HE The President of the Republic, José Antonio Kast, participated this Wednesday in the signing of three bilateral agreements on economic matters and the fight against transnational crimes with the President of Paraguay, Santiago Peña, as part of the tour carried out by the Chilean president. The signing of these instruments took place at the Government Palace, in Asunción, within the framework of his official visit to the country and his participation in the Summit of Mercosur and Associated States. Both leaders and their delegations addressed matters of common interest aimed at deepening the political, economic and security relationship between both nations. After the meeting, both leaders led the signing of three bilateral agreements in the Independence Hall. The instruments correspond to an agreement to avoid double taxation and prevent tax evasion and avoidance in relation to income and wealth taxes; a memorandum of understanding between the Ministries of the Interior of Chile and Paraguay; and another memorandum of understanding to strengthen the prevention, investigation and assistance to victims of human trafficking. The agreements were signed by the Ministers of Foreign Affairs of both countries, Rubén Ramírez Lezcano, for Paraguay, and Francisco Pérez Mackenna, for Chile. The purpose of the tax cooperation agreement is to prevent the same income or assets from being taxed in both countries, as well as to establish mechanisms to prevent tax evasion and avoidance. Likewise, it incorporates international standards that provide greater legal security and predictability to people and companies that carry out economic activities between Paraguay and Chile. The memorandum that strengthens the response to human trafficking promotes comprehensive care for victims, based on respect for human rights, confidentiality, non-revictimization and international cooperation, in addition to providing for the development of a joint work plan and monitoring mechanisms to evaluate the progress of the agreed actions. After the signing of the agreements, both heads of State made a joint statement. The President Kast valued the agreements signed with Paraguay and described them as "very important steps" to improve the economy and deepen the fight against crime and organized crime. He assured that it is a “light of hope” to improve the economic situation, especially highlighting the progress of the bi-oceanic corridor that will link the Pacific with the Atlantic. “At times when there is a crisis worldwide, we give the opposite signal that unity, commercial unity, unity of interests is possible to improve the quality of life of our compatriots,” said President Kast.Joint declarationIn the joint declaration, both leaders agreed to:• Strengthen permanent political dialogue and strategic cooperation between both countries.• Promote the physical and economic integration of the Southern Cone as an axis for regional development.• Promote new trade and investment opportunities, highlighting the dynamism of bilateral exchange and the role of Chile as one of the main investors in Paraguay.• Consolidate a more modern and predictable legal framework for economic activity through the agreement to avoid double taxation and the strengthening of the Bilateral Trade Agreement.• Continue promoting the Bilateral Road Corridor. as strategic infrastructure to connect the Atlantic and Pacific oceans, generate investments, strengthen logistics and create new development opportunities for the region.In addition, both Heads of State reaffirmed their commitment to:• Strengthen coordination against transnational organized crime through the exchange of information and joint work between competent institutions.• Promote coordinated actions in matters of security, border control, migration, customs, intelligence and judicial cooperation.• Consolidate cooperation to prevent and combat human trafficking, as well as such as providing greater protection and assistance to victims.• Deepen bilateral cooperation in areas such as science, innovation, education, culture, tourism, sports, consular and immigration affairs.• Maintain a permanent work agenda that contributes to the development of both countries and the strengthening of regional integration.
