Speech by President Javier Milei at the Latin American Conference of the Allies of Israel Foundation
Good evening everyone. I want to thank the President of the Israel Allies Foundation, Josh Reinstein, the Director for Latin America of the Israel Allies Foundation, Leopoldo Martínez, and the President of the selection committee of the Génesis Prize Foundation, David Hatchwell, for having convened this meeting and especially for having convened it here in Buenos Aires.
This is a no small detail. This city is today the headquarters of the Isra presidency, a true milestone for the region. It is the city that houses the largest Jewish community in Latin America. Which represents for us both a pride and a great responsibility. Unfortunately, it is also the city that has suffered two attacks by anti-Semitic terrorism. In 1992 and 1994 it claimed a total of 114 lives. A cowardly and criminal act that constitutes an indelible mark in our history and drives us every day to seek justice for the victims.
For all this, I can't think of a better place for the continent to meet to talk about Israel, the scourge of anti-Semitism, the danger our countries face and what those of us who believe in freedom and Western values have to do.
Just four weeks ago I inaugurated the work of the first Isra plenary session in this city and I said something that I want to repeat before you today, because it is the diagnosis from which we have to start. Global anti-Semitism, far from receding after the Holocaust, was reorganized. The specter of hate remains as alive as ever, decades pass, slogans change, symbols change, vocabulary changes, but the cause remains intact. It is an ideology that loves death, despises life and seeks to destroy the very foundations of freedom.
The most recent example is the attack on October 7, 2023 where more than 2,200 people were brutally murdered and more than 250 were taken hostage, including 21 Argentines.
This phenomenon of a hatred that mutates, but does not die, is not new. It is in the Scriptures, in the book of Shemot. As soon as the people of Israel leave Egypt and walk towards their freedom, an enemy appears: Amalek. Tradition kept a detail that defines everything: Amalek did not attack head-on or attack the forts; He attacked the stragglers, the tired, the weakest from the rear. That is the eternal signature of terrorism: hitting the defenseless, hitting from behind. Cowardice is their badge, so we recognize it at all times and places. At the end of that episode, the text pronounces a sentence that runs through the entire story. There is a hand on the throne of God; There will be war of the Lord against Amalek from generation to generation. From generation to generation, that's exactly what I'm telling you. Amalek is not a one-battle character; It is a form of evil that reappears in each generation with a new face.
In the past it was Pharaoh and other forms of anti-Semitism followed with its pinnacle in the Holocaust, but today it is the Teran regime, Hamas, Hezbollah, the network of accomplices that support it. You can change the name, you can change the flag, you can change the excuse, but the structure of hate is the same. That is why the response also has to be sustained relentlessly over time.
From generation to generation, as the sacred scriptures say, this means upholding courage in the face of cowardice and upholding morality and civilizational values in the face of the barbarism of fanaticism. We have to understand something fundamental, anti-Semitism is not an exclusive problem of Jewish communities, it is the canary in the mine of moral degradation of the West which is followed by the greatest atrocities for all the rest of the individuals. Therefore, when anti-Semitism begins to rear its head it is because something deeper is failing, it is because hatred of the values that made the West great are gaining ground and it is never satisfied with tearing down just one bastion, it will always go for more, it will always go for everything.
That is why fighting anti-Semitism goes beyond defending a people that has been a victim of persecution and death. It is defending the morality that is at the basis of our civilization. Now, what does this diagnosis have to do with us in Latin America? It has everything to do with it. Because anti-Semitism has also taken root on our continent. For decades, much of our region made common cause with Israel's enemies, as a consequence of having been captured by a nefarious ideology known as 21st century socialism. An ideology that seems new but has its roots in a battle of millennia, as President Trump likes to say.
