Presidente Abinader afirma que el Plan Anticrisis fortalecerá a las mipymes, protegerá a la clase media y sostendrá el crecimiento económico
Santo Domingo.-President Luis Abinadera assured that the Anti-Crisis Plan approved by the Government constitutes a comprehensive strategy to protect the middle class, reduce the tax burden of micro, small and medium-sized enterprises (MSMEs) and preserve the dynamism of the Dominican economy in the face of an international context marked by uncertainty.
During an interview with journalists Edith Febles and José Monegro, the president explained that the initiative reflects the lessons learned from the crises caused by the COVID-19 pandemic and the war between Russia and Ukraine, events that impacted the international prices of fuels and raw materials.
"It was fair that the measures were applied to people with a greater ability to pay. Therefore, this Anti-Crisis Plan was progressive, but it is also a plan for the economic recovery that we have been able to maintain," he expressed.
The head of state highlighted that the Dominican Republic continues to register one of the highest rates of economic growth in the region, greater than 4% annually, a result of the coordination between monetary policy and fiscal policy.
Lower tax burden for MSMEs
President Abinader highlighted that one of the main measures of the plan is the elimination of the advance payment for MSMEs starting in January, as well as the flexibility of payment for small businesses, which will go from being made monthly to being made between installments per year.
Likewise, he recalled that the Government eliminated the tax that affected new companies, reduced the inheritance tax from 27% to 3% and eliminated the tax applied to certain life insurance policies contracted abroad, with the aim of stimulating investment and facilitating business development.
“Next year, when all these measures are fully implemented, they will serve especially so that small businesses can progress with a lower tax burden,” he stated.
Subsidies prevented further increases in fuel
When referring to fuel prices, the president explained that the Government avoided completely passing on the increase registered in international markets to the consumer.
He recalled that, while the international price increased by around 80%, the adjustment applied in the country was approximately 16%, thanks to an extensive state subsidy program.
“The subsidy that we had projected for an entire year was exhausted in May, which demonstrates the effort that the Government has made to protect the population,” he indicated.
The president specified that the reduction in the price of oil is not automatically reflected in fuels, because the country imports about 70% of gasoline and other refined derivatives, whose prices follow different dynamics than those of crude oil.
In this sense, he reported that the Ministry of Industry, Commerce and MSMEs will present a detailed explanation of the formula used to set weekly fuel prices, with the purpose of offering greater transparency to citizens.
He also highlighted that, in recent weeks, the Government has ordered reductions in LPG, regular gasoline and regular diesel, although he warned that international geopolitical tensions maintain a scenario of uncertainty in the energy markets.
Governing involves making decisions in favor of the national interest
During the interview, the president recognized that governing involves adopting complex decisions that, sometimes, benefit some sectors and affect others, but he emphasized that the objective is always to protect the general interest of the country.
“The president is a kind of judge who has to seek balance in each decision to favor, in general terms, the population and the national interest,” he maintained.
Likewise, he pointed out that the exercise of the Presidency requires permanently addressing the needs of citizens, regardless of their magnitude, due to the high expectations that exist regarding the role of the head of state.
President Abinader affirmed that he faces the Government's challenges daily with commitment, transparency and permanent dedication, recalling that his administration has had to respond simultaneously to the pandemic, the economic consequences of the war in Europe, the crisis in Haiti and international tensions.
“It is an enormous distinction that the Dominican people have given me the opportunity twice to serve them, and I do it with total transparency, a lot of work and 24-7 at the service of the Dominican population,” he concluded.

Menor carga tributaria para las mipymes El presidente Abinader resaltó que una de las principales medidas del plan es laeliminación del anticipopara las mipymes a partir de enero, así como laflexibilización del pagopara las pequeñas empresas, que pasará de realizarse mensualmente a efectuarse entres cuotas al año. Asimismo, recordó que el Gobierno eliminó el impuesto que afectaba a las nuevas empresas, redujodel 27 % al 3 %el impuesto sucesoral y eliminó el gravamen aplicado a determinados seguros de vida contratados en el exterior, con el objetivo deestimular la inversióny facilitar el desarrollo empresarial. “El próximo año, cuando todas estas medidas estén plenamente en ejecución, servirán especialmente para que las pequeñas empresas puedan progresar con una menor carga impositiva”,afirmó. Subsidios evitaron mayores aumentos en los combustibles Al referirse a losprecios de los combustibles, el presidente explicó que el Gobierno evitó trasladar completamente al consumidor el incremento registrado en losmercados internacionales. Recordó que, mientras el precio internacional llegó a aumentar alrededor de un 80 %, el ajuste aplicado en el país fue de aproximadamente un16 %, gracias a unamplio programa de subsidios estatales. “El subsidio que habíamos proyectado para todo un año se agotó en mayo, lo que demuestra el esfuerzo que ha realizado el Gobierno para proteger a la población”,indicó. El mandatario precisó que la reducción del precio del petróleo no se refleja automáticamente en los combustibles, debido a que el país importa cerca del70 % de las gasolinasy otros derivados refinados, cuyos preciossiguen dinámicas diferentesa las del crudo. En ese sentido, informó que elMinisterio de Industria, Comercio y Mipymespresentará una explicación detallada sobre la fórmula utilizada para fijar semanalmente los precios de los combustibles, con el propósito de ofrecermayor transparencia a la ciudadanía. También destacó que, en las últimas semanas, el Gobierno ha dispuesto rebajas en elGLP, la gasolina regular y el gasoil regular,aunque advirtió que las tensiones geopolíticas internacionales mantienen unescenario de incertidumbreen los mercados energéticos. Gobernar implica tomar decisiones en favor del interés nacional Durante la entrevista, el presidente reconoció que gobernar suponeadoptar decisiones complejasque, en ocasiones, benefician a unos sectores y afectan a otros, pero enfatizó que el objetivo siempre esproteger el interés generaldel país. “El presidente es una especie de juez que tiene que buscar el equilibrio en cada decisión para favorecer, en términos generales, a la población y al interés nacional”,sostuvo. Asimismo, señaló que el ejercicio de la Presidencia exigeatender de manera permanentelas necesidades de los ciudadanos, independientemente de su magnitud, debido a laalta expectativaque existe sobre el rol del jefe de Estado.
