Ministerio de Salud Pública inicia medición del nivel de madurez de las Redes Integradas de Servicios de Salud en la región Yuma
San Pedro de Macorís.– The Ministry of Public Health (Mispas), in coordination with the National Health Service (SNS) and with the technical support of the Pan American Health Organization (PAHO), began this Wednesday the exercise of measuring the level of maturity of the Integrated Health Services Networks (RISS) in the Yuma region, made up of the provinces of La Romana, La Altagracia and El Seibo.
The initiative is part of the national strategy to strengthen the coordination of health services and move towards a more integrated, decisive, efficient and people-centered care model, based on the principles of Primary Health Care.
The day is headed by the Vice Minister of Strengthening and Development of the Health Sector, Yudelka Batista, and the executive director of the National Health Service, Dr. Julio Landrón, and brings together representatives from the Ministry of Public Health, the SNS, Promese/CAL, the Ministry of Finance, the Ministry of the Presidency and the Pan American Health Organization for three days.
The process will allow us to evaluate the degree of integration of the service network, identify strengths and opportunities for improvement, and generate objective information to guide planning, management, and decision-making in the health system.
The executive director of the National Health Service (SNS), Dr. Julio Landrón, highlighted the Government's commitment to continue strengthening First Level Care Centers to guarantee the population closer, more timely and quality health services.
"From the National Health Service we continue to advance in strengthening Primary Care as the gateway to the health system. The integration of health services is not achieved solely with regulations or structures, but is built on common work, where what really matters is the population, the patients and everything that each of us can do to bring health to each of them," he stated.
For her part, Vice Minister Yudelka Batista stated that this measurement represents a strategic step to continue strengthening the health system and consolidate a care model organized in integrated networks.
"This measurement transcends the preparation of a diagnosis. It becomes a management tool to guide decision-making, prioritize investments, strengthen coordination between institutions and design improvement plans that allow us to offer more integrated, timely and focused services on people's needs," said Batista.
The official explained that the results will provide objective evidence to strengthen the networks' governance, optimize territorial planning and improve the allocation of public resources, thus contributing to the consolidation of a more efficient and sustainable health system.
During the year, the maturity assessment tool for Integrated Health Services Networks developed by the Pan American Health Organization will be applied, which analyzes dimensions such as governance, organization of services, coordination between different levels of care, clinical management, population access, continuity of care, social and community participation, and the use of information for management and decision-making.
As part of the methodology, the technical teams will develop work tables, analysis and validation exercises, as well as visits to health facilities in La Romana, La Altagracia and El Seibo to learn about the operation of the service network and validate the information collected during the process.
The findings will make it possible to develop an improvement plan aimed at strengthening the integration of services, optimizing coordination between the different levels of care and moving towards continuous, timely, quality and people-centered care.
This initiative is part of the strategic actions promoted by the Ministry of Public Health to strengthen the stewardship of the National Health System and accelerate the implementation of the Integrated Health Services Networks model, in alignment with the recommendations of the Pan American Health Organization and the national priorities for transforming the health system.

La integración de los servicios de salud no se logra únicamente con normas o estructuras, sino que se construye sobre un trabajo común, donde lo que realmente importa es la población, los pacientes y todo lo que cada uno de nosotros pueda hacer para llevar la salud a cada uno de ellos”,afirmó. Por su parte, la viceministraYudelka Batistaafirmó que esta medición representa un paso estratégico para continuar fortaleciendo el sistema de salud y consolidarun modelo de atención organizado en redes integradas. “Esta medición trasciende la elaboración de un diagnóstico. Se convierte en una herramienta de gestión para orientar la toma de decisiones, priorizar inversiones, fortalecer la coordinación entre las instituciones y diseñar planes de mejora que permitan ofrecer servicios más integrados, oportunos y centrados en las necesidades de las personas”, expresó Batista. La funcionaria explicó que los resultados proporcionarán evidencia objetiva para fortalecer lagobernanza de las redes, optimizar la planificación territorial y mejorar la asignación de los recursos públicos,contribuyendo así a la consolidación de un sistema de salud más eficiente y sostenible. Durante el ejercicio se aplicará laherramienta de evaluación de madurezde las Redes Integradas de Servicios de Salud desarrollada por la Organización Panamericana de la Salud, la cual analiza dimensiones como la gobernanza, la organización de los servicios, la coordinación entre los diferentes niveles de atención, la gestión clínica, el acceso de la población, la continuidad de la atención, la participación social y comunitaria y el uso de la información para la gestión y la toma de decisiones. Como parte de la metodología, los equipos técnicos desarrollaránmesas de trabajo, ejercicios deanálisis y validación,así como visitas a establecimientos de salud deLa Romana, La Altagracia y El Seibopara conocer el funcionamiento de la red de servicios y validar la información recopilada durante el proceso. Los hallazgos permitirán elaborar un plan de mejora orientado a fortalecer la integración de los servicios, optimizar la coordinación entre los distintos niveles de atención y avanzar hacia unaatención continua, oportuna, de calidad y centrada en las personas.