A battle between those who honor good and those who idolize evil, between Abel and Cain, which is why all left-wing and anti-capitalist governments made a pact with terrorism. They opened the door to Iranian influence and looked the other way when their Jewish communities were attacked. Each one attacked our way of life and our customs from their place and all this makes sense if we consider that the epicenter of this movement was neither more nor less than the Cuban dictatorship, where the agents of guerrilla terrorism trained to bring communist cancer to every corner of our continent. With all this, today we know something that we did not want to accept before: there is an implicit alliance between the radical left and Islamist terrorism. This is a reality that goes beyond a temporary alliance, it is an evil brotherhood based on hatred of Western civilization of which the Hebrew people are a precursor.
Let me be clear about something else. Israel is the bastion of the West. It is the retaining wall in the face of an anti-West escalation. The fight against Israel does not end in Israel. If Israel falls, then they come throughout the West. We have to defend Israel because it is a just cause, above all because it is a just cause. But if someone does not understand it as a just cause, they understand it at least as a matter of self-preservation.
There is no way to separate the two things, not only from the strictly strategic point of view, since the opponent always wants to expand his border, but also from the spiritual point of view, the West is in its essence the product of Judeo-Christian values and these values have a birth certificate, when the liberated people arrive at the mountain and receive the law, the first word is not a prohibition but a declaration of freedom, points out the first commandment in the book of Shemot "I am the Lord your God who brought you out of the land of Egypt from the house of slavery."
The moral law of the West is presented above all as liberating the house of slavery. Our entire civilization, the value of the person, equality before the law and the limit to power spring from there. Therefore, when they attack Israel, they do not attack a piece of land, they attack the root of what all free men of the West came from. Therefore, the governments of the region have to understand that this is not an abstract debate, Iran has active influence throughout Latin America. The terrorism that killed 85 people at the AMIA and 29 at the Israeli embassy in Buenos Aires did not come from another planet. It shows that terrorist organizations like Hezbollah operate in our region. That wound pierces the conscience of our nation and reminds us every day of the meaning of this struggle. That is why for Argentina this cause is not abstract, it challenges us from our own history.
It is in that spirit that from the first day of my administration we made concrete decisions: we declared Hamas, the Iranian Revolutionary Guard and the Quds Forces as terrorist organizations.
In addition, we expelled the chargé d'affaires of the Iranian regime. We signed the memorandum of freedom and democracy with Israel. We became the first South American country to chair the IRA and were the initial promoters of the Isaac Accords.
The main objective of these agreements is none other than to defend the basic values of life, freedom and democracy and to form an alliance to combat terrorism, anti-Semitism and their sources of financing in drug trafficking and dictatorships. From minute zero as President I made the firm determination to place Argentina on the right side of history.
And I believe that, in turn, together, we can do the same with the region. We are responsible for unifying Latin America on the right side, towards life, freedom and democracy. We formally launched these agreements two months ago, in April 2026 in Jerusalem together with my dear friend the Prime Minister of Israel, Bibi Netanyahu and with the approval of President Donald Trump and with this first step we invite the rest of the Latin American countries to join and multiply our forces. Thus, while other governments made agreements with Iran to cover up attacks on Argentine soil, we made agreements with Israel to combat terrorism, drug trafficking, dictatorships and anti-Semitism.
We did all this because it is the right thing to do, because in this administration we have a clear North: morality as a State policy. That is, the subordination of the political calculation, of what is temporarily convenient to what is morally indicated. And now we come to the central point of what I want to tell you today: Many of you are legislators and parliamentary leaders, you represent your countries, you have real power to change things in your chambers, in your countries, in your regions. Without going any further, the world is witnessing the historical transformation that the Argentine Republic is going through since the National Congress, approving laws that will set the course for the coming decades. That puts them in a place of responsibility that they cannot avoid. The Isaac Accords are the regional extension of the spirit of the Abraham Accords. They are an invitation for Latin America to build a moral, diplomatic and cultural coalition against anti-Semitism, terrorism and drug trafficking. They are an open invitation to all nations that share these values and want to join.
