The key outcome of the meeting was the signing of a Memorandum of Understanding between ISRS and the Hedayah Center. The document establishes an institutional framework for cooperation between the two analytical institutions, providing the necessary legal and organizational framework for their partnership.
The Memorandum outlines the priority areas of future mutually beneficial cooperation. It envisages organizing joint conferences, roundtable discussions, and expert forums, as well as conducting joint research.
The Hedayah Center was officially launched in December 2012. It was established at the initiative of the members of the Global Counterterrorism Forum (GCTF), who recognized the need for an independent international hub for the exchange of expertise and good practices.
The Center serves as the lead institution responsible for implementing the Abu Dhabi Memorandum, the GCTF’s international compendium of good practices that outlines the use of educational and social tools to prevent and counter violent extremism at an early stage. Today, the organization operates in more than 100 countries.
