Poder Ejecutivo entrega al Congreso Nacional proyecto reformulado que modifica PGE 2026
Santo Domingo.-The Executive Branch deposited before the Senate of the Republic the bill that modifies the General Budget of the State corresponding to the 2026 budget year. The initiative incorporates strategic readjustments aimed at strengthening public investment, guaranteeing the continuity of essential goods and services, and protecting the most vulnerable sectors.
The project responds to new needs and changes in the country's economic conditions associated with the volatility of the international market, trade fluctuations, supply chains and production. Likewise, it responds to the entry into force of Law no. 30-26, on Pro-Economic Growth Measures, Tax Simplification and Mitigation of the International Crisis, which seeks to strengthen tax collection through administrative simplification and the expansion of tax bases.
As a result of these adjustments, a new Central Government revenue estimate of RD 1,383,236.5 million and a new total of expenditures of RD 1,785,004.3 million (RD 1,663,811.7 million in Expenses and RD 121,192.6 million in Financial Applications) are approved, resulting in a financial deficit of RD 280,575.3 million for the year 2026.
The legislative project contemplates spending appropriations of RD 40,978.3 million that would be assigned as a priority to key institutions in social and infrastructure development such as the Ministry of Public Works and Communications (MOPC), the National Treasury Obligations Administration, the Ministry of Agriculture, the Ministry of Housing, Habitat and Buildings (Mivhed), the Ministry of Industry, Commerce and MSMEs (MICM) and the Ministry of Finance and Economy, among others.
Likewise, the legislative piece contemplates transfers of appropriations between chapters for RD 17,692.2 million, which respond to net decreases in Tourism, Energy and Mines and Public Debt, compensated by increases in Public Health, Interior and Police, Presidency, Defense and other institutions. In the case of the Ministry of Education, the amount of RD2,000 million is reclassified from Expenses to Financial Applications within the same chapter, without representing a net reduction in its budget.
Regarding the mechanisms to face eventualities, the Government will have the net cash balance at the end of the fiscal year 2025, which amounts to RD 21,147.5 million, a reserve destined for unforeseen calamities, emergencies and expenses of the current period.
New investment projects with multilateral financing
Finally, the project proposes the modification of article 71 of Law no. 99-25, to incorporate 23 new public investment projects focused on priority areas such as drinking water, basic sanitation, mass transportation and energy. These works will have the financial support of multilateral credit organizations, among which the Inter-American Development Bank (IDB), the Development Bank of Latin America and the Caribbean (CAF), the Central American Bank for Economic Integration (CABEI), the Agence Française de Développement (AFD), the International Bank for Reconstruction and Development (IBRD) and the OPEC Fund for International Development (OFID) stand out.
