RD respalda renovación de la Fuerza de Supresión de Pandillas en Haití
New York, United States.– The Minister of Foreign Affairs, Roberto Álvarez, supported before the United Nations Security Council the renewal of the mandate of the Gang Suppression Force (GSF) and the United Nations Support Office in Haiti, and called for accelerating the full implementation of the mechanisms established to contribute to the restoration of security in that country.
During the Security Council meeting on Haiti, the Foreign Minister highlighted the progress made since the adoption of Resolution 2793, including the establishment of the GSF and the United Nations Support Office, a functioning command structure and the beginning of operations on the ground.
Álvarez recognized the leadership of the United States, the contributions of Canada and other States that have contributed resources and logistical support, as well as the countries that have contributed personnel to the Force.
The minister pointed out that the next stage requires accelerating the deployment of the contingents already committed so that the Force progressively reaches the planned capacity. He explained that one of the main challenges is the availability of strategic air transport and urged the States that have this capacity to put it at the service of the mission.
“An obstacle of a purely logistical nature should not stand between the international community and the protection of an entire people,” he stated.
The chancellor also stressed that the restoration of security is essential to move towards the institutional and democratic normalization of Haiti.
“It will not be the elections that will produce security; it will be security that will make the elections possible,” said Álvarez, reiterating the aspiration of the Dominican Republic that Haiti can hold free, inclusive and credible elections.
Another central point of his intervention was the call to fully apply the sanctions regime established by Resolution 2653, not only against the leaders of the gangs, but also against those who finance them, facilitate illicit arms trafficking, launder resources from criminal activities or provide them with material or political support.
Álvarez maintained that breaking the networks that support criminal organizations is essential to consolidate advances in security. Likewise, he pointed out the need to continue strengthening the Haitian National Police, the judicial system and the other institutional capacities of the State.
"An international force can help recover the territory; only solid Haitian institutions will be able to preserve it permanently," he maintained.
Reiterating the Dominican Republic's support for the renewal of the GSF and the United Nations Support Office, the Foreign Minister summarized the priorities of the next stage: progressively completing the deployment of the Force, strengthening the arms embargo, fully applying the sanctions regime and continuing to strengthen Haitian institutions.
"Over the last four years, this Council has made important decisions regarding Haiti. We no longer need a new strategy. We need to fully execute the one we have built," he said.
During the meeting, Minister Roberto Álvarez was accompanied by Ambassador Wellington Bencosme, permanent representative of the Dominican Republic to the United Nations.

El canciller subrayó además que el restablecimiento de la seguridad es indispensable para avanzar hacia lanormalización institucional y democráticade Haití. “No serán las elecciones las que producirán la seguridad; será la seguridad la que hará posibles las elecciones”,expresó Álvarez, al reiterar la aspiración de la República Dominicana de que Haití pueda celebrar eleccioneslibres, inclusivas y creíbles. Otro punto central de su intervención fue el llamado a aplicar plenamente el régimen de sanciones establecido por laResolución 2653, no solo contra los cabecillas de las pandillas, sino también contraquienes las financian, facilitan el tráfico ilícito de armas, lavan recursos provenientes de actividades criminales o les brindan apoyo material o político. Álvarez sostuvo que romper las redes que sostienen a las organizaciones criminales es indispensable paraconsolidar los avancesen materia deseguridad. Asimismo, señaló la necesidad de continuar fortaleciendo laPolicía Nacional Haitiana, el sistemajudicialy las demás capacidades institucionales del Estado. “Una fuerza internacional puede ayudar a recuperar el territorio; solamente instituciones haitianas sólidas podrán conservarlo de manera permanente”,sostuvo. Al reiterar el respaldo de la República Dominicana a la renovación de la GSF y de la Oficina de Apoyo de las Naciones Unidas, el canciller resumió lasprioridades de la próxima etapa: completar progresivamente el despliegue de la Fuerza, reforzar el embargo de armas, aplicar plenamente el régimen de sanciones y continuar fortaleciendo las instituciones haitianas. “Durante los últimos cuatro años, este Consejo ha adoptado decisiones importantes respecto de Haití. Ya no necesitamos una nueva estrategia. Necesitamos ejecutar plenamente la que hemos construido”,afirmó.
