Gobierno resalta avances de la reestructuración de la Administración pública
Santo Domingo.-The Ministry of Public Administration (MAP) held the forum “Functional Review and Restructuring of the State: Evidence, Methodology and Institutional Sustainability”, to take stock of the reform and restructuring process that the Dominican State is experiencing and to socialize the methodology of the functional review processes.
In the opening remarks, the Minister of Public Administration, Sigmund Freund, highlighted the progress obtained during the implementation of the Restructuring and Rationalization Plan of the Dominican State.
Freund pointed out that since September 2024, 21 reorganization processes have been carried out, including deletions, mergers, functional restructuring and creations, all with a published legal basis, achieving more efficient, coherent institutions aligned with the Government's priorities.
The minister indicated that the largest-scale merger was that of the Ministry of Economy, Planning and Development with the Ministry of Finance. “Two ministries with overlapping mandates in planning, public investment and fiscal policy were unified into a single governing entity, thus achieving the formation of a single institution that articulates fiscal policy and the national planning system, with greater coherence, less duplication and greater capacity to respond to the country's economic challenges,” said Freund.
In the first panel on “Restructuring of the State: Strategic direction, administrative rationalization and fiscal sustainability”, moderated by the Vice Minister of Reform and Modernization of the MAP, Sheyla Castillo, the Minister of the Presidency, José Ignacio Paliza, called on the incumbents of each of the State institutions to be efficient with the resources they already possess and in this way optimize the functioning of their entity.
The Budget Director, José Rijo Presbot, emphasized that the efficiency of a State is not measured in how many institutions it has, but in whether the functions and tasks of public organizations are transformed into an improvement in the lives of citizens.
Likewise, the commissioner for State Reforms, Darío Castillo Lugo, indicated that after this macro reform process, sectoral reforms must be resumed, which would help to continue rationalizing the State.
The second panel: “Functional Review: Methodology, Evidence and Challenges for State Restructuring” featured the participation of the director of the National Institute of Public Administration (INAP), Gregorio Montero, along with international experts Manuel Arenilla and Jaime Rodríguez Arana.
During the conversation, moderated by Virna Peña, director of Organizational Development of the MAP, the experts highlighted the work carried out by the governing body of the Public Administration and the INAP to face the challenges that the modernization of the State has presented.
They also addressed the challenges faced by the transformation of the State for the efficiency of its structure and its human capital, pointing out the vital importance of training and continuous education of public servants, including high authorities.
The closing words were given by the director of Coordination of MAP Reform Processes, Laura Díaz, who pointed out the importance of this forum as a strategic space where experiences, methodologies, findings and learning derived from the functional review processes developed and ongoing were shared, promoting technical dialogue on the challenges and opportunities of the institutional transformation of the Dominican State.
"In the end, this entire methodology has the same center: people. A public administration focused on people means that each function that is reviewed, each process that is redesigned is designed for the people who provide the service and for the people who receive it," said Díaz.
The Forum was held within the framework of the Program to Strengthen the Management of the Civil Service of the Dominican Republic, which is executed by the MAP, with the support of the Inter-American Development Bank (IDB).

Asimismo, el comisionado para las Reformas del Estado,Darío Castillo Lugo, indicó que luego de esteproceso de reforma macro,se deben retomar las reformas sectoriales, las cuales ayudarían a continuarracionalizando el Estado. El segundo panel: “Revisión Funcional: Metodología, Evidencia y desafíos para la Reestructuración del Estado” contó con la participación del director del Instituto Nacional de Administración Pública (INAP),Gregorio Montero, junto con los expertos internacionalesManuel Arenilla y Jaime Rodríguez Arana. Durante la conversación, moderada porVirna Peña, directora de Desarrollo Organizacional del MAP, los expertos destacaron los trabajos realizados desde el órgano rector de la Administración pública y el INAP para enfrentar los retos que ha presentado la modernización del Estado. Abordaron, además, los desafíos que enfrenta la transformación del Estado para laeficiencia de su estructura y de su capital humano, señalando la importancia vital de lacapacitación y formación continuade los servidores públicos, incluyendo las altas autoridades. Las palabras de cierre estuvieron a cargo de la directora de Coordinación de los Procesos de Reforma del MAP,Laura Díaz, quien señaló la importancia de este foro como un espacio estratégico donde se compartieronexperiencias, metodologías, hallazgos y aprendizajesderivados de los procesos de revisión funcional desarrollados y en curso, promoviendo el diálogo técnico sobre losdesafíos y oportunidadesde la transformación institucional del Estado dominicano. “Al final, toda esta metodología tiene un mismo centro: las personas. Una Administración pública centrada en las personas significa que cada función que se revisa, cada proceso que se rediseña está pensado para las personas que prestan el servicio y para las personas que lo reciben”,manifestó Díaz. El Foro fue realizado en el marco del Programa de Fortalecimiento de la Gestión del Servicio Civil de República Dominicana, que se ejecuta desde el MAP, con el apoyo delBanco Interamericano de Desarrollo(BID).
