Presidente Abinader inaugura moderna sede del Cemed
Santo Domingo.–The President of the Republic, Luis Abinader, inaugurated this Thursday the new headquarters of the Specialized Corps for Emergency and Disaster Mitigation (Cemed) of the Ministry of Defense, a work that significantly strengthens the capacity of the Dominican State to prevent, respond and coordinate actions in the face of emergencies, natural disasters and other high-impact situations.
The modern infrastructure constitutes a transcendental step in the process of transformation and strengthening of the Armed Forces, by consolidating a specialized command, planning, training and operational deployment center, designed to offer a rapid, efficient and coordinated response to events that compromise the security and well-being of the population.
The new headquarters has an area of 6,061 square meters of construction and includes an administrative building, barracks, dining room, kitchen, heliport, crisis room, classrooms, planning room, fire mitigation areas, specialized warehouses and spaces for the training and continuous preparation of personnel.
As part of the strengthening of Cemed's operational capabilities, fire trucks were delivered to extinguish forest and urban fires with a capacity of 1,000 gallons of water each, a tanker truck with a capacity of 3,500 gallons, a search and rescue truck with a multi-purpose basket, transport trucks, pickup trucks, four-wheel type engines, as well as state-of-the-art equipment for specialized technical search, including multi-search cameras, rangefinders for monitoring structures, unmanned aerial cargo systems, a mobile communications center for emergency response and specialized dogs for searching for corpses, among other equipment intended to strengthen the response capacity in emergencies and disasters.
During the event, President Abinader stated that with the delivery of these facilities the Government not only inaugurates an infrastructure, but also a new capacity to protect the Dominican Republic, which will continue to grow and improve, always putting human life above any other consideration and maintained that this has been and will continue to be the essence of his management: "building a stronger country so that every Dominican can live safer, always and in any circumstance."
The president highlighted that with the inauguration of the Cemed headquarters, the Government not only provides infrastructure, but also provides the Dominican State with a new capacity to protect the lives of the population. He maintained that a responsible government "does not wait for the emergency to arrive to discover what it lacks. It prepares before. It invests before. It organizes before. It trains before," and he assured that this is precisely what this center represents.
He pointed out that, faced with a global context marked by climate change, the increase in natural phenomena and new technological and environmental risks, the Dominican Republic has decided to prepare in advance. In that sense, he explained that the Government promoted the creation of Cemed because it understood that a modern country needs institutions capable of acting with speed, coordination and professionalism when every minute can mean the difference between life and death.
The head of state highlighted that, even before the official inauguration of its facilities, Cemed passed its first major test by immediately deploying its members to collaborate with the brotherly people of Venezuela after the devastating earthquakes that affected that nation.
He highlighted that the Dominican rescuers represented “the heart of solidarity of the entire Dominican Republic”, acting with discipline, professionalism and dedication, and maintained that “when a Dominican rescuer helps save a life anywhere in the world, the name of the Dominican Republic is also magnified, because solidarity is also a way of exercising leadership.”
President Abinader assured that this work constitutes a new step in the transformation of the Armed Forces, a process that has been accompanied by the strengthening of its operational capabilities, the modernization of its equipment, the professionalization of its training and its adaptation to the challenges of the 21st century.
He added that a modern military institution not only protects borders and national sovereignty, but also the population when they need it most, because national security begins by protecting human life.
Likewise, he recognized the work carried out by the Ministry of Defense, the military high command and all the men and women who made this project possible, and urged the members of Cemed to feel proud to belong to an institution created to always be ready to serve. He told them that many times they will be the first to arrive when an emergency occurs, bringing hope, organization and help to the population.
President Abinader also stated that he wants Dominicans to have the certainty that behind these facilities there will be men and women training every day to respond when the country needs them. "I hope they never have to intervene. But if that time comes, the nation will have the peace of mind of knowing that there is a team prepared to respond. That is also building trust. That is also strengthening the State. That is also governing responsibly."
