Amélioration de la productivité agricole : Le Gouvernement annonce une révolution du système semencier du Bénin
The Government of President Romuald WADAGNI makes the availability of high-quality certified and hybrid seeds one of the main levers of Benin's agricultural transformation. Convinced that sustainable improvement in agricultural productivity requires above all a modern and efficient seed system, the Ministry of Agriculture, Livestock and Fisheries is undertaking a profound reform aimed at guaranteeing producers sustainable access to certified and hybrid seeds, adapted to the agroecological conditions of the country and capable of significantly increasing yields. It is in this perspective that Minister Adin Yeton BLOUKOUNON GOUBALAN, carried out, July 14 to 18, 2026, a national seed infrastructure assessment tour. This mission took him to the Directorate of Plant Production in Porto-Novo as well as to the seed processing centers of Dangbo, Koussin-Lèlè (Covè), Dassa, Glazoué, Ina and Alafiarou. The findings made in the field reveal significant inadequacies likely to compromise the Government's ambition to make quality certified and hybrid seeds sustainably available to producers. The Minister noted in particular poorly designed infrastructure, equipment often unsuitable for national realities, low sorting, processing and packaging capacity, as well as investments which did not produce the expected results. The mission, however, made it possible to highlight encouraging achievements, notably at the Alafiarou seed farm, now managed by the Beninese Society for the Development of Seeds and Plants (SoDeSeP), as well as at the INA Northern Agricultural Research Center. These structures constitute important links in strengthening the country's seed sovereignty. At the end of this tour, Minister Adin Yeton BLOUKOUNON GOUBALAN announced a new strategic direction for the Government. This is based on the entry into the seed industry of specialized private individuals, with recognized expertise in the production of certified and hybrid seeds, capable of strengthening seed cooperatives, ensuring the operation of modern sorting, processing and packaging factories, integrating quality control seed laboratories as well as research and varietal improvement laboratories. This PPP approach will allow Benin to develop a truly competitive seed industry meeting international standards. The Minister also welcomed the support of the Food and Agriculture Organization of the United Nations (FAO), which supports the Government in this dynamic of reform of the national seed system. Through this reform, the Government intends to make certified and hybrid seeds the main engine for improving agricultural productivity, food security, the competitiveness of the sectors and the structural transformation of Beninese agriculture.

Le Gouvernement du Président Romuald WADAGNI fait de la disponibilité de semences certifiées et hybrides de haute qualité l'un des principaux leviers de la transformation agricole du Bénin. Convaincu que l'amélioration durable de la productivité agricole passe avant tout par un système semencier moderne et performant, le Ministère de l'Agriculture, de l'Élevage et de la Pêche engage une réforme profonde visant à garantir aux producteurs un accès durable à des semences certifiées et hybrides, adaptées aux conditions agroécologiques du pays et capables d'accroître significativement les rendements.C'est dans cette perspective que le Ministre Adin Yeton BLOUKOUNON GOUBALAN, a effectué, du 14 au 18 juillet 2026, une tournée nationale d'évaluation des infrastructures semencières. Cette mission l'a conduit à la Direction de la Production Végétale à Porto-Novo ainsi que dans les centres de traitement de semences de Dangbo, Koussin-Lèlè (Covè), Dassa, Glazoué, Ina et Alafiarou.Les constats effectués sur le terrain révèlent d'importantes insuffisances susceptibles de compromettre l'ambition du Gouvernement de mettre durablement à la disposition des producteurs des semences certifiées et hybrides de qualité. Le Ministre a notamment relevé des infrastructures mal conçues, des équipements souvent inadaptés aux réalités nationales, une faible capacité de tri, de traitement et de conditionnement, ainsi que des investissements qui n'ont pas produit les résultats attendus.La mission a toutefois permis de mettre en évidence des acquis encourageants, notamment à la ferme semencière d'Alafiarou, désormais gérée par la Société béninoise de Développement des Semences et Plants (SoDeSeP), ainsi qu'au Centre de recherche agricole Nord d'INA. Ces structures constituent des maillons importants pour le renforcement de la souveraineté semencière du pays.Au terme de cette tournée, le Ministre Adin Yeton BLOUKOUNON GOUBALAN a annoncé une nouvelle orientation stratégique du Gouvernement. Celle-ci repose sur l'entrée dans l'industrie semencière de privés spécialisés, disposant d'une expertise reconnue dans la production de semences certifiées et hybrides, capables de renforcer les coopératives semencières, d'assurer l'exploitation d'usines modernes de tri, de traitement et de conditionnement, intégrant des laboratoires semenciers de contrôle de qualité ainsi que des laboratoires de recherche et d'amélioration variétale. Cette approche en PPP permettra au Bénin de développer une véritable industrie semencière compétitive répondant aux standards internationaux. Le Ministre a également salué l'accompagnement de l'Organisation des Nations Unies pour l'alimentation et l'agriculture (FAO), qui appuie le Gouvernement dans cette dynamique de réforme du système semencier national.À travers cette réforme, le Gouvernement entend faire des semences certifiées et hybrides le principal moteur de l'amélioration de la productivité agricole, de la sécurité alimentaire, de la compétitivité des filières et de la transformation structurelle de l'agriculture béninoise.
