DGA y CBP acuerdan fortalecer los mecanismos de prevención, control y gestión de riesgos en el comercio exterior
Santo Domingo.-The General Directorate of Customs (DGA) and the United States Customs and Border Protection Office (CBP) formalized a Cargo Profiling Agreement for the Port of Haina, with the objective of strengthening the prevention, control and risk management mechanisms in foreign trade.
The signing of this alliance represents a transcendental step in the joint efforts to strengthen the security of the international logistics chain, through the exchange of information and operational cooperation aimed at promptly identifying possible threats before the arrival of cargoes to the respective customs territories.
The general director of Customs, Nelson Arroyo, stated that both the initiative and the procedure constitute fundamental tools to strengthen the capacity to respond to threats that affect international trade.
“The Container Security Initiative and the Standard Cargo Profiling Procedure pursue a very clear objective: to strengthen collaboration to more effectively combat the different crimes that unfortunately affect not only the Dominican Republic, but the entire world,” said Arroyo.
The head of the collecting entity pointed out that, given the constant evolution of cross-border crime, cooperation between customs administrations is a key element to guarantee a more effective response.
"We all know that customs have very clear objectives. On the one hand, to facilitate trade; but, at the same time, this facilitation should not prevent us from combating illicit acts or dealing decisive blows to organized crime. This initiative and this agreement, especially in a port as important as Haina, add significant value and will strengthen our operational capacity," he indicated.
During the event, the regional attaché for the Caribbean of the United States Customs and Border Protection (CBP), Abdias Ortiz, valued the scope of this new stage of bilateral cooperation and recalled the almost 20 years of joint work between both institutions.
"We are very happy that, after many years collaborating with the General Directorate of Customs of the Dominican Republic, we have reached this very important point. This year we celebrate approximately 20 years of formal collaboration with Customs of the Dominican Republic," said Ortiz.
The US official also highlighted that this agreement will allow expanding joint efforts in security and trade facilitation.
"We will continue to work together against crime and promote trade facilitation, constantly sharing information and intelligence. That is why we are very happy to continue collaborating now in the port of Haina, officially and formally, through this agreement that we are going to sign today," he stated.
As part of the agreement, the scope of the Container Security Initiative (CSI) is extended to the port of Haina, reaffirming the shared commitment of both nations to the protection of the international supply chain and the facilitation of increasingly secure, transparent and efficient trade.
The Standard Operating Procedures (SOP) derived from this agreement will allow the establishment of cargo coordination and profiling mechanisms focused on the detection and prevention of illicit activities linked to drug trafficking, smuggling, firearms trafficking, transportation of chemical precursors, violations of intellectual property rights and other violations of common interest.
Beyond strengthening controls, this strategic alliance contributes to increasing the confidence of international markets, improving the integrity of the logistics chain and supporting the competitiveness of Dominican ports, key factors to continue promoting the growth of foreign trade and attracting investments.
Participating in the event were Raquel Soriano, deputy director general of Customs; Rosa Fernández, deputy director of Free Trade Zones; Gabino Polanco, technical advisor; Francis Almonte, deputy administrative director; Frederick López, deputy director of Technology; Eduardo Rodríguez, general advisor of the General Directorate of Customs; Degnis de León, Communications Manager, among others.
Also present was Magdalena Collado, CBP Targeting Officer and the Container Security Initiative (CSI).
With this signature, the General Directorate of Customs reaffirms its vision of building modern, secure customs management aligned with the highest international standards, consolidating the Dominican Republic as a regional reference in terms of trade facilitation, border security and international cooperation.

El titular de la entidad recaudadora señaló que, ante la evolución constante del crimen transfronterizo, lacooperación entre las administraciones aduanerases un elemento clave para garantizar unarespuesta más efectiva. “Todos sabemos que las aduanas tienen objetivos muy claros. Por un lado, facilitar el comercio; pero, al mismo tiempo, esa facilitación no debe impedirnos combatir los ilícitos ni asestar golpes contundentes al crimen organizado. Esta iniciativa y este acuerdo, especialmente en un puerto tan importante como Haina, agregan un valor significativo y fortalecerán nuestra capacidad operativa”,indicó. El funcionario estadounidense destacó además que este acuerdo permitirá ampliar los esfuerzos conjuntos en materia deseguridad y facilitación comercial. “Continuaremos trabajando juntos contra el crimen y promoviendo la facilitación del comercio, compartiendo información e inteligencia de manera constante. Por eso estamos muy contentos de continuar colaborando ahora en el puerto de Haina, de forma oficial y formal, mediante este acuerdo que vamos a firmar hoy”,afirmó. Como parte del convenio, se extiende al puerto de Haina el alcance de laIniciativa de Seguridad de Contenedores(CSI, por sus siglas en inglés), reafirmando el compromiso compartido de ambas naciones con la protección de la cadena de suministro internacional y la facilitación de un comercio cada vezmás seguro, transparente y eficiente. Los Procedimientos Operativos Estándar (SOP, por sus siglas en inglés) derivados de este acuerdo permitirán establecer mecanismos decoordinación y perfilamiento de cargaenfocados en ladetección y prevención de actividades ilícitasvinculadas al narcotráfico, contrabando, tráfico de armas de fuego, transporte de precursores químicos, violaciones a los derechos de propiedad intelectual y otras infracciones de interés común. Más allá de fortalecer los controles, esta alianza estratégica contribuye a aumentar la confianza de los mercados internacionales, mejorar la integridad de la cadena logística y respaldar la competitividad de los puertos dominicanos, factores clave para continuar impulsando elcrecimiento del comercio exterior y la atracción de inversiones.
