IMHPA updates the Cabinet on the current status of the El Niño phenomenon
Climatic conditions such as a deficit in rainfall at the national level, as well as the increase in air temperatures and the elevation of thermal sensation could be reflected between the months of July to December 2026, reported the director of the Institute of Meteorology and Hydrology of Panama (IMHPA), Luz Graciela de Calzadilla, during a report presented to the Cabinet Council in reference to the current state of the El Niño phenomenon.
In the climate outlook report, it is detailed that the El Niño alert is currently maintained and that most international ENSO (El Niño-Southern Oscillation) forecast models indicate a greater than 95% probability that these conditions can be maintained in the coming months.
Currently, the predominance of rainfall deficit at the national level is forecast for July to December 2026, with reductions of up to 55%. In addition, between July and early August there could be dry periods associated with heat and, where most statistical models estimate that air temperatures will increase between 1 to 3 degrees Celsius.
It is also explained that the years that have presented similar behavior in climate patterns during the months of January to June 2026 are 1997, 2002, 2023. In these years, called analogues, the El Niño episodes were declared in the April-May-June quarter, reaching a strong to very strong intensity during the September-October-November quarter.
The IMHPA declared the El Niño event on May 12, 2026. The NOAA declared it on June 12 of this year.
The El Niño phenomenon changes the climate in many regions of the planet, generating droughts in some areas while in others it causes heavy rains and floods, as well as an increase in global temperature and extreme heat.
Cabinet approves funds for the renewal of technological infrastructure for commercial movement in the Colón Free ZoneThe Cabinet Council authorized Resolution 55-26, which approves the Colón Free Zone (CFZ) the contracting for the renewal of the technological infrastructure and the provision of support services and preventive and corrective maintenance of its mission-critical systems: the Declaration of Electronic Commercial Movement (DMCE) and Colón Free Port (CPL).
The manager of the ZLC, Luisa Napolitano, supported the request for approval of the exceptional procedure to celebrate this contract with the company Sonda S.A., for the sum of B/.4,441,830.82. The ZLC, with a commercial activity that exceeds 25 billion dollars annually, depends on technological platforms that allow the traceability, control, validation and management of the commercial movements carried out by the user companies within the segregated area, so the Continuity, availability, security and reliability of said systems constitutes an essential component for the uninterrupted provision of institutional services.
Napolitano indicated that the replacement of this technological infrastructure is urgent and essential for the commercial future of the ZLC, because the current system has been in operation for 10 years, lacks support from the manufacturer, is incompatible with new versions of the DMCE and is vulnerable to cyber attacks.
Since 2007, the ZLC has operated the DMCE system, a platform that automates and controls imports, exports, re-exports, transfers and other operations of user companies, under a high availability scheme 24 hours a day.
He added that payment for the platform will be made in 36 monthly installments, the same number of months of technological support. The investment is distributed 41% for infrastructure (computer, network and security); the rest is subdivided into software and licenses, implementation, installation and testing services, as well as “gold” support for 36 months.
This contract has the authorization of the ZLC Board of Directors and the favorable opinion of the National Authority for Government Innovation, as it is a procedure related to technological infrastructure.
Funds are allocated to the Minseg to strengthen anti-crime operations
The Cabinet Council authorized two resolutions that approve funds in favor of the Ministry of Security (Minseg) to strengthen the fight against crime. The first is intended for the reactivation of the vehicle fleet of the National Police, and the second, for the updating, support and maintenance of the technological infrastructure of the National Operation Center CON-C5. Through Resolution 71-26, the Minseg is approved, for the National Police, an additional supplementary credit for the sum of B/.11,723,301.00.
The second Resolution 72-26 approves an additional credit for the sum of B/.5,873,071.00, with the purpose of incorporating resources for the projects, services and acquisitions proposed for the Institutional Directorate of Public Security Affairs (DIASP), which aim to strengthen the operational, technological and administrative capacity of the institution.
Both resolutions have the favorable opinion of the National Economic Council (CENA) for the granting of said credits, and with the favorable report of financial viability and convenience issued by the Comptroller General of the Republic.
Likewise, the Cabinet authorized the Ministry of Economy and Finance (MEF) to present these resolutions before the Budget Commission of the National Assembly for approval and corresponding registration of the codified detail of income and expenses for their execution.

