President's Speech on Inauguration of State Strategic Command, Anniversary of June Revolution

"In the name of Allah, the most merciful, the most compassionate”

Praise be to Allah, Lord of the Worlds.

Please allow me to request the playing of the 'Martyr’s Salute' because this is an immortal day in Egypt’s history. Allow me, first of all, to extend my greetings and to congratulate the people of Egypt on the national team's victory in the World Cup and the historic achievement they have accomplished.

I begin my speech by praising Allah, by whose grace we stand today to announce the inauguration of the State Strategic Command—this towering national edifice that rises in the heart of our new capital, a testament to the will of a nation that knows no impossible.

The choice of the New Capital to host this edifice was not a coincidence, but rather a living embodiment of the pillars of the New Republic. This Strategic Command represents a significant leap in our command, control, and operations management systems, armed with an advanced technological infrastructure, secure communication systems, and superior capabilities in information gathering and analysis. It links leadership and executive levels within a single framework that achieves the highest degrees of integration, accuracy, and speed of response.

This command is not solely tasked with managing military situations; it is a fundamental pillar in the state's capacity to confront challenges and exceptional circumstances. It operates with a comprehensive vision and advanced systems that place the nation's security and stability above all else, and keeps pace with a world where changes are accelerating at an unprecedented rate.

The Strategic Command stands as the living embodiment of a deep-rooted doctrine: that protecting the nation is a responsibility that tolerates no compromise; that deterring anyone who dares to compromise Egypt's security and sovereignty is a sacred duty; and that Egypt's borders are a red line- protected by the will of its people and safeguarded by the competence and capability of its Armed Forces. The state will never allow any infringement upon its people's resources, while adhering to peace for those who desire it, and will bow only to Allah Almighty.

This inauguration coincides with the anniversary of the glorious June 30th Revolution, in which the great people of Egypt embodied the ultimate expression of national will. They rose up to defend Egypt's authentic identity, reclaiming it from the grasp of extremists and terrorists who sought to drag the nation into the abyss of chaos and infighting, and to impose destructive, exclusionary agendas that yield nothing but bloodshed and ruin.

The June Revolution was a cry for truth and a resounding declaration that Egypt shall only be governed by the will of its own people, and that this proud nation is capable of protecting its state and safeguarding its future—no matter how great the challenges.

On this timeless occasion, I extend a salute of esteem and reverence to the great people of Egypt, who have proven throughout history their deep awareness, unshakeable insight, and enduring commitment to protecting the homeland and preserving its stability, readily sacrificing for its sake everything precious and dear.

I also salute our martyrs, valiant Armed Forces and civil police, who have always been, and remain, the bedrock of our people and the guardians of their capabilities. Together they fought a fierce battle against terrorism in defense of Egypt’s land and interests, and on behalf of the region and the entire world. Had Egypt not crushed this vile scourge and eradicated it from its roots, the devastating fallout would have inevitably reached every corner of the globe.

The June 30th Revolution was not only an uprising against terrorism and extremism, but also a revolution for construction and modernization, a revolution of the people to realize their dream of establishing a new republic—a modern, industrialized, and agriculturally advanced Egypt, a magnet for investment, and a leader in education, health, services, and human capital. Ultimately, it is a state worthy of Egypt's monumental history, reclaiming its rightful place among the nations of the world.

From the first day I assumed office, I refused to halt the march of development and nation-building. I was determined to forge ahead with our modernization efforts side-by-side with the battle against terrorism, without delay or retreat, ensuring that Egypt stays its course toward the future. We must press on without hesitation to reclaim what was lost and accelerate along the path of progress.

We are working with all our strength, determination, and resolve to build a modern state. This is an ongoing process that requires sacrifices and efforts from everyone. Solidarity and hard work are the only path to progress. The alternative is backwardness and decline in a regional environment fraught with challenges and covetous designs.

We have faced successive exceptional crises starting with the repercussions of the events that Egypt witnessed from 2011 to 2014, passing through the war on terrorism, the Coronavirus pandemic, and the repercussions of the Ukrainian war, reaching the war in Gaza, and finally the war in Iran.

These crises have resulted in significant losses, including the loss of more than 10 billion dollars in Suez Canal revenues as a result of attacks on ships in Bab al-Mandeb, as well as rising energy and food prices and disruptions to supply chains. This is in addition to waves of millions of people fleeing to Egypt, which has been and will remain a safe and stable haven in a turbulent region.

Despite this, Egypt has exerted strenuous efforts to stop the wars and halt the escalation, and sought to prevent bloodshed.

In this context, I would like to reiterate my appreciation for US President Donald Trump, whose efforts resulted in the Sharm el-Sheikh agreement to end the war in Gaza, and his subsequent success in reaching an agreement to end the war with Iran. I emphasize the necessity of supporting these agreements, insisting on their full implementation, and preventing any attempts to thwart, circumvent, or undermine them.

Egypt, with its insightful vision and unparalleled historical experience in regional affairs, being the first to conclude a peace agreement with Israel at a time of deep-seated hostility, affirms that the fundamental solution to the conflicts in the Middle East lies in reaching a comprehensive and just peace agreement that ends the Palestinian issue and establishes an independent Palestinian state with East Jerusalem as its capital, in accordance with international law.

There can be no lasting peace, no true stability, and no popular normalization without a just peace that ends the occupation, puts an end to injustice and aggression, and restores rights to their rightful owners. Only then can we provide security for all, give the peoples of the region a chance to live in stability and prosperity, and usher in a new era of cooperation, prosperity, and a better future that our peoples deserve.

