Consejo de Ministros aprueba la Política Presupuestaria 2027
Santo Domingo.-President Luis Abinader and Vice President Raquel Peña led the fifty-ninth meeting of the Council of Ministers, in which the Annual Budget Policy corresponding to the year 2027 was approved, in compliance with the provisions of the Organic Budget Law.
At the end of the session, the Minister of the Presidency, José Ignacio Paliza, presented the main guidelines of the spending policy, in his capacity as technical secretary of the Government Council.
The 2027 Budget Policy organizes public spending around the strategic objectives of Meta RD 2036, with emphasis on strengthening human capital, developing physical capital, increasing productivity and strengthening institutions, while preserving social priorities and public investment.
According to Minister Paliza, the spending policy reaffirms the Government's commitment to responsible management of public resources, concentrating investments in projects that generate the greatest impact on the well-being of the population and the sustainable development of the country.
"The 2027 Budget Policy reflects a long-term vision. Every peso of the budget will be aimed at accelerating the country's transformation, strengthening human capital, expanding opportunities for people and developing the infrastructure that the economic growth of the Dominican Republic demands," said Paliza.
In the area of education, the Government will maintain the allocation equivalent to 4.05% of the gross domestic product (GDP) to the educational system. In addition, it will continue to promote the Horizon 2034 Plan, aimed at increasing the effective years of learning, along with the construction and expansion of school buildings, new classrooms and the expansion of the National School Transportation Program.
In terms of health and social protection, the budget policy contemplates the continuity and completion of strategic hospitals, the strengthening of Primary Care Units, the expansion of the National Emergency Network and the continuity of social programs aimed at protecting the population against external shocks.
Investment in infrastructure will continue to be one of the main axes of the 2027 budget, with resources allocated to the development of highways and integrated transportation systems in the main urban and interurban centers, the construction of aqueducts and sanitation systems, as well as the continuity of the national program for housing improvement.
Likewise, the budget will strengthen productivity and institutionality through greater allocation of resources to the Judiciary to consolidate legal security, in addition to continuing investments aimed at strengthening citizen and border security, including the construction of the smart perimeter fence and new correctional centers.
Paliza highlighted that these priorities respond to long-term strategic planning, aligned with the national development vision.
“We are building a budget that not only responds to the needs of the present, but also prepares the Dominican Republic to achieve the development goals that we have set for ourselves by the year 2036, with investments that strengthen competitiveness, social cohesion and institutional trust,” he concluded.

De acuerdo con el ministro Paliza, la política de gastoreafirma el compromiso del Gobiernocon una gestión responsable de los recursos públicos, concentrando las inversiones en proyectos que generan mayor impacto sobre elbienestar de la población y el desarrollo sostenibledel país. “La Política Presupuestaria 2027 refleja una visión de largo plazo. Cada peso del presupuesto estará orientado a acelerar la transformación del país, fortaleciendo el capital humano, ampliando las oportunidades para la gente y desarrollando la infraestructura que demanda el crecimiento económico de la República Dominicana”,expresó Paliza. En el área de educación, el Gobierno mantendrá la asignación equivalente al4.05 % del producto interno bruto(PIB) al sistema educativo. Además, continuará impulsando elPlan Horizonte 2034, orientado a elevar los años efectivos de aprendizaje, junto con la construcción y ampliación de planteles escolares, nuevas aulas y la expansión delPrograma Nacional de Transporte Escolar. En materia desalud y protección social, la política presupuestaria contempla la continuidad y culminación de hospitales estratégicos, el fortalecimiento de lasUnidades de Atención Primaria, la expansión de laRed Nacional de Emergenciasy la continuidad de los programas sociales dirigidos a proteger a la población frente a choques externos. La inversión en infraestructura continuará siendo uno de los principales ejes del presupuesto de 2027, con recursos destinados al desarrollo deautopistas y sistemas de transporte integradoen los principales centros urbanos e interurbanos, la construcción deacueductos y sistemas de saneamiento, así como la continuidad del programa nacional para elmejoramiento de viviendas. Asimismo, el presupuesto fortalecerá laproductividad y la institucionalidadmediante una mayor asignación de recursos alPoder Judicialpara consolidar la seguridad jurídica, además de continuar las inversiones destinadas al fortalecimiento de laseguridad ciudadana y fronteriza,incluyendo la construcción de la verja perimetral inteligente y nuevos centros correccionales. Paliza destacó que estas prioridades responden a unaplanificación estratégica de largo plazo,alineada con la visión de desarrollo nacional. “Estamos construyendo un presupuesto que no solo responde a las necesidades del presente, sino que prepara a la República Dominicana para alcanzar las metas de desarrollo que nos hemos propuesto hacia el año 2036, con inversiones que fortalecen la competitividad, la cohesión social y la confianza institucional”,concluyó.
