Minister John Cummins welcomes enactment of new planning reforms

John Cummins TD, Minister of State for Planning and Local Government, has welcomed the signing of the Planning and Development (Amendment) Bill 2026 into law today by the President of Ireland.
“Planning reform is central to increasing housing supply and this Government is committed to ensuring our planning system supports, rather than hinders delivery in this country.
Minister Cummins, who took the Bill through the Oireachtas at all stages, added:
“By reducing avoidable delays in the judicial review process, we can provide greater certainty for communities, local authorities and all stakeholders.”
As well as speeding up the implementation of new rules for Judicial Reviews, the new Act will also provide clarity and further policy direction on the timely introduction of 10-year Development Plans.
The Act also seeks to address a number of actions that were assigned to the Department of Housing, Local Government and Heritage following the Government approval of theAccelerating Infrastructure Taskforce Report and Action Plan 2025to enhance the timely delivery of critical infrastructure projects.
