Ministra de Interior y Policía: "Si un agente policial actuó mal, tendrá que responder ante la ley"
Santo Domingo.- The Minister of the Interior and Police, Faride Raful, stated this Monday that any police officer who acts contrary to the law must answer for their actions, reiterating that no member of the institution is above the law.
During the weekly meeting of the Citizen Security Task Force, headed by Vice President Raquel Peña, the official maintained that the transformation of the National Police constitutes one of the main institutional strengthening processes promoted by the Government, aimed at raising the levels of supervision, transparency and accountability within the institution.
"If the Police acted badly, they have to have a sanction," said Raful, emphasizing that "we are not going to fix or subject to impunity anyone who has violated the law within an institution." In that sense, he assured that any action that compromises the responsibility of an agent must be investigated and the corresponding consequences will be faced in accordance with the legal framework.
The minister explained that the police reform represents a structural change in an institution that for decades had not been subjected to a transformation process of this magnitude. He pointed out that this effort requires strengthening controls, correcting weaknesses and consolidating a more professional, transparent and close police force to citizens, with preventive work aimed at protecting lives and guaranteeing public safety.
In this same framework of institutional strengthening, and in relation to citizen protests, Raful reaffirmed the Government's commitment to the exercise of democracy and the right of citizens to express themselves peacefully. He stated that the responsibility of the authorities is to listen to the concerns of the population and work to address their demands within the institutional framework and respect for the law.
Likewise, he explained that the draft new Organic Law of the National Police will strengthen the supervision mechanisms over agents by institutionalizing evaluation protocols, regulating for the first time the use of force and strengthening internal controls to guarantee greater levels of transparency and responsibility in the exercise of police function.
Raful reiterated that transforming an institution with more than nine decades of history involves making difficult decisions and sustaining a permanent process of evaluation and improvement.
"This Government assumed the commitment, responsibility and cost that this transformation entails," he stated, ensuring that the objective is to strengthen citizen trust through a more professional, transparent police institution fully subject to the rule of law.

La ministra explicó que la reforma policial representa un cambio estructural enuna institución que durante décadas no había sido sometida a un proceso de transformación de esta magnitud. Señaló que este esfuerzo requiere fortalecer los controles, corregir debilidades y consolidaruna Policía más profesional, transparente y cercana a la ciudadanía, con una labor preventiva orientada a proteger vidas y garantizar la seguridad pública. En ese mismo marco de fortalecimiento institucional, y en relación con las protestas ciudadanas, Raful reafirmó el compromiso del Gobierno con el ejercicio democrático y elderecho de la ciudadanía a expresarse pacíficamente. Manifestó que la responsabilidad de las autoridades esescuchar las inquietudes de la poblacióny trabajar paraatender sus demandasdentro del marco institucional y el respeto a la ley. Asimismo, explicó que el proyecto denueva Ley Orgánica de la Policía Nacionalfortalecerá los mecanismos desupervisiónsobre los agentes al institucionalizar losprotocolos de evaluación, regular por primera vez el uso de la fuerza y robustecer los controles internos para garantizar mayores niveles de transparencia y responsabilidad en el ejercicio de la función policial. Raful reiteró que transformar una institución con más de nueve décadas de historia implica asumir decisiones difíciles y sostener unproceso permanente de evaluación y mejora. "Este Gobierno asumió el compromiso, la responsabilidad y el costo que conlleva esa transformación",afirmó, al asegurar que el objetivo es fortalecer laconfianza ciudadanamediante unainstitución policial más profesional, transparente y plenamente sometida al imperio de la ley.
