Autorizan licitación de proyecto APP para modernizar la Autopista-Centenario, inversión de B/. 606.5 millones que generará más de 12 mil empleos
The Minister of the Presidency (MIPRE), Juan Carlos Orillac chaired this Tuesday a new meeting of the Governing Body of the Regime of Public-Private Partnerships (APP) where the start of the Tender for the project "Rehabilitation, Improvement and Maintenance by Performance Standards of the Centenario Highway" was approved, a work that will benefit more than 485 thousand people and will generate more than 12 thousand jobs between direct and indirect.
The endorsement of this project, whose initial investment is estimated at B/. 606.5 million, was given after approving the Final Technical Report, the Document of Objections, the PPP Contract and its annexes, thus completing the feasibility phase of this strategic initiative promoted by the Ministry of Public Works (MOP).
"The most important thing about this is that these projects (via PPP) when they are done, they are done with maintenance, and they are not maintenance of two or three years, they are maintenance of 15, 20 or 30 years and that in the end we are removing an important weight from the next governments and obviously we give peace of mind and effectiveness that these projects are going to be well maintained, for the good use that the country can give them," highlighted Minister Orillac.
The road project - which for its execution has been divided into six sections - includes the rehabilitation, improvement and maintenance of 42.5 kilometers of the Centenario road and the Arraiján–La Chorrera highway, two of the most important road corridors in the country for connectivity between the province of Panama and Panama Oeste.
The initiative will have a direct impact on the quality of life of the population, with a beneficiary population estimated at more than 485 thousand people, mainly from the western area of the country. Likewise, during its development it is estimated that more than 12,000 direct and indirect jobs will be generated, boosting the economy, strengthening the productive fabric and creating new opportunities for the communities located in its area of influence.
In addition to its economic and social impact, the project will significantly improve regional connectivity, facilitating the population's access to their workplaces, education, health and commerce. It will also contribute to reducing travel times and vehicle operation costs, while strengthening road safety by incorporating a modern network of Intelligent Transportation Systems (ITS) for traffic management and incident response.
The PPP Contract will be valid for 30 years, a period during which not only the execution of the works will be guaranteed, but also the permanent maintenance of the infrastructure under contractually enforceable performance standards, ensuring optimal levels of service throughout the life of the project.
Regarding the projects carried out by the National Government, including the work in question, the head of the MOP, José Luis Andrade highlighted the investment that is being made not only to improve circulation on the country's roads, but also to give quality of life to Panamanians.
"In this government, through the MOP, we are going to let these types of (road) projects continue with a firm step, to alleviate the ordeal that it represents for the hundreds of thousands of Panamanians to come and return from Panama to Panama West. The desire of the MOP is to repair all the roads, mainly the inter-American highway and leave them in perfect condition so that the Panamanian user can enjoy and use it with much more ease," Andrade indicated.
With this project, the National Government continues to consolidate a portfolio of PPP initiatives aimed at boosting the country's competitiveness, improving the mobility of thousands of Panamanians, attracting private investment and developing modern, safe and sustainable public infrastructure for future generations.

El ministro de la Presidencia (MIPRE), Juan Carlos Orillac presidió este martes una nueva reunión del Ente Rector del Régimen de Asociaciones Público-Privadas (APP) donde se aprobó el inicio de la Licitación del proyecto "Rehabilitación, Mejora y Mantenimiento por Estándares de Desempeño de la Autopista-Centenario", obra que beneficiará a más de 485 mil personas y generará más de 12 mil empleos entre directos e indirectos. El aval a este proyecto, cuya inversión inicial se estima en B/. 606.5 millones, se dio tras darse visto bueno al Informe Técnico Definitivo, el Pliego de Cargos, el Contrato APP y sus anexos, culminando así la fase de factibilidad de esta iniciativa estratégica impulsada por el Ministerio de Obras Públicas (MOP). “Lo más importante de esto es que estos proyectos (vía APP) cuando se hacen, se hacen con mantenimiento, y no son mantenimiento de dos o tres años, son mantenimientos de 15, 20 o 30 años y que al final estamos quitando un peso importante a los próximos gobiernos y obviamente le damos una tranquilidad y efectividad a que esos proyectos van a estar bien mantenidos, para el buen uso que pueda darle el país”, destacó el ministro Orillac. El proyecto vial -que para su ejecución se ha dividido en seis tramos-, comprende la rehabilitación, mejora y mantenimiento de 42.5 kilómetros de la vía Centenario y la autopista Arraiján–La Chorrera, dos de los corredores viales más importantes del país para la conectividad entre la provincia de Panamá y Panamá Oeste. La iniciativa tendrá un impacto directo en la calidad de vida de la población, con una población beneficiada estimada en más de 485 mil personas principalmente del área oeste del país. Asimismo, durante su desarrollo se estima la generación de más de 12,000 mil empleos directos e indirectos, dinamizando la economía, fortaleciendo el tejido productivo y creando nuevas oportunidades para las comunidades ubicadas en su área de influencia. Además, de su impacto económico y social, el proyecto permitirá mejorar significativamente la conectividad regional, facilitando el acceso de la población a sus centros de trabajo, educación, salud y comercio. También contribuirá a reducir los tiempos de viaje y los costos de operación vehicular, al tiempo que fortalecerá la seguridad vial mediante la incorporación de una moderna red de Sistemas Inteligentes de Transporte (ITS) para la gestión del tráfico y la atención de incidentes. El Contrato APP tendrá una vigencia de 30 años, período durante el cual se garantizará no solo la ejecución de las obras, sino también el mantenimiento permanente de la infraestructura bajo estándares de desempeño exigibles contractualmente, asegurando niveles óptimos de servicio durante toda la vida del proyecto. Sobre los proyectos que ejecuta el Gobierno Nacional, incluyendo la obra en cuestión, el titular del MOP, José Luis Andrade resaltó la inversión que se realiza no solo para mejorar la circulación por las vías del país, sino también para darle calidad de vida a los panameños. “En este gobierno, a través del MOP, vamos a dejar andando estos tipos de proyectos (viales) con paso firme, para ir alivianando el martirio que representa para los cientos de miles de panameños venir y regresar de Panamá a Panamá Oeste. El anhelo del MOP es reparar todas las vías, principalmente la carretera interamericana y dejarlas en perfecto estado para que el usuario panameño pueda disfrutarlo y usarlo con mucha más facilidad”, indicó Andrade. Con este proyecto, el Gobierno Nacional continúa consolidando un portafolio de iniciativas APP orientadas a impulsar la competitividad del país, mejorar la movilidad de miles de panameños, atraer inversión privada y desarrollar infraestructura pública moderna, segura y sostenible para las futuras generaciones.
