කර්මාන්ත සහ ව්‍යවසායකත්ව සංවර්ධන අමාත්‍යාංශයට අදාළව 2026 වසරේ වෙන් කෙරුණු අයවැය ප්‍රතිපාදන මත ක්‍රියාත්මක ව්‍යාපෘතිවල ප්‍රගති සමාලෝචනය සහ 2027 අයවැය ප්‍රතිපාදන අවශ්‍යතාව පිළිබඳ අයවැය පූර්ව සාකච්ඡාවකට අද (13) පස්වරුවේ ජනාධිපති කාර්යාලයේදී එක්වීමි. කර්මාන්ත සහ ව්‍යවසායකත්ව සංවර්ධන අමාත්‍යාංශයේ එක් එක් අංශ සහ ඒ යටතේ පවතින ආයතන මගින් 2026 අයවැය ප්‍රතිපාදන මත ක්‍රියාත්මක කර ඇති ව්‍යාපෘතිවල ප්‍රගතිය සහ 2027 අයවැය යෝජනා පිළිබඳ මෙහිදී වෙන් වෙන්ව විමසා බැලූ අතර, මේ වන විට ආරම්භ කර ඇති සියලු ව්‍යාපෘති නිසි කාලය තුළ අවසන් කිරීමේ අවශ්‍යතාව අවධාරණය කළෙමි. එමෙන්ම, කර්මාන්ත ක්ෂේත්‍රයට අදාළ රජයේ කාර්යභාරය සහ සීමාවන් නිසි ලෙස හඳුනා ගැනීමේ අවශ්‍යතාව මෙහිදී පෙන්වා දෙමින් අපනයනකරුවන් සහ කර්මාන්තකරුවන් දිරි ගැන්වීම වෙනුවෙන් ලබා දිය යුතු පොදු සහන පිළිබඳ යෝජනා ඉදිරිපත් කරන ලෙසද උපදෙස් දුන්නෙමි. දඹුල්ල, ඉංගිරිය, වාලච්චේන, මිල්ලනිය සහ කටුනායක ආදී ප්‍රදේශවල කර්මාන්ත කලාප ඇති කිරීමේ වැඩපිළිවෙළෙහි වත්මන් තත්ත්වය පිළිබඳවද මෙහිදී විමසා බැලූ අතර, ඉඩම් වෙන් කර ගැනීම, විදුලිය, ජලය, මාර්ග ඇතුළු යටිතල පහසුකම් සංවර්ධනයේදී මතුව ඇති ගැටලු සහ ඒවාට ලබා දිය හැකි විසඳුම් පිළිබඳවද සාකච්ඡා කළෙමි. கைத்தொழில் மற்றும் தொழில்முயற்சியாண்மை அபிவிருத்தி அமைச்சின் 2026ஆம் ஆண்டுக்கான வரவு செலவுத் திட்ட ஒதுக்கீட்டின் கீழ் செயல்படுத்தப்படும் திட்டங்களின் முன்னேற்ற ஆய்வு மற்றும் 2027ஆம் ஆண்டுக்கான வரவு செலவுத் திட்ட ஒதுக்கீட்டுத் தேவைகள் குறித்த வரவு செலவுத் திட்டத்திற்கு முந்தைய கலந்துரையாடலில் இன்று (13) பிற்பகல் ஜனாதிபதி அலுவலகத்தில் கலந்துகொண்டேன். கைத்தொழில் மற்றும் தொழில்முயற்சியாண்மை அபிவிருத்தி அமைச்சின் ஒவ்வொரு பிரிவின் கீழ் உள்ள நிறுவனங்களினதும் 2026 வரவு செலவுத் திட்ட ஒதுக்கீட்டின் கீழ் செயல்படுத்தப்பட்டுள்ள திட்டங்களின் முன்னேற்றம் மற்றும் 2027 வரவு செலவுத் திட்ட முன்மொழிவுகள் குறித்து இங்கு தனித்தனியாக ஆராயப்பட்டது. தற்போது ஆரம்பிக்கப்பட்டுள்ள அனைத்துத் திட்டங்களையும் உரிய காலத்திற்குள் நிறைவு செய்ய வேண்டியதன் அவசியத்தை வலியுறுத்தினேன். மேலும், கைத்தொழில் துறை தொடர்பாக அரசாங்கத்தின் பொறுப்புகளையும் எல்லைகளையும் சரியாகப் புரிந்துகொள்ள வேண்டியதன் அவசியத்தை இங்கு சுட்டிக்காட்டியதுடன், ஏற்றுமதியாளர்களையும் கைத்தொழிற் துறையினர்களையும் ஊக்குவிப்பதற்காக வழங்கப்பட வேண்டிய பொதுவான சலுகைகள் குறித்த முன்மொழிவுகளைச் சமர்ப்பிக்குமாறும் அறிவுறுத்தினேன். தம்புள்ள, இங்கிரிய, வாழைச்சேனை, மில்லனிய மற்றும் கட்டுநாயக்க போன்ற பகுதிகளில் கைத்தொழில் வலயங்களை உருவாக்குவதற்கான வேலைத்திட்டத்தின் தற்போதைய நிலை குறித்தும் இங்கு ஆராயப்பட்டதுடன், காணி ஒதுக்கீடு, மின்சாரம், நீர், வீதிகள் உள்ளிட்ட உள்கட்டமைப்பு வசதிகளை மேம்படுத்துவதில் ஏற்பட்டுள்ள சிக்கல்கள் மற்றும் அவற்றுக்கு வழங்கக்கூடிய தீர்வுகள் குறித்தும் கலந்துரையாடினேன். Took part in a pre-Budget discussion held at the Presidential Secretariat this afternoon (13) to review the progress of projects implemented under the 2026 Budget allocations for the Ministry of Industry and Entrepreneurship Development and to discuss the funding requirements for the 2027 Budget. During the discussion, I separately reviewed the progress of projects implemented under the 2026 Budget allocations by the respective divisions of the Ministry of Industry and Entrepreneurship Development and the institutions under its purview, as well as their proposals for the 2027 Budget. I emphasised the need to complete all projects already under way within the stipulated timeframes. I also highlighted the importance of clearly identifying the Government's role and limitations in relation to the industrial sector and instructed officials to submit proposals on general relief measures that could be introduced to encourage exporters and industrialists. I also reviewed the current status of the programme to establish industrial zones in areas including Dambulla, Ingiriya, Valachchenai, Millaniya and Katunayake. We discussed the issues that have arisen in allocating land and developing infrastructure, including electricity, water and roads, as well as possible solutions to address these challenges.
