වරාය සහ සිවිල් ගුවන් සේවා අමාත්‍යාංශයට අදාළව 2026 වසරේ වෙන් කෙරුණු අයවැය ප්‍රතිපාදන මත ක්‍රියාත්මක ව්‍යාපෘතිවල ප්‍රගතිය සහ 2027 අයවැය පූර්ව සාකච්ඡාවකට අද (15) පස්වරුවේ ජනාධිපති කාර්යාලයේදී එක්වීමි. මෙහිදී ලෝක බැංකුව, ආසියානු සංවර්ධන බැංකුව සහ ඉන්දියානු රජයේ ආධාර මත වරාය අධිකාරිය යටතේ ක්‍රියාත්මක වන ශ්‍රී ලංකා වරාය සංවර්ධන වැඩසටහන, කන්කසන්තුරේ වරාය ප්‍රතිසංස්කරණය ඇතුළු සංවර්ධන ව්‍යාපෘතිවල ප්‍රගතිය විමසා බැලීමි. ඉදිරි වසර 30ට ගැලපෙන පරිදි කටුනායක බණ්ඩාරනායක ජාත්‍යන්තර ගුවන්තොටුපොළේ ගුවන් මගී ධාරිතාව සහ කාර්‍යක්ෂමතාව ඉහළ නැංවීමේ සංවර්ධන සැලැස්ම පිළිබඳවද මෙහිදී අවධානය යොමු කෙරුණු අතර, වසර 2027 ඇතුළත පැමිණීමේ සහ පිටවීමේ පර්යන්ත පුළුල් කිරීම, නව පර්යන්තය ඉදිකිරීම සහ ඩිපෝ ප්‍රසාරණ කටයුතු අවසන් කිරීමේ සැලසුම්ද සාකච්ඡාවට ලක් කෙරිණි. ආයතන සතු මූල්‍ය ශක්තිය භාවිතා කරමින් ඉදිරි සංවර්ධන ව්‍යාපෘති සඳහා අවශ්‍ය මුදල් කළමනාකරණය කළයුතු බවත්, ජනතා බදු මුදල්වලට බරක් නොවන ලෙස රාජ්‍ය භාණ්ඩාගාරයට උපරිම දායකත්වයක් ලබා දීමට කටයුතු කිරීමේ අවශ්‍යතාවත් මෙහිදී වැඩිදුරටත් පෙන්වා දුන්නෙමි. துறைமுகங்கள் மற்றும் சிவில் விமானப் சேவைகள் அமைச்சுக்கு 2026 ஆம் ஆண்டிற்காக ஒதுக்கப்பட்ட வரவு செலவுத் திட்ட நிதியின் கீழ் நடைமுறைப்படுத்தப்படும் வேலைத்திட்டங்களின் முன்னேற்றத்தை மீளாய்வு செய்வதற்கும், 2027 ஆம் ஆண்டுக்கான வரவு செலவுத் திட்ட முன்மொழிவுகள் குறித்தும் இன்று (15) பிற்பகல் ஜனாதிபதி அலுவலகத்தில் நடைபெற்ற கலந்துரையாடலில் பங்கேற்றேன். இதன்போது உலக வங்கி, ஆசிய அபிவிருத்தி வங்கி மற்றும் இந்திய அரசாங்கத்தின் நிதியுதவியுடன் துறைமுக அதிகாரசபையின் கீழ் நடைமுறைப்படுத்தப்படும் இலங்கை துறைமுக அபிவிருத்தித் திட்டம், காங்கேசன்துறை துறைமுக மறுசீரமைப்பு உள்ளிட்ட அபிவிருத்தித் திட்டங்களின் முன்னேற்றம் குறித்து ஆராயப்பட்டது. அடுத்த 30 ஆண்டுகளுக்குப் பொருந்தும் வகையில் கட்டுநாயக்க பண்டாரநாயக்க சர்வதேச விமான நிலையத்தின் பயணிகள் கொள்ளளவு மற்றும் செயல்திறனை அதிகரிப்பதற்கான அபிவிருத்தித் திட்டம் குறித்தும் இதன்போது கவனம் செலுத்தப்பட்டதுடன், 2027ஆம் ஆண்டளவில் வருகை தரும் மற்றும் புறப்படும் முனையங்களை விரிவுபடுத்தல், புதிய முனையக் நிர்மாணம் மற்றும் முனைய விரிவாக்கப் பணிகளை நிறைவு செய்வதற்கான திட்டங்கள் குறித்தும் கலந்துரையாடப்பட்டது. நிறுவனங்களின் நிதி வலிமையைப் பயன்படுத்தி எதிர்கால அபிவிருத்தித் திட்டங்களுக்குத் தேவையான நிதியை முகாமைத்துவம் செய்ய வேண்டும் என்றும், மக்களின் வரிப்பணத்திற்கு சுமையாக அமையாத வகையில் அரச திறைசேரிக்கு அதிகபட்ச பங்களிப்பை வழங்க நடவடிக்கை எடுக்க வேண்டியதன் அவசியம் குறித்தும் இதன்போது சுட்டிக்காட்டினேன். Today (15), participated in the 2027 pre-budget discussion at the Presidential Secretariat on the progress of projects being implemented under the budgetary allocations made to the Ministry of Ports and Civil Aviation for 2026. During the discussion, we reviewed the progress of development projects being implemented under the Sri Lanka Ports Authority, including the Sri Lanka Port Development Programme and the rehabilitation of Kankesanthurai Harbour, which are being carried out with financial assistance from the World Bank, the Asian Development Bank and the Government of India. Attention was also focused on the development plan to enhance the passenger handling capacity and operational efficiency of Bandaranaike International Airport, Katunayake, in line with the country's requirements over the next 30 years. Discussions also focused on plans to complete the expansion of the arrival and departure terminals by 2027, the construction of the new passenger terminal and the depot expansion works. I further emphasised the importance of managing the funding required for future development projects by making effective use of the financial strength of these institutions. I also emphasised the need to make the maximum possible contribution to the State Treasury while ensuring that future development initiatives are financed in a manner that does not place an additional burden on taxpayers.