I renew my pledge to you that great Egypt will continue, with unwavering resolve and an unbreakable will, to complete the journey of construction and development. Establishing the foundations of the modern state remains our firm and unshakeable strategic choice.

In a few days, we will witness the installation of the reactor pressure vessel for the second nuclear unit at El-Dabaa nuclear Power Plant- a flagship initiative under our strategic partnership with the Russian Federation.

This facility will have a significant positive impact on sustainable development by delivering clean energy to power investment projects as well as services citizens need. I seize this opportunity to thank Russian President Vladimir Putin and the Russian Federation for this constructive and longstanding cooperation, which continues to yield remarkable achievements in our mega-development projects.

I am well aware of the burdens that the Egyptian citizen bears, and I realize that improving his standard of living and alleviating his suffering remain at top priority. This is the main concern in every decision.

We have faced together over the past years exceptional challenges and we have endured the responsibility of preserving our homeland, in extremely critical and complex circumstances. Today, as we approach a new stage, what has been achieved in terms of construction and reform, requires us to continue the journey, with the same amount of responsibility and wisdom, to achieve our goal.

I emphasize that it is important for officials to open direct channels of communication with citizens, to listen carefully to their opinions, and to provide them with accurate information in order for the vision to be objective and based on verified data. I have given the government specific directives on a number of matters, as follows:

First: Opening the door to objective media dialogue, encompassing diverse viewpoints, to enrich discussion and build awareness within a framework of respect and understanding. In this regard, I direct the Minister of State for Information, in coordination with relevant media and press authorities, to convene an annual meeting tentatively to be held on December 3rd, under the President’s patronage, to review the state of Egyptian media, discuss challenges and opportunities, and develop practical recommendations for its continuous improvement.

Second: Working to revitalize political party life, qualify political and youth cadres, and complete the necessary preparations for holding local council elections to consolidate popular participation and strengthen its role in local administration.

Third: The Future of Egypt Authority for Sustainable Development, in coordination with the Ministries of Agriculture and Supply, is to draft a national program to reduce the burdens of living through expanding permanent outlets and markets, and controlling supply chains so as to contribute to the stability of basic commodity prices.

Fourth: Preparing a comprehensive national economic program, to be implemented following the completion of the economic reform program with the International Monetary Fund, to become a purely Egyptian program that builds on the reforms already achieved, and moves the economy from a phase of stabilization to a phase of sustainable growth, directly impacting the improvement of citizens' living standards and strengthening the Egyptian economy's ability to cope with changes and achieve comprehensive development.

Fifth: Accelerating the implementation of the next phase of the program for the withdrawal of state entities and institutions from economic activities that can be efficiently managed by the private sector, with full commitment to the principles of transparency, equal opportunities and competition, and enhancing the role of the private sector in leading growth and investment.

Sixth: All relevant state agencies must take more decisive measures to combat corruption in all its forms, strengthen the governance, transparency, and accountability system, and expand digital transformation to ensure the protection of public funds and consolidate the principles of integrity and efficiency in state institutions.

Seventh: Continuing the development of the education system, based on merit and excellence, linking educational outcomes to labor market needs, and expanding the discovery and nurturing of talented individuals to ensure the building of generations capable of competing and innovating in various fields.

Finally: Developing a plan to restructure the Micro Small and Medium Enterprises Development Agency to focus on productive activities, alongside simplifying establishment, financing and licensing procedures, and increasing youth participation in economic activity and production.

In conclusion, I salute the proud people of Egypt, their strong will and firm awareness. I salute our righteous martyrs, our valiant Armed Forces- the sword and shield of the nation- our civilian police, and all state institutions, which bear the responsibility of protecting the homeland and shaping its future, so that Egypt may always remain a strong fortress, a firm pillar of security, and a shining beacon of goodness and prosperity.It is important to recall today, in detail, the events of 2011 leading to June 30. It was the will of Allah to protect Egypt. Allah inspired the people to take to the streets and guided us all to act in specific ways to safeguard the nation. There was a time when the Supreme Constitutional Court, the People's Assembly, and the Ministry of Defense were besieged—an attempt to exert pressure so that the crisis would be managed under pressure and fear, potentially leading to decisions that would cause grave harm to our country. Therefore, it was necessary for the state to relocate from the capital to ensure such a situation would not recur. Malicious people and terrorists will not stop and although no one can repeat that scenario in Egypt again, they will devise other means to harm the country. This requires us to sincerely serve our nation so Allah may aid us through difficult times. Allah protects Egypt, yet we must also do our part and take the necessary practical measures.

I was keen to highlight the importance of having a new capital that hosts all state institutions within the New Republic. Allah guided us to this idea and its implementation. I frequently recall the events of 2011, and repeat Allah saved Egypt. Other nations have faced similar situations since 2011 and continue to suffer.

In 2011, one dollar stood at six pounds; today, it stands at 50. The state has lost $450 billion—a cost we all bear. I state this so that every official, intellectual, media personality, thinker, and young person realizes the danger of any action that fails to improve people's conditions and instead harms their well-being. I also urge my colleagues in the state to speak to the public with absolute clarity.

Subsequently, we launched the war on terrorism, incurring costs in the billions and claiming the lives of hundreds of martyrs, leaving many more wounded across the army, police, and judiciary—both Muslim and Christian alike.

This is in addition to damage inflicted upon mosques and churches. I remind you of this so we may learn the necessary lessons and avoid repeating these mistakes.

I congratulate the Armed Forces, the civil police, and the Egyptian state on this great day, and I hope that we work with the utmost effort and dedication across all sectors.

I extend my deepest gratitude to Allah Almighty for His endless blessings and guidance.
