and the participation of society in the execution of the actions contemplated in the General Law of Comprehensive Management and Co-processing of Solid Waste.
The measure responds to the constitutional principles of transparency, access to information and citizen participation, as well as the provisions established in Law 200-04 on Free Access to Public Information, 28-23 on Public Trust and 225-20 on Comprehensive Solid Waste Management and its modifications. The aforementioned decree highlights that the efficient and transparent management of the resources administered by DO Sostenible contributes to protecting the environment, the health of the population and the development of an environmentally sustainable waste management system.
The new Commission will have a consultative and honorary character, without replacing the powers of the Trust Council of the other State control bodies. It will be coordinated by Alliet Ortega and also made up of Manuel García Arévalo, Giselle Pérez Reyes, Roberto Despradel Catrain and Ruth de los Santos, all selected under criteria of independence, moral solvency and absence of conflicts of interest.
Its main functions include monitoring the physical and financial execution of the programs financed by DO Sostenible, verifying that the resources are allocated exclusively to the purposes established by Law 225-20, requesting information for the fulfillment of its tasks, receiving observations and recommendations from citizens and actors linked to the sector, as well as issuing periodic reports and an annual oversight report that will be published on the trust's website. It may also make recommendations to strengthen transparency, institutional integrity and continuous management improvement.
The decree also establishes that the members of the Commission must sign an ethical commitment before assuming their duties, declaring their independence, the absence of conflicts of interest and the duty of confidentiality. Likewise, it provides that the measure be sent to the Ministry of Environment and Natural Resources, the DO Sostenible Trust and Fiduciaria Reservas for their knowledge and execution.

Estará coordinada porAlliet Ortegae integrada además porManuel García Arévalo, Giselle Pérez Reyes, Roberto Despradel Catrain y Ruth de los Santos, todos seleccionados bajo criterios deindependencia, solvencia moral y ausencia de conflictos de interés. Entre sus principales funciones figuran darseguimiento a la ejecución física y financiera de los programas financiados por DO Sostenible, verificar que los recursos sean destinados exclusivamente a losfines establecidos por la Ley 225-20, solicitar información para el cumplimiento de sus labores, recibir observaciones y recomendaciones de ciudadanos y actores vinculados al sector, así como emitirinformes periódicos y un informe anual de veeduríaque será publicado en la página web del fideicomiso. También podrá formular recomendaciones para fortalecer la transparencia, la integridad institucional y la mejora continua de la gestión. El decreto establece además que los integrantes de la Comisión deberán suscribir uncompromiso éticoantes de asumir sus funciones, declarando su independencia, la inexistencia de conflictos de interés y el deber deconfidencialidad. Asimismo, dispone que la medida sea remitida al Ministerio de Medio Ambiente y Recursos Naturales, al Fideicomiso DO Sostenible y a Fiduciaria Reservas para su conocimiento y ejecución.
