ප්රවාහන, මහාමාර්ග සහ නාගරික සංවර්ධන අමාත්යාංශයට අදාළව 2026 වසරේ වෙන් කෙරුණු අයවැය ප්රතිපාදන මත ක්රියාත්මක ව්යාපෘතිවල ප්රගතිය සමාලෝචනය සහ 2027 අයවැය යෝජනා පිළිබඳ අද (13) පෙරවරුවේ ජනාධිපති ලේකම් කාර්යාලයේ පැවති අයවැය පූර්ව සාකච්ඡාවට එක්වීමි. නව සැලැස්මක් ඔස්සේ පොදු ප්රවාහන සේවාව දියුණු කිරීමේ අවශ්යතාව මෙහිදී පෙන්වා දෙමින්, ප්රවාහන සහ මහාමාර්ග ක්ෂේත්රය තුළ 2026 වසරේ අයවැය ප්රතිපාදන මත ක්රියාත්මක ව්යාපෘතින්හි ප්රගතිය සහ 2027 වසරේ ප්රතිපාදන අවශ්යතා පිළිබඳ වෙන් වෙන්ව විමසා බැලීමි. දෛනික ප්රවාහන අවශ්යතා සපුරා ගැනීමේදී ජනතාවට විශාල වැය බරක් දැරීමට සිදුව තිබෙන බැවින් ජනතාව පෞද්ගලිකව දරන වැය බර අවම වන අයුරින් මෙරට පොදු ප්රවාහන ක්ෂේත්රය දියණු කිරීමේ වැදගත්කම අවධාරණය කළෙමි. නාගරික සංවර්ධන අමාත්යාංශය යටතේ ක්රියාත්මක ප්රධාන වැඩසහටන් වන මහල් නිවාස සංකීර්ණ ඉදිකිරීමේ ව්යාපෘති, නාගරික ප්රදේශ ආශ්රිත කසළ කළමනාකරණ ව්යාපෘති මෙන්ම CITY BRANDING ව්යාපෘතිය යටතේ ක්රියාත්මක වැඩසටහන්වල 2026 වසරේ ප්රගතිය, මෙම වසරේ ජනතා අයිතියට පත් කළ හැකි ව්යාපෘති සහ ඉදිරි වසර වෙනුවෙන් අවශ්ය ප්රතිපාදන පිළිබඳ විමසා බලමින් එළඹෙන වසර තුළදී නිම කළ හැකි ව්යාපෘති තෝරාගෙන ඒවාට ප්රමුඛතාව ලබා දෙන ලෙසද උපදෙස් දුන්නෙමි. போக்குவரத்து, நெடுஞ்சாலைகள் மற்றும் நகர அபிவிருத்தி அமைச்சுக்கு 2026 ஆம் ஆண்டிற்காக ஒதுக்கப்பட்ட வரவு செலவுத் திட்ட நிதியின் கீழ் நடைமுறைப்படுத்தப்படும் வேலைத்திட்டங்களின் முன்னேற்றத்தை மீளாய்வு செய்வதற்கும், 2027 ஆம் ஆண்டுக்கான வரவு செலவுத் திட்ட முன்மொழிவுகள் குறித்தும் இன்று (13) முற்பகல் ஜனாதிபதி அலுவலகத்தில் நடைபெற்ற கலந்துரையாடலில் பங்கேற்றேன். புதிய திட்டத்தின் ஊடாக பொதுப் போக்குவரத்துச் சேவையை மேம்படுத்த வேண்டியதன் அவசியத்தை இங்கு சுட்டிக்காட்டியதுடன், போக்குவரத்து மற்றும் நெடுஞ்சாலைகள் துறையில் 2026 ஆம் ஆண்டு வரவு செலவுத் திட்ட நிதியின் கீழ் நடைமுறைப்படுத்தப்படும் வேலைத்திட்டங்களின் முன்னேற்றம் மற்றும் 2027 ஆம் ஆண்டுக்கான நிதித் தேவைகள் குறித்தும் தனித்தனியாக ஆராய்ந்தேன். அன்றாட போக்குவரத்துத் தேவைகளைப் பூர்த்தி செய்துகொள்வதில் பொதுமக்கள் பெரும் செலவை எதிர்கொள்ள வேண்டியுள்ளதால், மக்களின் தனிப்பட்ட செலவினங்கள் குறையும் வகையில் இந்நாட்டின் பொதுப் போக்குவரத்துத் துறையை மேம்படுத்துவதன் முக்கியத்துவத்தை இதன்போது வலியுறுத்தினேன். நகர அபிவிருத்தி அமைச்சின் கீழ் நடைமுறைப்படுத்தப்படும் பிரதான வேலைத்திட்டங்களான அடுக்குமாடி குடியிருப்பு நிர்மாணத் திட்டங்கள், நகர்ப்புறக் கழிவு முகாமைத்துவத் திட்டங்கள் மற்றும் CITY BRANDING திட்டத்தின் கீழ் நடைமுறைப்படுத்தப்படும் வேலைத்திட்டங்களின் 2026 ஆம் ஆண்டுக்கான முன்னேற்றம், இவ்வருடத்தில் மக்கள் பயன்பாட்டிற்கு கையளிக்கக்கூடிய திட்டங்கள் மற்றும் அடுத்த ஆண்டிற்கான நிதி ஒதுக்கீடுகள் குறித்தும் இங்கு ஆராய்ந்ததுடன், எதிர்வரும் ஆண்டில் நிறைவு செய்யக்கூடிய திட்டங்களைத் தேர்ந்தெடுத்து அவற்றுக்கு முன்னுரிமை வழங்குமாறும் அறிவுறுத்தினேன். Participated in the pre-Budget discussion held at the Presidential Secretariat this morning (13) to review the progress of projects implemented under the 2026 Budget allocations for the Ministry of Transport, Highways and Urban Development and to discuss proposals for the 2027 Budget. During the discussion, I highlighted the need to develop the public transport service under a new plan and separately reviewed the progress of projects implemented in the transport and highways sectors under the 2026 Budget allocations, as well as the funding requirements for 2027. As the public is compelled to bear a significant financial burden in meeting their daily transport needs, I emphasised the importance of developing the country's public transport sector in a manner that reduces the expenses borne directly by the people. I also reviewed the progress made in 2026 on key programmes implemented under the Ministry of Urban Development, including apartment complex construction projects, urban waste management projects and programmes implemented under the 'CITY BRANDING' project. In addition, I examined projects that could be vested with the public this year and the allocations required for the coming year, and instructed officials to identify projects that could be completed within the next year and give priority to their implementation.
