Contraloría y DGCP unifican criterios para fortalecer el control de inventarios en las instituciones públicas

Santo Domingo.- The Comptroller General of the Republic (CGR) and the General Directorate of Public Procurement (DGCP) issued a joint circular that establishes transitional provisions, aimed at strengthening the administration, registration, monitoring and control of inventories of consumer goods in State institutions.

The provision, signed by the Comptroller General of the Republic, Geraldo Espinosa, and the General Director of Public Procurement, Carlos Pimentel Florenzán, responds to the provisions of Decree No. 385-25, and ensures that public entities adopt uniform criteria for the management of their inventories while the comprehensive technological solution contemplated by that regulation is developed and implemented.

The circular is addressed to ministries, general and national directorates, central government institutions, decentralized and autonomous entities, Social Security agencies, non-financial public companies and other public administration bodies that manage consumer goods. Likewise, it involves the public procurement committees, administrative and financial departments, warehouse and supply units, as well as the Internal Audit Units of the Comptroller General of the Republic.

Among the main provisions is the mandatory homologation of inventory records with the Catalog of Goods and Services administered by the DGCP, with the purpose of ensuring comparability, consolidation and traceability of the information used for planning, monitoring and control purposes. The measure also includes technical assistance to facilitate the correct classification of goods and the validation of the information sent by the institutions.

The regulations also provide that institutions strengthen their internal policies and procedures for inventory management through classification methodologies, supply criteria and early warning mechanisms that allow identifying products that are close to expiration, goods without movement or at risk of shortages.

As part of these measures, entities must carry out, at least, a semiannual cut of their inventories and send the information to the Comptroller General of the Republic, in accordance with the single digital format that will be enabled for such purposes. This mechanism will allow for periodic, verifiable and standardized information to strengthen supervision and control tasks.

The circular also establishes that, before starting acquisition processes for recurring consumer goods, institutions must verify available stocks, analyze historical consumption and confirm the real need for replacement. Likewise, they must consult the quarterly planning of the Annual Purchasing and Contracting Plan (PACC), in order to guarantee that acquisitions respond to previously identified needs and to current institutional programming.

The provision also instructs institutions to prepare periodic reports addressed to their highest authorities on the status of inventories, including information related to critical stocks, goods about to expire, replacement needs and other findings relevant to decision-making and the strengthening of internal control.

As part of the implementation, the Comptroller General of the Republic and the General Directorate of Public Procurement will develop training and socialization days aimed at the entities included in the scope of application of the circular, with the purpose of facilitating the correct execution of the new provisions.

The circular will be transitory in nature and will remain in force until the development, implementation and stabilization of the comprehensive technological system for the management of inventories of consumer goods provided for in Decree No. 385-25. Its entry into force will be effective upon its publication and dissemination on the institutional portals of the Comptroller General of the Republic and the General Directorate of Public Procurement.

La disposición, suscrita por el contralor general de la República,Geraldo Espinosa, y el director general de Contrataciones Públicas,Carlos Pimentel Florenzán, responde a lo establecido en elDecreto núm. 385-25, y procura que las entidades públicas adoptencriterios uniformes para la gestión de sus inventariosmientras se desarrolla e implementa lasolución tecnológica integralcontemplada por esa normativa. La circular está dirigida a los ministerios, direcciones generales y nacionales, instituciones del Gobierno central, entidades descentralizadas y autónomas, organismos de la Seguridad Social, empresas públicas no financieras y demás órganos de la Administración pública que gestionan bienes de consumo. Asimismo, involucra a los comités de contrataciones públicas, departamentos administrativos y financieros, unidades de almacén y suministro, así como a las Unidades de Auditoría Interna de la Contraloría General de la República. Entre las principales disposiciones figura lahomologación obligatoriade los registros de inventario con elCatálogo de Bienes y Serviciosadministrado por la DGCP, con el propósito de asegurarla comparabilidad, consolidación y trazabilidad de la informaciónutilizada para fines deplanificación, monitoreo y control. La medida también contempla asistencia técnica para facilitar la correcta clasificación de los bienes y la validación de la información remitida por las instituciones. La normativa dispone, además, que las instituciones fortalezcan sus políticas y procedimientos internos para la gestión de inventarios mediantemetodologías de clasificación, criterios de abastecimiento y mecanismos de alerta tempranaque permitan identificar productos próximos a vencer, bienes sin movimiento o con riesgo de desabastecimiento. Como parte de estas medidas, las entidades deberán realizar, al menos,un corte semestral de sus inventariosy remitir la información a la Contraloría General de la República, conforme alformato digital único que será habilitado para tales fines. Este mecanismo permitirá contar con información periódica, verificable y estandarizada para fortalecer las labores de supervisión y control. La circular también establece que, antes de iniciar procesos de adquisición de bienes de consumo recurrentes, las instituciones deberán verificar lasexistencias disponibles, analizar elconsumo históricoy confirmar lanecesidad real de reposición. De igual manera, deberán consultar la planificación trimestral delPlan Anual de Compras y Contrataciones (PACC), a fin de garantizar que las adquisiciones respondan anecesidades previamente identificadasy a la programación institucional vigente. La disposición igualmente instruye a las instituciones a elaborarreportes periódicosdirigidos a sus máximas autoridades sobre elestado de los inventarios, incluyendo información relacionada con existencias críticas, bienes próximos a vencer, necesidades de reposición y otros hallazgos relevantes para latoma de decisionesy el fortalecimiento del control interno. Como parte de la implementación, la Contraloría General de la República y la Dirección General de Contrataciones Públicas desarrollaránjornadas de capacitación y socializacióndirigidas a las entidades comprendidas en el ámbito de aplicación de la circular, con el propósito de facilitar lacorrecta ejecución de las nuevas disposiciones. La circular tendrá carácter transitorio y permanecerá vigente hasta que se complete el desarrollo, implementación y estabilización delsistema tecnológico integral para la gestión de inventarios de bienes de consumo previsto en el Decreto núm. 385-25.Su entrada en vigor será efectiva a partir de su publicación y difusión en los portales institucionales de la Contraloría General de la República y la Dirección General de Contrataciones Públicas.