Stronger, modern, technical, equipped, highly trained Armed Forces
For his part, the Minister of Defense, Lieutenant General Carlos Antonio Fernández Onofre, congratulated President Luis Abinader for his State vision to organize and allocate the necessary resources that made possible the creation of the Specialized Emergency and Disaster Mitigation Corps (Cemed) and the construction of its modern facilities. Likewise, he thanked the support given to the strengthening of the Armed Forces, pointing out that this leadership has allowed the country to have today a stronger, more modern, technical, equipped, highly trained and prepared Armed Forces to face the challenges of the present and the future.
He also maintained that the inauguration of this work symbolizes the firm commitment of the Dominican State to the protection of life, institutional modernization and the construction of a more resilient and secure nation.
Fernández Onofre explained that the creation of Cemed responds to a strategic vision of the Dominican State to unify the search, rescue, mitigation and emergency response capabilities of the Armed Forces under the same command and control, with the purpose of offering a faster, more coordinated and efficient response to natural disasters and events of anthropogenic origin. In that sense, he stated that the launch of the organization marks a milestone in the evolution of the Armed Forces and reflects its transformation towards a more integrated model, in which national security is also conceived from the perspective of human security, resilience and permanent support for civil authorities.
The minister highlighted that Cemed already demonstrated its operational capacity during its first international deployment in support of the sister Bolivarian Republic of Venezuela, where specialized Dominican personnel were immediately mobilized to participate in search and rescue efforts after the recent earthquakes. He indicated that this mission showed that Cemed "is not just a vision of the future; it is a real operational capability, ready to respond quickly where human life requires it," while affirming that a modern Armed Forces means being prepared before an emergency occurs and responding when it is most needed.
Likewise, he explained that the new headquarters constitutes a permanent center for planning, preparation and immediate response, equipped with cutting-edge technology and tools for search and rescue work, fire mitigation and humanitarian assistance. He reported that a training camp for collapsed structures is also being developed with the aim of strengthening the capabilities of the personnel and highlighted that the construction of the facilities began on May 1 of last year and was completed in a record time of 14 months and one day, with an investment of more than RD 454.6 million in infrastructure and equipment.
Fernández Onofre specified that, since its inauguration, Cemed has become the operational command and control unit of the rescue units of the Armed Forces and a rapid response force, trained, equipped and organized to act in a timely and effective manner in coordination with the National System for Prevention, Mitigation, Response and Recovery against Disasters.
He added that, due to its strategic location and its national and international projection, the organization will strengthen the State's response capacity and will contribute to consolidating itself as a specialized training center for the region.
Finally, he announced that in the next 90 days, regional Cemed headquarters will be inaugurated in the east, the north and Barahona, while for 2027 the opening of a headquarters in the Northeast region, in Bajo Yuna, is planned, with the purpose of expanding the response capacity throughout the national territory.
Furthermore, he urged the men and women who make up the specialized body to carry out their functions with discipline, a vocation for service and a deep human sense, and stated that "a work like this is not built alone; it is built with resources, hands, effort and hope; above all, with will, soul and heart."
Upon his arrival at the 16 de Agosto Military Camp, headquarters of the General Command of the Army of the Dominican Republic and the First Infantry Brigade, President Abinader, supreme authority of the Armed Forces and the National Police, was received with military-style honors.
Present at the event were the Administrative Ministers of the Presidency, Andrés Bautista; of Public Works and Communications, Eduardo Estrella; of Public Health and Social Assistance, Víctor Atallah; the Executive President of the Reserve Bank, Leonardo Aguilera; the general director of Cemed, Colonel César Nicolás Sime Ulerio; the president of the Dominican Association of Wives of Officers of the Armed Forces (Adeofa), Varinnia Durán de Fernández; the general director of the National Police, Major General Andrés Modesto Cruz Cruz; as well as the members of the General Staff of the Armed Forces; military and defense attachés; general officers and admirals, active and in the honorable condition of retirement; senior, junior and enlisted officers.

