Gobierno fortalece Hambre Cero con nuevas medidas y planifica su continuidad hasta 2030
During the session, the Council received the execution report corresponding to the first semester of 2026, which highlighted that the program currently reaches almost 1,050,000 students throughout the country. Likewise, it was reported that budget execution and payments to suppliers are carried out regularly, in addition to the permanent controls carried out by the General Audit of the Executive Branch (AGPE), the National Institute of Food and Nutrition (INAN) and the MDS-CONAE Audit, registering a minimum number of complaints, which were timely corrected.
As part of strengthening the program, CONAE also approved a resolution that creates an Interinstitutional Technical Team, in charge of carrying out permanent monitoring and proposing reviews and adjustments that contribute to the continuous improvement of public policy.
More transparency in purchases
The Council resolved to send to the Executive Branch a proposal to modify Decree No. 5601/2026, with the objective of establishing that purchases from Family Farming and MSMEs, maintaining the already current percentages of 10%, be settled on the total amount of the contractual execution.
Likewise, the billing mechanism for purchases from family farming was adjusted, providing that direct production be billed at 7% and that processed products from family farming can be billed up to 3%, with the purpose of strengthening the transparency and traceability of the acquisition processes.
Planning for the period 2027-2030
During the meeting, the authorization to initiate calls for bids corresponding to the period August 2027 to July 2030 was also approved, along with the respective budget estimate.
The planning contemplates the growth of school enrollment registered in the Single Student Registry (RUE) 2026, which incorporates approximately 99,500 new students from the public sector, guaranteeing the continuity and expansion of the coverage of the Zero Hunger program in the coming years.

Durante la sesión, el Consejo recibió elinforme de ejecución correspondiente al primer semestre de 2026, en el que se destacó que el programa alcanza actualmente acasi 1.050.000 estudiantesen todo el país. Asimismo, se informó que la ejecución presupuestaria y los pagos a los proveedores se desarrollan con regularidad, además de los controles permanentes realizados por laAuditoría General del Poder Ejecutivo (AGPE), elInstituto Nacional de Alimentación y Nutrición (INAN)y la Auditoría delMDS-CONAE, registrándose un número mínimo de denuncias, las cuales fueron oportunamente subsanadas. Como parte del fortalecimiento del programa, el CONAE aprobó además una resolución que crea unEquipo Técnico Interinstitucional, encargado de realizar el seguimiento permanente y proponer revisiones y ajustes que contribuyan al mejoramiento continuo de la política pública. Más transparencia en las compras El Consejo resolvió remitir al Poder Ejecutivo una propuesta de modificación delDecreto N.° 5601/2026, con el objetivo de establecer que las compras a laAgricultura Familiary a lasMipymes, manteniendo los porcentajes ya vigentes del10%, sean liquidadas sobre elmonto total de la ejecución contractual. Asimismo, se ajustó el mecanismo de facturación para las compras provenientes de la agricultura familiar, disponiendo que laproducción directa sea facturada con el 7%y que losproductos procesados provenientes de la agricultura familiar puedan ser facturados hasta el 3%, con el propósito de fortalecer la transparencia y la trazabilidad de los procesos de adquisición.