But agreements do not stand alone: a coalition of values requires states to act. And states act when their parliaments enable them to act. We need laws that expose all those groups responsible for spreading hatred and violence around the world, recognizing them as terrorist organizations; We need legal frameworks that combat the financing of terrorism, whose perpetrators today are hidden under legal frameworks that are not up to the world in which we live. As I said a few weeks ago: the IRA is only as strong as the political will of its members. The same goes for the Isaac Accords and the same goes for any coalition we want to build. Words without actions are just words and this region has already had too many speeches and too many inactions. We have already started to pray, we have already lit candles, we have already sung holding hands. All this while terrorism continued to act, unmoved by our expressions of grief, on which it effectively feeds.
And here, the book of Shemot leaves us one of its most surprising teachings. When the people were trapped between the Red Sea and Pharaoh's army, there was no way out. So what does Moses do? He prays, he cries to heaven and the response he receives is unexpected. Why do you cry out to me? tell the children of Israel to advance. It is no longer a text against prayer, it is a text that teaches that there is a time to pray and a time to march. In front of the sea, God tells Moses: this is not the time to continue crying, it is the time for the people to move forward with faith. Tradition says that the sea did not part until a man, Najshon, waded into the water up to his neck. In other words, it was this first step, this true leap of faith into the danger of the unknown that gave rise to the miracle.
What the free world needs today is what it always needed when it faced its greatest trials, that those who are on the side of good band together and collaborate with each other, because organized evil can only be defeated with organized good. That is the reason for this conference, it is the reason for the Isaac Accords and that is the historic opportunity that you have in your hands. We need you in this fight. I firmly believe that Latin America can clearly take sides in this civilizing dispute and that with that it can rise in the great concert of nations, honoring its own tradition.
But fortunately today we are also seeing a new awakening throughout the region, where the left continues to retreat. First they lost in Chile, last week they lost in Colombia and we also know that they lost in Peru and I hope that in October they lose in Brazil.
And it also protects terrorists and drug traffickers. Also the egg of the snake, the Cuban regime has had to recognize the failure of its ideology. After decades of subjecting its people to hunger and persecution, the tyranny is coming to an end. And of course, thanks to the bold intervention of the United States, the dictatorship of Nicolás Maduro in Venezuela was ended.
In short, the continent that is getting bluer every day is getting beautiful.
What this region decides in the coming years will determine which side of history we will be on. There is no possible neutrality, as there never was in the existential conflicts of humanity. Quiero agradecer al señor Presidente de Israel Allies Foundation, Josh Reinstein, al señor Director para América Latina de Israel Allies Foundation, Leopoldo Martínez, y al señor Presidente del comité de selección de Génesis Prize Foundation, David Hatchwell, por haber convocado a este encuentro y muy especialmente por haberlo convocado aquí en Buenos Aires. Este es un detalle no menor. Esta ciudad es hoy la sede de la presidencia del Isra, un verdadero hito para la región. Es la ciudad que alberga la comunidad judía más grande de América Latina. La que representa para nosotros tanto un orgullo como una gran responsabilidad. Lamentablemente también, es la ciudad que ha sufrido dos ataques por parte del terrorismo antisemita. En 1992 y 1994 se cobró un total de 114 vidas. Un acto cobarde y criminal que constituye una marca imborrable en nuestra historia y nos impulsa cada día a buscar justicia por las víctimas. Por todo esto, no se me ocurre mejor lugar para que el continente se