Santo Domingo.–El presidente de la República, Luis Abinader, inauguró este jueves la nueva sede delCuerpo Especializado de Mitigación a Emergencias y Desastres(Cemed) del Ministerio de Defensa, una obra que fortalece significativamente la capacidad del Estado dominicano paraprevenir, responder y coordinar accionesfrente aemergencias, desastres naturalesy otras situaciones de alto impacto. La moderna infraestructura constituye un paso trascendental en el proceso detransformación y fortalecimientode las Fuerzas Armadas, al consolidar un centro de mando, planificación, entrenamiento y despliegue operativo especializado, concebido para ofrecer unarespuesta rápida, eficiente y coordinadaante eventos que comprometan laseguridad y el bienestarde la población. La nueva sede cuenta con una extensión de6,061 metros cuadradosde construcción e incorpora edificio administrativo, cuarteles, comedor, cocina, helipuerto, sala de crisis, aulas, salón de planificación, áreas para mitigación de incendios, depósitos especializados y espacios destinados al entrenamiento y preparación continua del personal. Como parte delfortalecimiento de las capacidades operativasdel Cemed, fueron entregadoscamiones de bomberospara la extinción de incendios forestales y urbanos con capacidad de 1,000 galones de agua cada uno, un camión tanquero con capacidad para 3,500 galones, un camión de búsqueda y rescate con canasto de uso múltiple, camiones de transporte, camionetas, motores tipofour wheel, además de equipos de última generación para búsqueda técnica especializada, entre ellos cámaras de multibúsqueda, telémetros para la monitorización de estructuras, sistemas aéreos no tripulados de carga, uncentro móvil de comunicacionespara respuesta a emergencias y perros especializados para la búsqueda de cadáveres, entre otros equipos destinados afortalecer la capacidad de respuestaante emergencias y desastres. Durante el acto, el presidente Abinader afirmó que con la entrega de estas instalaciones el Gobierno no solo inaugura una infraestructura, sino unanueva capacidad para proteger a la República Dominicana, la cual seguirá creciendo y perfeccionándose, poniendo siempre la vida humana por encima de cualquier otra consideración y sostuvo que esa ha sido y seguirá siendo la esencia de su gestión:“construir un país más fuerte para que cada dominicano pueda vivir más seguro, siempre y en cualquier circunstancia”. El mandatario destacó que con la inauguración de la sede del Cemed, el Gobierno no entrega únicamente una infraestructura, sino que dota al Estado dominicano de una nueva capacidad paraproteger la vida de la población. Sostuvo que un gobierno responsable“no espera a que llegue la emergencia para descubrir lo que le falta. Se prepara antes. Invierte antes. Organiza antes. Entrena antes”,y aseguró que precisamente eso representa este centro. Señaló que, frente a un contexto mundial marcado por el cambio climático, el incremento de los fenómenos naturales ynuevos riesgos tecnológicos y ambientales, la República Dominicana ha decidido prepararse con anticipación. En ese sentido, explicó que el Gobierno impulsó la creación del Cemed porque entendió que un país moderno necesita instituciones capaces de actuar conrapidez, coordinación y profesionalismocuando cada minuto puede significar la diferencia entre la vida y la muerte. El jefe de Estado resaltó que, aun antes de la inauguración oficial de sus instalaciones, el Cemed superó su primera gran prueba aldesplegar de manera inmediataa sus integrantes para colaborar con elpueblo hermano de Venezuelatras los devastadores terremotos que afectaron esa nación. Resaltó que los rescatistas dominicanos representaron“el corazón solidario de toda la República Dominicana”,actuando condisciplina, profesionalismo y entrega, y sostuvo que “cuando un rescatista dominicano ayuda a salvar una vida en cualquier lugar del mundo, el nombre de la República Dominicana también se engrandece, porque la solidaridad también es una forma de ejercer liderazgo”. El presidente Abinader aseguró que esta obra constituye un nuevo paso en la transformación de las Fuerzas Armadas, proceso que ha estado acompañado del fortalecimiento de suscapacidades operativas, lamodernización de sus equipos, la profesionalización de suformacióny su adaptación a los desafíos del siglo XXI. Agregó que una institución militar moderna no soloprotege las fronteras y la soberanía nacional, sino también a la población cuando más lo necesita, porque laseguridad nacionalcomienza protegiendo la vida humana. Asimismo, reconoció el trabajo realizado por elMinisterio de Defensa, el alto mando militar y todos los hombres y mujeres que hicieron posible este proyecto, y exhortó a los integrantes del Cemed a sentirse orgullosos de pertenecer a una institución creada para estar siemprelista para servir. El presidente Abinader también manifestó que desea que los dominicanos tengan la certeza de que detrás de esas instalaciones habrá hombres y mujeres entrenándose cada día pararesponder cuando el país los necesite.