Caasd inicia sustitución completa del sistema sanitario de San Carlos
Santo Domingo.- The general director of the Santo Domingo Aqueduct and Sewer Corporation (Caasd), engineer Fellito Suberví, started the rehabilitation and replacement work of the health system in the San Carlos sector, where he also held a community day as part of the “The Caasd listens to you” program.
The official stated that San Carlos will leave behind the historical problems caused by wastewater in its streets, after the start of intervention work on the sanitary drainage system carried out by the institution.
During a day of the “La Caasd listens to you” program, the official explained that the intervention responds to a long-standing demand from residents and is part of the entity's commitment to solving the main needs of the communities.
The director of the Caasd recalled that one of the main complaints of the residents of San Carlos has been the construction of the sanitary drainage, due to the constant overflows of wastewater that affected the quality of life of the community.
"A request that I don't know what the other governments were doing, because in the end they were 40 years old; I'm not saying it, they are saying it, waiting for the issue of sanitary drainage," he stated.
Likewise, he pointed out that the images of wastewater running through the streets of the sector during the rains were a recurring situation that, with the execution of the work, he hopes to leave in the past.
“The main request from the San Carlos sector today has been sanitary drainage, but where there is a water problem, there is no water problem here, but there is a sector, a street, an avenue, an obstruction in the pipe, we are also going to solve it,” assured the director of the Caasd.
After listening to the demands of the community members, the official toured the intervened streets to supervise the work carried out by the institution with the purpose of transforming the living conditions of the residents of that community through definitive solutions in terms of drinking water, sanitary sewage and storm drainage.
Fellito Suberví explained that the work in San Carlos will be carried out in stages, with the purpose of completing each work front before starting new interventions, in order to minimize inconvenience to the community.
Likewise, he reiterated that the Caasd policy is not to abandon a community until all the necessary solutions are completed, including attention to specific water supply problems that may arise during the execution of the works.
Suberví reported that the institution develops projects simultaneously in the Villa Juana, Villa Agrícola, Villa Consuelo, Villa Francisca and San Carlos sectors, as well as in Pedro Brand, Los Alcarrizos, Pantoja, San Antonio de Guerra and San Luis, among other locations in Greater Santo Domingo.
As part of the intervention project for Villa Agrícola, Villa Juana, Villa Francisca, Villa Consuelo and San Carlos, an investment of more than RD 900 million was announced, aimed at strengthening drinking water and sanitation systems.
Among the main works is the total rehabilitation of the San Carlos sanitary sewage system, which includes the complete replacement of the existing infrastructure, as well as improvements in storm drainage to reduce the flooding that has historically affected the sector.
The director of the Caasd reiterated his call to citizens to use water responsibly and to avoid throwing garbage into the streets, pointing out that waste clogs storm drains and increases the risk of flooding. He also invited the community members to maintain permanent communication with the institution to follow up on the work and report any situation that requires attention.
Support from authorities and communities
Representatives Liz Mueses and José Carabal described the start of the works as a historic event for San Carlos, stating that, after more than 50 years demanding a definitive solution to the environmental impact that has affected the sector, the interventions represent a concrete response to the needs of the community.
Meanwhile, Magaly Padilla, president of the Union of Neighborhood Councils of San Carlos, expressed the satisfaction of the residents of that neighborhood.
The director of the Caasd explained that the objective of the “The Caasd listens to you” program is not only to listen to the needs of the population, but also to offer concrete solutions to historical problems, especially those related to sanitary drainage, the supply of drinking water and the rehabilitation of infrastructure.
He pointed out that one of the main commitments of the management is to conclude the works started before moving on to new projects, prioritizing the improvement of streets, pipes, entrances and exits of the intervened sectors.

El director de la Caasd recordó que uno de los principales reclamos de los residentes de San Carlos ha sido la construcción del drenaje sanitario, debido a losconstantes desbordamientos de aguas residualesque afectaban la calidad de vida de la comunidad. “Una petición que yo no sé lo que hacían los otros gobiernos, porque al final tenían 40 años; no lo digo yo, lo dicen ellos, esperando el tema del drenaje sanitario”,afirmó. Asimismo, señaló que las imágenes de aguas residuales recorriendo las calles del sector durante las lluvias eran una situación recurrente que, con la ejecución de la obra, espera dejar en el pasado. “La petición principal del sector de San Carlos en el día de hoy ha sido el drenaje sanitario, pero donde haya problema de agua, que aquí no hay problema de agua, pero sí hay un sector, una calle, una avenida, una obstrucción de la tubería, también lo vamos a solucionar”, aseguró el director de la Caasd. Luego de escuchar las demandas de los comunitarios, el funcionario recorrió las calles intervenidas para supervisar los trabajos que ejecuta la institución con el propósito de transformar las condiciones de vida de los residentes de esa comunidad mediantesoluciones definitivas en materia de agua potable, alcantarillado sanitario y drenaje pluvial. Fellito Suberví explicó que los trabajos en San Carlos se desarrollaránpor etapas, con el propósito de concluir cada frente de obra antes de iniciar nuevas intervenciones, a fin deminimizar las molestias para la comunidad. Asimismo, reiteró que la política de la Caasd esno abandonar una comunidad hasta completar todas las soluciones necesarias,incluyendo la atención a problemas puntuales de abastecimiento de agua que puedan surgir durante la ejecución de los trabajos. Suberví informó que la institución desarrolla proyectos simultáneamente en los sectores Villa Juana, Villa Agrícola, Villa Consuelo, Villa Francisca y San Carlos, así como en Pedro Brand, Los Alcarrizos, Pantoja, San Antonio de Guerra y San Luis, entre otras localidades del Gran Santo Domingo. Señaló que uno de los principales compromisos de la gestión es concluir las obras iniciadas antes de pasar a nuevos proyectos, priorizando lamejora de calles, tuberías, entradas y salidas de los sectores intervenidos.