reúna a hablar de Israel, del flagelo del antisemitismo, del peligro al que se enfrentan a nuestros países y lo que nos toca hacer a los que creemos en la libertad y en los valores de Occidente. Hace apenas cuatro semanas inauguré los trabajos del primer plenario del Isra en esta ciudad y dije algo que quiero repetir hoy ante ustedes, porque es el diagnóstico del que tenemos que partir. El antisemitismo global lejos de retroceder luego el holocausto se reorganizó. El espectro del odio sigue tan vivo como nunca, pasan las décadas, cambian las consignas, cambian los símbolos, cambia el vocabulario, pero la causa permanece intacta. Es una ideología que ama la muerte, desprecia la vida y que busca destruir los fundamentos mismos de la libertad. El ejemplo más reciente es el ataque del 7 de octubre de 2023 donde fueron brutalmente asesinadas más de 2200 personas y más de 250 fueron tomadas como rehenes entre los cuales se encontraban 21 argentinos. Este fenómeno de un odio que muta, pero no muere no es nuevo. Está en las Escrituras, en el libro de Shemot. apenas el pueblo de Israel sale de Egipto y camina hacia su libertad, aparece un enemigo: Amalek. La tradición guardó un detalle que lo define todo: Amalek no atacó de frente ni atacó a los fuertes; atacó por la retaguardia a los rezagados, a los cansados, a los más débiles. Esa es la firma eterna del terrorismo: golpear al indefenso, golpear por la espalda. La cobardía es su insignia, por lo que lo que reconocemos en todo tiempo y lugar. El final de ese episodio, el texto pronuncia una sentencia que atraviesa toda la historia. Hay una mano sobre el trono de Dios; habrá guerra del Señor contra Amalek de generación en generación. De generación en generación, eso es exactamente lo que les estoy diciendo. Amalek no es un personaje de una sola batalla; es una forma del mal que reaparece en cada generación con un rostro nuevo. En el pasado fue el faraón y lo siguieron otras formas de antisemitismo con su pináculo en el holocausto, pero hoy son el régimen de Terán, Hamas, Hezbolá, la red de cómplices que lo sostienen. Puede cambiar el nombre, puede cambiar la bandera, puede cambiar la excusa, pero la estructura del odio es la misma. Por eso la respuesta también tiene que ser sostenida sin tregua a lo largo del tiempo. De generación en generación como dicen las sagradas escrituras, eso implica sostener el coraje frente a la cobardía y sostener la moral y los valores civilizatorios frente a la barbarie del fanatismo. Tenemos que entender algo fundamental, el antisemitismo no es un problema exclusivo de las comunidades judías, es el canario de la mina de la degradación moral de occidente al cual le siguen las más grandes atrocidades para todo el resto de los individuos. Por eso, cuando el antisemitismo comienza a asomar la cabeza es porque algo más profundo está fallando, es porque el odio a los valores que hicieron grande occidente están ganando terreno y nunca se conforma con derribar tan solo un bastión, siempre va a ir por más, siempre va a ir por todo. Por eso combatir el antisemitismo excede defender a un pueblo que ha sido víctima de persecuciones y muertes. Es defender la moral que está en la base de nuestra civilización. Ahora bien, ¿qué tiene que ver este diagnóstico con nosotros con América Latina? Tiene todo que ver. Porque el antisemitismo también ha echado raíces en nuestro continente. Durante décadas gran parte de nuestra región hizo causa común con los enemigos de Israel, como consecuencia de haber sido capturada por una ideología nefasta conocida como socialismo del siglo XXI. Una ideología que parece nueva pero que tiene sus raíces en una batalla de milenios, como le gusta decir al Presidente Trump. Una batalla entre quien honra en el bien y quiénes idolatran el mal, entre Abel y entre Caín, por eso todos los gobiernos de izquierda y anticapitalistas pactaron con el terrorismo. Le abrieron la puerta en la influencia iraní y miraron para el costado cuando sus comunidades judías fueron atacadas. Cada uno atacaba nuestro modo de vida y nuestras costumbres desde su lugar y todo esto tiene sentido si consideramos que el epicentro de este movimiento fue ni más, ni menos que la dictadura cubana, donde entrenaban los agentes del terrorismo