Miembros de la Junta Nacional de Escrutinio entregan al Presidente Mulino Memoria 2024
The President of the Republic, José Raúl Mulino, received the members of the National Scrutiny Board 2024 (JNE), who gave the president copies of the Report of this electoral body that compiles and documents the process carried out from its installation, suffrage and vote counting, to the proclamation of the authorities elected by the popular vote.
Nivia Roxana Castrellón, president of the JNA, accompanied by other members, told President Mulino that this document, freely accessible to all Panamanians, reflects one of the main rights that our country has, which is based on the fact that the proclamation of the President of the Republic and other authorities falls on this citizen body and not on officials or electoral entities.
The document delivered reaffirms the freedom of the citizen to know the entire electoral process and the need to shield the presence of the voter at the time of counting, guaranteeing the right of all Panamanians to elect their authorities.
This compilation makes it possible to disseminate the role of the JNE, promote voter participation, as well as strengthen the institutional framework, through knowledge of the functions of the institutions that guard electoral democracy.
Along with the president of the JNE were Juan Carlos Karamañites (secretary), Lilia Liu Chung (member), Elisa Suárez (first alternate president), Mirhanna Sandoya (first alternate secretary), Madeleine Escribano (second alternate secretary) and Alejandro Carbonell (second alternate secretary).
Data from the document highlights that the JNE 2024 was made up for the first time by a woman representative of the Chinese ethnic group and a representative of indigenous peoples; Furthermore, 66% of its members were women.

El presidente de la República, José Raúl Mulino, recibió a los miembros de la Junta Nacional de Escrutinio 2024 (JNE), quienes entregaron al mandatario ejemplares de la Memoria de este organismo electoral que recopila y documenta el proceso realizado desde su instalación, sufragio y escrutinio de votos, hasta la proclamación de las autoridades elegidas por el voto popular. Nivia Roxana Castrellón, presidenta de la JNA, acompañada de otros miembros, expresó al presidente Mulino que este documento, de libre acceso a todos los panameños, deja plasmado uno de los derechos principales que tiene nuestro país, el cual se fundamenta en que la proclamación del Presidente de la República y demás autoridades recae en este organismo ciudadano y no en funcionarios ni en entidades electorales. El documento entregado reafirma la libertad del ciudadano de conocer todo el proceso electoral y la necesidad de blindar la presencia del votante a la hora del escrutinio, garantizando el derecho de todos los panameños de elegir a sus autoridades. Esta recopilación permite divulgar el papel de la JNE, promover la participación del votante, así como fortalecer la institucionalidad, a través del conocimiento de las funciones de las instituciones que custodian la democracia electoral. Junto a la presidenta de la JNE estuvieron Juan Carlos Karamañites (secretario), Lilia Liu Chung (vocal), Elisa Suárez (primera suplente presidenta), Mirhanna Sandoya (primera suplente secretaria), Madeleine Escribano (segunda suplente secretaria) y Alejandro Carbonell (segundo suplente secretario). Datos del documento resaltan que la JNE 2024 estuvo conformada por primera vez por una mujer representante de la etnia china y un representante de los pueblos indígenas; además, el 66% de sus miembros fueron mujeres.