“Ojalá nunca tengan que intervenir. Pero si llega ese momento, la nación tendrá la tranquilidad de saber que existe un equipo preparado para responder. Eso también es construir confianza. Eso también es fortalecer el Estado. Fernández Onofre explicó que la creación del Cemed responde a unavisión estratégicadel Estado dominicano para unificar las capacidades debúsqueda, rescate, mitigación y atención a emergenciasde las Fuerzas Armadas bajo un mismo mando y control, con el propósito de ofrecer una respuestamás rápida, coordinada y eficienteante desastres naturales y eventos de origen antropogénico. En ese sentido, afirmó que la puesta en funcionamiento del organismo marca un hito en la evolución de las Fuerzas Armadas y refleja su transformación hacia unmodelo más integrado, en el que la seguridad nacional también se concibe desde la perspectiva de laseguridad humana, la resiliencia y el apoyo permanentea las autoridades civiles. El ministro destacó que el Cemed ya demostró su capacidad operativa durante suprimer despliegue internacionalen apoyo a la hermana República Bolivariana de Venezuela, donde personal especializado dominicano fue movilizado de manera inmediata para participar en las labores de búsqueda y rescate tras los recientes terremotos. Indicó que esa misión evidenció que el Cemed“no es solo una visión de futuro; es una capacidad operacional real, lista para responder con rapidez donde la vida humana lo requiera”,al tiempo que afirmó que unas Fuerzas Armadas modernas significanestar preparadasantes de que ocurra una emergencia yresponder cuando más se necesita. Asimismo, explicó que la nueva sede constituye un centro permanente deplanificación, preparación y respuesta inmediata, equipado con tecnología y herramientas de última generación para labores debúsqueda y rescate, mitigación de incendios y asistencia humanitaria. Informó que también se desarrolla un campo de entrenamiento para estructuras colapsadas con el objetivo de fortalecer las capacidades del personal y resaltó que la construcción de las instalaciones inició el 1 de mayo del pasado año y fue concluida en un tiempo récord de 14 meses y un día, con una inversión superior aRD 454.6 millonesen infraestructura y equipamiento. Fernández Onofre precisó que, a partir de su inauguración, el Cemed se constituye en la unidad de mando y control operativo de las unidades de rescate de las Fuerzas Armadas y en una fuerza de respuesta rápida, entrenada, equipada y organizada para actuar de manera oportuna y efectiva en coordinación con elSistema Nacional de Prevención, Mitigación, Respuesta y Recuperación ante Desastres. Añadió que, por su ubicación estratégica y suproyección nacional e internacional, el organismo fortalecerá la capacidad derespuesta del Estadoy contribuirá a consolidarse como uncentro de entrenamiento especializado para la región. Finalmente, anunció que en los próximos 90 días serán inauguradas sedes regionales del Cemed en eleste, el norte y Barahona, mientras que para 2027 está prevista la apertura de una sede en laregión Nordeste, en el Bajo Yuna, con el propósito de ampliar la capacidad de respuesta en todo elterritorio nacional. Además, exhortó a los hombres y mujeres que integran el cuerpo especializado a desempeñar sus funciones con disciplina, vocación de servicio y profundo sentido humano, y afirmó que “una obra como esta no se construye sola; se erige con recursos, manos, esfuerzo y esperanza; sobre todo, con voluntad, alma y corazón”. A su llegada alCampamento Militar 16 de Agosto, sede de la Comandancia General del Ejército de República Dominicana y de la Primera Brigada de Infantería, el presidente Abinader, autoridad suprema de las Fuerzas Armadas y la Policía Nacional, fue recibido con los honores militares de estilo.