guerrillero para llevar el cáncer comunista a cada rincón de nuestro continente. Con todo esto, hoy sabemos algo que antes no queríamos aceptar, existe una alianza implícita entre la izquierda radical y el terrorismo islamita. Esta es una realidad que va más allá de una alianza transitoria, se trata de una hermandad maligna basada en el odio a la civilización occidental del cual el pueblo hebreo es un precursor. Déjeme ser claro sobre algo más Israel es el bastión de Occidente es el muro de contención ante una escalada anti Occidente la pelea contra Israel No termina en Israel si Israel cayera luego vienen por todo occidente tenemos que defender Israel porque es una causa justa sobre todo porque es una causa justa, pero si alguno no lo entiende como una causa justa que lo entienda al menos como una cuestión de auto preservación, si se llevan puesto Israel se van a llevar puesto a todo Occidente. No hay forma de separar las dos cosas no solo desde lo estrictamente estratégico tanto el oponente siempre quiere expandir su frontera sino también desde lo espiritual, Occidente es en su esencia el producto de los valores judeo- cristianos y esos valores tienen una partida de nacimiento, cuando el pueblo liberado llega al monte y recibe la ley, la primer palabra no es una prohibición sino una declaración de libertad, señala el primer mandamiento en el libro de Shemot “Yo soy el señor tu Dios que te saqué de la tierra de Egipto de la casa de la esclavitud”. La ley moral de Occidente se presenta antes que nada como liberadora de la casa de la esclavitud. Toda nuestra civilización, el valor de la persona, la igualdad ante la ley y el límite al poder brotar de ahí. Por eso, cuando atacan a Israel no atacan a un pedazo de tierra, atacan la raíz de lo que salimos todos los hombres libres de Occidente. Por eso, los gobiernos de la región tienen que entender que esto no es un debate abstracto, Irán tiene influencia activa en toda américa latina. El terrorismo que mató a 85 personas en la AMIA y a 29 en la embajada de Israel en Buenos Aires no vino de otro planeta. Demustra que organizaciones terroristas como el Hezbolá operan en nuestra región. Esa herida atraviesa la conciencia de nuestra nación y nos recuerda día a día el sentido de esta lucha. Por eso para Argentina esta causa no es abstracta, nos interpela desde nuestra propia historia. En ese espíritu es que desde el primer día de mi gestión tomamos decisiones concretas: declaramos a Hamás, a la Guardia Revolucionaria Iraní y a las fuerzas Quds como organizaciones terroristas. Además, expulsamos al encargado de negocios del régimen iraní. Firmamos el memorándum de libertad y democracia con Israel. Nos convertimos en el primer país sudamericano en presidir la IRA y fuimos los propulsores iniciales de los Acuerdos de Isaac. El objetivo principal de estos acuerdos no es otro que el que defender los valores básicos de la vida, la libertad y la democracia y formar una alianza para combatir el terrorismo, el antisemitismo y sus fuentes de financiamiento en el narcotráfico y las dictaduras. Desde el minuto cero como Presidente tomé la firme determinación de ubicar a la Argentina del lado correcto de la historia. Y creo que, a su vez, entre todos, podemos hacer lo mismo con la región. Somos responsables de unificar a Latinoamérica del lado correcto, hacia la vida, la libertad y la democracia. Estos acuerdos los lanzamos formalmente hace dos meses, en abril de 2026 en Jerusalén junto a mi queridísimo amigo el Primer Ministro Israel, Bibi Netanyahu y con el beneplácito del Presidente Donald Trump y con este primer paso invitamos al resto de los países de Latinoamérica a que se sumen y multipliquemos nuestras fuerzas. Así, mientras otros gobiernos pactaban con Irán para encubrir atentados en suelo argentino, nosotros pactamos con Israel para combatir el terrorismo, el narcotráfico, las dictaduras y el antisemitismo. Hicimos todo esto porque es lo correcto, porque en esta administración tenemos un Norte claro: la moral como política de Estado. Es decir, la subordinación del cálculo político, de lo transitoriamente conveniente ante lo que es moralmente indicado. Y ahora llegamos al punto central de lo que quiero decirles hoy: Muchos de ustedes son legisladores