IDAC conforma Comité de Coordinación del SSP con todas las autoridades aeronáuticas del Estado
Santo Domingo.–The Dominican Institute of Civil Aviation (IDAC) began the process of forming the Coordination Committee of the State Operational Safety Program (CCO-SSP), complying with the provisions of Annex 19 of the International Civil Aviation Organization (ICAO).
This initiative represents a strategic step to strengthen compliance with the State Operational Safety Management Program (Pegso) in the Dominican Republic.
The high-level committee, responsible for promoting the implementation and maintenance of the SSP, will be chaired by the IDAC, and will be made up of the highest authorities of six key state institutions of the national aeronautical system: the Dominican Institute of Civil Aviation (IDAC), the Civil Aviation Board (JAC), the Aviation Accident Investigative Commission (CIAA), the Airport Department (DA), the Dominican Republic Air Force (FARD) and the Specialized Corps for Airport Security and Civil Aviation (Cesac).
The authorities that make up the committee will contribute to the Safety Data Collection and Protection System (SDCPS), with the purpose of strengthening decision-making and supporting their institutional responsibilities. The CCO-SSP will hold meetings at least twice a year to evaluate progress and define strategic actions.
During his intervention, the general director of IDAC, Igor Rodríguez Durán, highlighted that the CCO-SSP will function as a high-level technical committee with representation of the entities responsible for the implementation and maintenance of the SSP.
“Its objective is to facilitate the exchange of operational safety information, ensure effective and efficient implementation of the SSP and avoid duplication of efforts or conflicts of state policies,” he said.
Among the committee's objectives are to strengthen operational safety management in the country, clearly define the functions and responsibilities of each agency, improve inter-institutional coordination, and guide actions towards the fulfillment of national operational safety goals.
Likewise, it will make it possible to comprehensively address the dangers and risks that impact other areas of aviation and facilitate the permanent exchange of data and information between participating institutions.
During the meeting, the director of State Operational Safety Management, Elda Almonte, presented the document “SSP of the Dominican State – Formation of the CCO-SSP”. Likewise, the signature of support for the operational safety policy and the official delivery of the Pegso was carried out along with the National Strategic Plan for Operational Safety (Penso 2025–2028), prepared in coordination with the JAC and the CIAA.
With the implementation of the CCO-SSP, the Dominican Republic consolidates a more preventive management model, coordinated and aligned with the standards and methods recommended by the ICAO, reaffirming its commitment to the safety of all civil aviation users in the country.
The participating institutions were represented by Igor Rodríguez Durán, director general of the IDAC; Paola Plá Puello, deputy director general of the IDAC; Elda Almonte, director of State Management of Operational Safety of the IDAC; García Jiménez, director of Operations of the FARD, along with area directors of the IDAC and special guests.

El comité de alto nivel, responsable de propulsar laimplementación y mantenimiento del SSP, estará presidido por el IDAC, e integrado por las máximas autoridades de seis instituciones estatales clave del sistema aeronáutico nacional: el Instituto Dominicano de Aviación Civil(IDAC), la Junta de Aviación Civil(JAC),la Comisión Investigadora de Accidentes de Aviación (CIAA), el Departamento Aeroportuario(DA),la Fuerza Aérea de República Dominicana (FARD)y el Cuerpo Especializado en Seguridad Aeroportuaria y de la Aviación Civil(Cesac). Las autoridades que conforman el comité contribuirán alSistema de Recopilación y Protección de Datos de Seguridad Operacional(SDCPS), con el propósito de fortalecer la toma de decisiones y respaldar sus responsabilidades institucionales. El CCO-SSP celebrará reuniones al menos dos veces al año paraevaluar avances y definir acciones estratégicas. Durante su intervención, el director general del IDAC,Igor Rodríguez Durán, destacó que el CCO-SSP funcionará como uncomité técnico de alto nivelcon representación de las entidades responsables de la implementación y mantenimiento del SSP. “Su objetivo es facilitar el intercambio de información de seguridad operacional, asegurar una implementación efectiva y eficiente del SSP y evitar duplicidad de esfuerzos o conflictos de políticas estatales”,expresó. Entre los objetivos del comité se encuentran fortalecer lagestión de la seguridad operacionalen el país, definir con claridad lasfunciones y responsabilidadesde cada organismo, mejorar lacoordinación interinstitucionaly orientar las acciones hacia el cumplimiento de las metas nacionales en materia deseguridad operacional. Asimismo, permitirá atender de manera integral lospeligros y riesgosque impacten otros ámbitos de la aviación y facilitar el intercambio permanente dedatos e informaciónentre las instituciones participantes. Durante el encuentro, la directora de Gestión Estatal de la Seguridad Operacional, Elda Almonte, presentó el documento “SSP del Estado dominicano – Conformación del CCO-SSP”.De igual forma, se realizó la firma de respaldo de lapolítica de seguridad operacionaly la entrega oficial del Pegso junto con elPlan Estratégico Nacional de Seguridad Operacional(Penso 2025–2028), elaborado en coordinación con la JAC y la CIAA. Con la puesta en marcha del CCO-SSP, la República Dominicana consolida un modelo de gestión máspreventivo, coordinado y alineadocon las normas y métodos recomendados por la OACI, reafirmando su compromiso con laseguridad de todos los usuarios de la aviación civil en el país.
