මහජන සෞඛ්‍ය සේවාවේ සියවසක අභිමානවත් සැමරුම වෙනුවෙන් කොළඹ බණ්ඩාරනායක ජාත්‍යන්තර සම්මන්ත්‍රණ ශාලාවේදී අද (21) පෙරවරුවේ පැවති උත්සවයට එක්වීමි. සාර්ථක ප්‍රාථමික සෞඛ්‍ය පද්ධතියක් ලෙස අද ලෝකයේම ඇගයීමට ලක් වන මෙම සේවාවන් වැඩිදියුණු කිරීමේදී සිවිල් සංවිධාන සහ ලෝක සෞඛ්‍ය සංවිධානය (WHO) වැනි ආයතන ලබා දුන් මඟපෙන්වීම සහ දායකත්වයද මෙහිදී කෘතවේදීව සිහිපත් කරමි. ශ්‍රී ලංකාවේ මහජන සෞඛ්‍ය සේවාව ගොඩනැගුණේ ඉතා අඩු පහසුකම් තත්ත්ව යටතේ වෘත්තිකයන්ගේ සහ පුරවැසි දායකත්වයේ අපරිමිත කැපකිරීම් මත වන අතර, සියවසක් පුරා මහජන සෞඛ්‍ය සේවය ඉටු කළ මහඟු මෙහෙවර වෙනුවෙන් ප්‍රජා සෞඛ්‍ය වෘත්තීය කණ්ඩායම් 36ක් ඇගයීමේ අවස්ථාවටද සහභාගි වීමි. එසේම, මෙම සැමරුමට සමගාමීව පැවති මහජන සෞඛ්‍ය සේවයේ නවෝත්පාදන ප්‍රදර්ශනය නැරඹීමටද එක් වීමි. අද අප සිටින්නේ මහජන සෞඛ්‍ය සේවයේ මීළඟ සියවස ආරම්භ වන තීරණාත්මක සන්ධිස්ථානයක වන බැවින්, ඉදිරියේදී සෞඛ්‍ය සේවාව සඳහා සිදු කරන විශාලතම ආයෝජනය ප්‍රාථමික සෞඛ්‍ය සේවා වෙනුවෙන් යෙදවීම රජයේ අපේක්ෂාවයි. වර්තමානයේ අප මුහුණ දෙන බෝනොවන රෝගවල අවදානම සහ ඩෙංගු වසංගතය වැනි තත්ත්ව හමුවේ, අපගේ ප්‍රජා සෞඛ්‍ය සේවය තවදුරටත් කාර්යක්ෂම සහ යාවත්කාලීන කිරීම වෙනුවෙන් ශක්තිමත්ව පෙළගැසෙන ලෙස වෘත්තිකයන්, පාර්ශ්වකරුවන් ඇතුළු සියලු ප්‍රජාවට ආරාධනා කරමි. பொது சுகாதார சேவையின் நூற்றாண்டு நிறைவு விழாவையொட்டி கொழும்பு பண்டாரநாயக்க சர்வதேச மாநாட்டு மண்டபத்தில் இன்று (21) முற்பகல் நடைபெற்ற நிகழ்வில் கலந்துகொண்டேன். வெற்றிகரமான ஆரம்ப சுகாதார கட்டமைப்பாக இன்று உலகளவில் மதிக்கப்படும் இச்சேவைகளை மேம்படுத்துவதில் சிவில் அமைப்புகள் மற்றும் உலக சுகாதார அமைப்பு (WHO) போன்ற நிறுவனங்கள் வழங்கிய வழிகாட்டலையும் பங்களிப்பையும் இதன்போது நன்றியுடன் நினைவுகூர்கின்றேன். இலங்கையின் பொது சுகாதார சேவையானது மிகவும் குறைந்த வசதிகளுக்கு மத்தியிலும் தொழில்சார் நிபுணர்கள் மற்றும் குடிமக்களின் அளப்பரிய அர்ப்பணிப்பிலேயே கட்டியெழுப்பப்பட்டது. நூற்றாண்டு காலமாக பொது சுகாதார சேவை ஆற்றிய மகத்தான சேவைக்காக 36 சமூக சுகாதார தொழில்சார் குழுக்களைப் பாராட்டி கௌரவிக்கும் நிகழ்விலும் பங்கேற்றேன். இந்நூற்றாண்டு விழாவுடன் இணைந்ததாக நடத்தப்பட்ட பொது சுகாதார சேவையின் புத்தாக்க கண்காட்சியையும் பார்வையிட்டேன். இன்று நாம் பொது சுகாதார சேவையின் அடுத்த நூற்றாண்டின் தொடக்கப் புள்ளியாக அமையும் ஒரு தீர்க்கமான கட்டத்தில் இருக்கின்றோம். எனவே, எதிர்காலத்தில் சுகாதாரத் துறைக்காக மேற்கொள்ளப்படும் மிகப்பெரிய முதலீட்டை முதன்மை சுகாதார சேவைகளுக்காக ஒதுக்குவதே அரசாங்கத்தின் எதிர்பார்ப்பாகும். தற்போது நாம் எதிர்கொள்ளும் தொற்றா நோய்களின் அச்சுறுத்தல் மற்றும் டெங்கு போன்ற தொற்றுநோய்களுக்கு மத்தியில், நமது சமூக சுகாதார சேவையை மேலும் செயற்திறனுள்ளதாகவும் தற்காலத்திற்கு ஏற்றதாகவும் மாற்றுவதற்கு வலுவாக ஒன்றிணையுமாறு தொழில்சார் நிபுணர்கள், பங்குதாரர்கள் உள்ளிட்ட அனைத்து தரப்பினருக்கும் அழைப்பு விடுக்கின்றேன். I joined the ceremony held this morning (21) at the Bandaranaike Memorial International Conference Hall (BMICH) to commemorate the centenary celebration of Public Health Service. At the event, I gratefully acknowledged the guidance and support provided by civil society organizations and institutions such as the World Health Organization (WHO) in strengthening a public health service that is today recognized globally as a successful primary healthcare system. Sri Lanka's Public Health Service was built under conditions of limited resources through the extraordinary dedication of healthcare professionals and the invaluable contribution of citizens. I also had the opportunity to participate in the recognition of 36 community health professional groups in appreciation of their outstanding service to public health over the past period. In addition, I visited the Public Health Service Innovation Exhibition, which was organized in parallel with the centenary celebrations. As we stand at the pivotal beginning of the next century of Sri Lanka's Public Health Service, it is the Government's expectation that the largest future investment in the health sector will be directed towards strengthening primary healthcare services. In the face of current challenges, including the growing burden of non-communicable diseases and outbreaks such as dengue, I invite healthcare professionals, stakeholders and the wider community to unite in further strengthening and modernizing our public health service.