y líderes parlamentarios, representan a sus países tienen poder real para cambiar las cosas en sus cámaras, en sus países, en sus regiones. Sin ir más lejos, el mundo es testigo de la transformación histórica que está atravesando la República Argentina desde el Congreso Nacional, aprobando leyes que marcarán el rumbo de las próximas décadas. Eso los pone en un lugar de responsabilidad que no pueden eludir. Los Acuerdos de Isaac son la extensión regional del espíritu de los Acuerdos de Abraham. Son una invitación a que América Latina construya una coalición moral, diplomática y cultural contra el antisemitismo, el terrorismo y el narcotráfico. Son una invitación abierta a todas las naciones que comparten esos valores y quieran sumarse. Pero los acuerdos no se sostienen solos: una coalición de valores requiere que los estados actúen. Y los estados actúan cuando sus parlamentos los habilitan a actuar. Necesitamos leyes que expongan a todos esos grupos responsables de esparcir el odio y la violencia por el mundo, reconociéndolos como organizaciones terroristas; necesitamos marcos legales que combatan el financiamiento del terrorismo, cuyos responsables hoy se ocultan bajo entramado jurídicos que no están a la altura del mundo en el que vivimos. Como dije hace unas semanas: el IRA es tan fuerte como la voluntad política de sus miembros. Lo mismo vale para los Acuerdos de Isaac y lo mismo vale para cualquier coalición que queremos construir. Las palabras sin acciones son solo palabras y esta región ya tuvo demasiados discursos y demasiadas inacciones. Ya nos hemos puesto a rezar, ya hemos prendido velas, ya hemos cantado tomados de la mano. Todo eso mientras el terrorismo seguía actuando, inmutable ante nuestras expresiones de duelo, de las que efectivamente se alimenta. Y aquí, el libro de Shemot nos deja una de sus enseñanzas más sorprendentes. Cuando el pueblo estaba atrapado entre el mar rojo y el ejército del faraón, no hay salida. Entonces ¿qué hace Moisés? reza, clama al cielo y la respuesta que recibe es inesperada. ¿Por qué clamas a mí? di a los hijos de Israel que avancen. Dejó de ser un texto contra la oración, es un texto que enseña que hay un momento para rezar y un momento para marchar. Frente al mar, Dios le dice a Moisés: este no es momento de seguir clamando, es momento de que el pueblo avance con fe. La tradición cuenta que el mar no se abrió hasta que un hombre, Najshon, se metió en el agua hasta el cuello. O sea, que fue este primer paso, este verdadero salto de fe al peligro de lo desconocido lo que dio lugar al milagro. Lo que el mundo libre necesita hoy es lo que siempre necesitó cuando enfrentó sus mayores pruebas, que los que están del lado del bien se abroquelen y colaboren entre sí, porque el mal organizado solo se lo puede vencer con el bien organizado. Esa es la razón de ser de esta conferencia, es la razón de ser de los Acuerdos de Isaac y esa es la oportunidad histórica que tienen ustedes en sus manos. Los necesitamos en esta lucha. Creo firmemente que América Latina puede tomar partido de forma clara en esta disputa civilizatoria y que con eso puede elevarse en el gran concierto de las naciones, haciendo honor a su propia tradición. Pero por fortuna hoy estamos viendo también un nuevo despertar en toda la región, donde la izquierda sigue replegándose. Primero perdieron en Chile, la semana pasada perdieron en Colombia y ya sabemos también que perdieron en Perú y espero que en octubre pierdan en Brasil. Y además protege a los terroristas y narcotraficantes. También el huevo de la serpiente, el régimen cubano ha debido reconocer el fracaso de su ideología. Tras décadas de someter a su pueblo al hambre y a la persecución la tiranía está llegando a su fin. Y por supuesto, gracias a la audaz intervención de los Estados Unidos, se puso fin a la dictadura de Nicolás Maduro en Venezuela. En definitiva, se está poniendo lindo el continente que está cada día más azul. Lo que esta región decida en los próximos años va a determinar de qué lado de la historia vamos a quedar. No hay neutralidad posible, como no la hubo nunca en los conflictos existenciales de la humanidad. Que Dios los bendiga a todos, que las fuerzas del cielo nos acompañen y viva la libertad carajo.
