Presidente Luis Abinader destaca fortaleza de la economía, protección a la clase media y avances en la reforma policial
Santo Domingo.–President Luis Abinadera assured that the Government will continue to promote measures to protect the middle class and the most vulnerable sectors from the impact of the international crisis, while reaffirming its commitment to strengthening citizen security through the comprehensive transformation of the National Police.
During an interview with journalists José Monegro and Edith Febles, the president explained that the measures contemplated in the Anti-Crisis Plan respond to current economic conditions and seek to preserve the stability of the country without affecting the majority of taxpayers.
When referring to the possibility of a comprehensive tax reform, he maintained that at this time the conditions do not exist to carry it out.
“Right now there are no conditions to carry out a comprehensive tax reform,” he stated.
He explained that the plan especially benefits the salaried middle class, who will receive an improvement in their purchasing power through salary indexation, while the largest tax adjustments fall on companies with higher incomes and people with incomes greater than RD 400,000 per month.
Likewise, he clarified that the increase in withholding applied to some independent professionals does not represent an increase in taxes, but rather an advance mechanism that can later be compensated in the corresponding declaration.
The head of state recognized that the increase in prices has affected the budget of many Dominican families, although he noted that it is a reality that the main economies of the world also face as a consequence of the international context.
In that sense, he highlighted that the Dominican Republic has managed to increase the minimum wage above inflation, seeking to preserve the purchasing power of workers.
“We know that many families have felt the impact of rising prices and that is one of our main concerns,” he said.
The president explained that, despite the country's dependence on imported fuels and the limitations of an island economy, the Dominican Republic maintains solid economic performance thanks to the dynamism of tourism, free zones, the recovery of construction and the constant search for new investment opportunities.
He also highlighted that the country continues to consolidate itself as one of the main destinations for foreign investment in the region.
“Last year we exceeded five billion dollars in foreign investment and this year everything indicates that it will be even greater,” he noted.
He indicated that the confidence of investors, together with the growth of tourism, exports and the permanent contribution of remittances sent by Dominicans residing abroad, have contributed to maintaining macroeconomic stability and the strength of the Dominican peso.
In terms of security, the president reiterated that the recent cases in which citizens have lost their lives during police actions reaffirm the need to deepen the reform of the National Police.
He recalled that in each of these events the Government has supported the independent action of the Public Ministry to guarantee that those responsible respond to justice.
President Abinader highlighted the progress made in the institutional transformation of the National Police, including the increase in salaries for agents, the expansion of their medical coverage, the strengthening of training processes, and the incorporation of human rights training programs.
He explained that while previously many agents received just a few months of training before being sent into service, currently training includes six months of academic preparation and three months of supervised practice.
Likewise, he reiterated the call for the National Congress to approve the police reform project submitted by the Executive Branch, considering that it will establish a more modern institutional framework and strengthen the guarantees for the protection of citizens' rights.
During the interview, the president also referred to the case of young Darling Mercado, who died in an event that has generated national consternation.
President Abinader reported that he spoke personally with the victim's father to express his condolences and guarantee that the case would be investigated with complete transparency.
"I assured him that there would be no type of protection for those responsible and that justice would be applied. That is the example we have to set so that events like this do not happen again," the president concluded.

Explicó que el plan beneficia especialmente a laclase media asalariada, que recibirá una mejora en su poder adquisitivo a través de laindexación salarial,mientras que los mayores ajustes tributarios recaen sobre lasempresas con mayores ingresosy las personas con rentas superiores a losRD 400,000 mensuales. Asimismo, aclaró que el aumento de la retención aplicada a algunos profesionales independientesno representa un incremento de impuestos, sino un mecanismo de adelanto que posteriormentepuede ser compensadoen la declaración correspondiente. El jefe de Estado reconoció que el aumento de los precios ha afectado el presupuesto de muchas familias dominicanas, aunque señaló que se trata de una realidad que tambiénenfrentan las principales economías del mundocomo consecuencia delcontexto internacional. En ese sentido, destacó que la República Dominicana ha logradoaumentar el salario mínimopor encima de la inflación, procurando preservar el poder de compra de los trabajadores. “Sabemos que muchas familias han sentido el impacto del aumento de los precios y esa es una de nuestras principales preocupaciones”,expresó. El mandatario explicó que, pese a la dependencia del país de los combustibles importados y a las limitaciones propias de una economía insular, la República Dominicana mantiene undesempeño económico sólidogracias al dinamismo delturismo, las zonas francas, la recuperación de laconstruccióny la constante búsqueda denuevas oportunidades de inversión. Resaltó además que el país continúa consolidándose como uno de losprincipales destinospara la inversión extranjera en la región. “El año pasado superamos los cinco mil millones de dólares en inversión extranjera y este año todo indica que será incluso mayor”,señaló. Indicó que laconfianza de los inversionistas, junto con el crecimiento delturismo, las exportacionesy el aporte permanente de lasremesasenviadas por los dominicanos residentes en el exterior, han contribuido a mantener laestabilidad macroeconómicay la fortaleza del peso dominicano. En materia de seguridad, el presidente reiteró que los recientes casos en los que ciudadanos han perdido la vida durante actuaciones policiales reafirman la necesidad de profundizar lareforma de la Policía Nacional. Recordó que en cada uno de esos hechos el Gobierno ha respaldado la actuación independiente delMinisterio Públicopara garantizar que los responsablesrespondan ante la justicia. El presidente Abinader destacó los avances alcanzados en latransformación institucionalde la Policía Nacional, entre ellos elincremento salarialde los agentes, la ampliación de su cobertura médica, el fortalecimiento de losprocesos de formacióny la incorporación de programas de capacitación enderechos humanos. Explicó que mientras anteriormente muchos agentes recibían apenas unos meses de entrenamiento antes de ser enviados al servicio, actualmente la formación comprendeseis meses de preparación académicay tres meses depráctica supervisada. Asimismo, reiteró el llamado para que elCongreso Nacionalapruebe el proyecto de reforma policial depositado por elPoder Ejecutivo, al considerar que establecerá un marco institucionalmás modernoy fortalecerá las garantías para laprotección de los derechos de los ciudadanos. Durante la entrevista, el mandatario también se refirió al caso del jovenDarling Mercado, fallecido en un hecho que ha generadoconsternación nacional. El presidente Abinader informó que conversó personalmente con el padre de la víctima para expresarle sus condolencias y garantizarle que el caso sería investigadocon total transparencia. “Le aseguré que no habría ningún tipo de protección para los responsables y que se aplicaría la justicia. Ese es el ejemplo que tenemos que dar para que hechos como este no vuelvan a repetirse”,concluyó el presidente.
