The updated software suite will include:

– the Executive Dashboard module, designed to monitor and analyze the socio-economic development of territories. It will enable the collection and analysis of data on citizens’ appeals, economic and investment indicators, the environmental situation, the state of construction and public utilities, geospatial data, territorial facilities, and map layers within a single digital environment;

– the Human Dignity Index module, which will analyze issues of concern to residents by mahalla, assess development levels in key areas, and formulate measures to improve people’s quality of life and well-being;

– a geoportal that will collect, process, and analyze, using a unified digital map, data on specialized facilities belonging to government agencies, business entities, other departments and organizations, including their location, address, and attribute information, as well as statistical data from other sources;

– the Virtual Assistant to the Hokim module, powered by artificial intelligence. It will display the situation across districts, mahallas, and sectors in real time and, at the leadership’s request, promptly generate analytical materials, conclusions, and proposals.

The Digital Hokimiyat software suite will be introduced in stages: by the end of 2026 in the Republic of Karakalpakstan, regional centers and the city of Tashkent, and in 2027-2028 in all other districts and cities of the country.

The Digital Government Project Management Center has been designated as the owner of the Digital Hokimiyat software suite. It will be responsible for identifying priority areas for the system’s development and functional improvement, as well as coordinating its implementation across regions and its integration with the information systems of government agencies and organizations.

Within the Digital Hokimiyat software suite, the unified integrator will ensure:

– the full-scale implementation of information systems in the regions, their technical, software, training, and methodological support, as well as the uninterrupted operation and phased improvement of the software suite;

– the integration of government agency and organizational databases with the Digital Hokimiyat software suite, the organization of interagency information exchange, and the cybersecurity of information systems.

In addition, local executive authorities are prohibited from creating government information systems that duplicate the functions of any component of the Digital Hokimiyat software suite.

Server capacity, data storage and processing resources, and graphics processing units (GPUs) required to operate artificial intelligence-based analytical and forecasting tools, including the Virtual Assistant to the Hokim module, will be provided by the Ministry of Digital Technologies in accordance with the established procedure.
