Emphasizing that the Government's foremost priority is to address the basic needs of the people without delay, I stated that plans have been made to allocate a separate contingency fund for each district in the upcoming Budget. This will enable District Secretaries to undertake urgent repairs to bridges, roads and public buildings identified at District Coordination Committee meetings directly, without having to wait for approval from the Central Government. I further underscored the need for comprehensive public sector reforms to build a high-quality public service. I emphasized that the role of the State should extend beyond merely sustaining itself through taxpayers' money, and reaffirmed the Government's commitment to strengthening State institutions that require reinforcement.