IMHPA actualiza al Gabinete sobre el estado actual del fenómeno de El Niño Condiciones climáticas como déficit de lluvias a nivel nacional, así como el aumento de las temperaturas del aire y la elevación de la sensación térmica podrían reflejarse entre los meses de julio a diciembre de 2026, informó la directora del Instituto de Meteorología e Hidrología de Panamá (IMHPA), Luz Graciela de Calzadilla, durante un informe presentado al Consejo de Gabinete en referencia al estado actual del fenómeno de El Niño. En el informe de perspectiva climática, se detalla que actualmente se mantiene la alerta de El Niño y que la mayoría de los modelos internacionales de pronóstico del ENSO (El Niño-Oscilación del Sur) indican una probabilidad superior al 95% de que estas condiciones se puedan mantener en los próximos meses. Actualmente, se pronostica para julio a diciembre de 2026 el predominio de déficit de lluvias a nivel nacional, con reducciones de hasta 55%. Además, entre julio y principios de agosto podrían presentarse períodos secos asociados con calor y, donde la mayoría de los modelos estadísticos estiman que las temperaturas del aire presentarán un aumento entre 1 a 3 grados centígrados. Se explica, además, que los años que han presentado un comportamiento similar en los patrones climáticos durante los meses de enero a junio de 2026 son 1997, 2002, 2023. En estos años, denominados análogos, los episodios de El Niño se declararon en el trimestre de abril-mayo-junio, alcanzando una intensidad de fuerte a muy fuerte durante el trimestre septiembre-octubre-noviembre. El IMHPA declaró el evento de El Niño el 12 de mayo de 2026. La NOAA lo declaró el 12 de junio del presente año. El fenómeno de El Niño cambia el clima en muchas regiones del planeta generando sequías en algunas zonas mientras que en otras provoca lluvias fuertes e inundaciones, así como el aumento de la temperatura global y el calor extremo. Gabinete aprueba fondos para la renovación de infraestructura tecnológica de movimiento comercial en la Zona Libre de ColónEl Consejo de Gabinete autorizó la Resolución 55-26, que aprueba a la Zona Libre de Colón (ZLC) la contratación para la renovación de la infraestructura tecnológica y la prestación de los servicios de soporte y mantenimiento preventivo y correctivo de sus sistemas de misión crítica: la Declaración de Movimiento Comercial Electrónico (DMCE) y Colón Puerto Libre (CPL). La gerente de la ZLC, Luisa Napolitano, sustentó la solicitud de aprobación del procedimiento excepcional para celebrar este contrato con la empresa Sonda S.A., por la suma de B/.4,441,830.82.La ZLC, con una actividad comercial que supera los 25 mil millones de dólares anuales, depende de plataformas tecnológicas que permiten la trazabilidad, control, validación y gestión de los movimientos comerciales que realizan las empresas usuarias dentro del área segregada, por lo que la continuidad, disponibilidad, seguridad y confiabilidad de dichos sistemas constituye un componente esencial para la prestación ininterrumpida de los servicios institucionales. Napolitano indicó que el reemplazo de esta infraestructura tecnológica es urgente e indispensable para el futuro comercial de la ZLC, debido a que el sistema actual acumula 10 años de operación, carece de soporte del fabricante, es incompatible con las nuevas versiones del DMCE y resulta vulnerable a ciberataques. Desde el año 2007, la ZLC opera el sistema DMCE, una plataforma que automatiza y controla las importaciones, exportaciones, reexportaciones, traspasos y otras operaciones propias de las empresas usuarias, bajo un esquema de alta disponibilidad las 24 horas del día. Agregó que el pago por la plataforma se realizará en 36 mensualidades, igual cantidad de meses de soporte tecnológico. La inversión se distribuye en un 41% para infraestructura (computo, red y seguridad); el resto se subdivide en software y licencias, servicios de implementación, instalación y pruebas, así como el soporte “gold” por 36 meses. Esta contratación cuenta con la autorización de la Junta Directiva de la ZLC y con el concepto favorable de la Autoridad Nacional para la Innovación Gubernamental, al tratarse de un procedimiento relacionado con infraestructura tecnológica. Destinan fondos al Minseg para fortalecer operación contra la delincuencia El Consejo de Gabinete autorizó dos resoluciones que aprueban fondos a favor del Ministerio de Seguridad (Minseg) para fortalecer la lucha contra el crimen. La primera está destinada a la reactivación de la flota vehicular de la Policía Nacional, y la segunda, a la actualización, soporte y mantenimiento de la infraestructura tecnológica del Centro de Operación Nacional CON-C5.Por medio de la Resolución 71-26, se aprueba al Minseg, para la Policía Nacional, un crédito adicional suplementario por la suma de B/.11,723,301.00. La segunda Resolución 72-26 aprueba un crédito adicional por la suma de B/.5,873,071.00, con el propósito de incorporar recursos para los proyectos, servicios y adquisiciones propuestos para la Dirección Institucional de Asuntos de Seguridad Pública (DIASP), los cuales tienen como objetivo fortalecer la capacidad operativa, tecnológica y administrativa de la institución. Ambas resoluciones cuentan con el concepto favorable del Consejo Económico Nacional (CENA) para la concesión de dichos créditos, y con el informe favorable de viabilidad financiera y conveniencia emitido por la Contraloría General de la República. De igual forma, el Gabinete autorizó al Ministerio de Economía y Finanzas (MEF) a presentar estas resoluciones ante la Comisión de Presupuesto de la Asamblea Nacional para su aprobación y correspondiente registro del detalle codificado de ingresos y gastos para su ejecución.
