Mr. President, what is your assessment of this visit to Panama and this historic day?
It is a very paradoxical and intense moment. It is important because it is the 200th anniversary of the Amphictyonic Congress of Panama, which was convened by the newly liberated republics in Gran Colombia at that time. There was an internal argument between Bolívar and Santander, which led to Santander not going to Haiti, one of the first towns liberated in the fight against slavery.
Bolívar began the great discussion, which remains the same: whether it is a pact with the United States, or a pact between Latin American nations. Obviously, the situation has changed, due to technologies, etc. But much of what was said there remains valid, such as that union is necessary through a confederation of nations. This idea can be transformed into something modern. I think it depends on the respect that the United States has for Latin America and the Caribbean.
At that time, that was the reason why the Amphictyonic Congress was reached. Let us not forget that Bolívar died with a lock of Washington's hair, which he himself gave him: two liberators of nations. And it is still relevant to know if there is respect for diversity. Today the United States maintains a policy of which I myself have been a victim, that does not recognize that diversity.
The founding principle of a great America is not a single nation, there are several that must be respected. There is a basic task of the world economy, which is the decarbonization of the United States electrical matrix. South America can make us connect with current technologies with a power three times greater than what the United States needs to decarbonize its large matrix: zero oil, zero coal. This is the fundamental contribution that we could make, the same with China, to end a problem that can destroy life and human existence on the planet.
The other problem is Artificial Intelligence (AI), of which we have just become victims, because millions of Colombians were manipulated by the lie that Iván Cepeda is a guerrilla. What guerrilla, if he is the son of a victim, a senator who was murdered by public officials and who had every right to know the truth. That's why I consider myself a parrhesiast, someone who speaks bravely, with the courage of the truth.
With artificial intelligence, global public regulation is required, or humanity also ends, as it is impossible to distinguish between truth and lies. Manipulation is increasing, it destroys the human principle of discovering the truth, of finding scientific truth. Colombia and Panama have the great advantage of connecting the five continents in a shorter way, and this could be a node for the infrastructure of true artificial intelligence, so that it is regulated globally, to make it an instrument of freedom, not an instrument of slavery.
We must one day be able to decarbonize the United States, apart from China and Europe. Being in that same possibility means that Latin America has the power to decarbonize, and the pact has to be between equals, it must be with the world, but the United States, which is closer, must be prioritized. But in the United States there has to be a change in behavior, recognizing the real problems: knowing that they are the source of migration, that the climate crisis continues, that there are going to be more and more poor people in our region who are going to try to go north.
Together we must solve the problems caused by migration, instead of beating or imprisoning migrants. These should be the elements of a great pact that includes Peru, Colombia, Venezuela and other nations. The continent is in maximum polarization, we are facing the possibility of an outbreak that leads to destabilization in the heart of the world.
Today Colombia is divided into two great halves, any victory is pyrrhic, even if it is ours. The great responsibility that progressivism has in Venezuela, in Colombia, in Peru and in all of the old Gran Colombia, is peace. This is the moment. I believe that there are people in the United States government who know it, understand it. But also in Colombia there are people who understand it, because they have read books about our history.
If someone lights the candle, we end up in a holocaust with hundreds of thousands of dead. I refuse that, because I left my weapons and made a peace pact. I am a man of peace, that is why I dress in white, that is why I carry a cross - although I am not a priest - that has the last letter of Aramaic where it says "the last will be the first." And that's how it has to be.

Es un momento muy paradójico e intenso. Es importante porque son los 200 años del Congreso Anfictiónico de Panamá, que fue convocado por las repúblicas recién liberadas en la Gran Colombia de entonces. Había una discusión interna entre Bolívar y Santander, que condujo a que Santander no fuera a Haití, uno de los primeros pueblos liberados en la lucha contra la esclavitud. Bolívar empezó la gran discusión, que sigue siendo la misma: si es un pacto con Estados Unidos, o un pacto entre naciones latinoamericanas. Obviamente, la situación ha cambiado, por cuenta de las tecnologías, etcétera. Pero sigue vigente mucho de lo que ahí se dijo, como que es necesaria la unión a través de una confederación de naciones. Esta idea se puede transformar en algo moderno. Yo creo que depende del respeto que Estados Unidos tenga con América Latina y el Caribe. En aquel entonces, ese fue el motivo por el cual se llegó al Congreso Anfictiónico. No olvidemos que Bolívar murió con un mechón de cabello de Washington, que él mismo le regaló: dos libertadores de naciones. Y sigue vigente saber si hay respeto a la diversidad. Hoy Estados Unidos mantiene una política de la cual yo mismo he sido víctima, que no reconoce esa diversidad. El principio fundante de una gran América no es una sola nación, son varias que se tienen que respetar. Hay una tarea básica de la economía mundial, que es la descarbonización de la matriz eléctrica de Estados Unidos. América del Sur puede hacer que nos conectemos con las actuales tecnologías con una potencia tres veces mayor de lo que necesita Estados Unidos para descarbonizar su gran matriz: cero petróleo, cero carbón. Este es el aporte fundamental que podríamos hacer, igual con China, para acabar un problema que puede destruir la vida y la existencia humana en el planeta. El otro problema es la Inteligencia Artificial (IA), de la que acabamos de ser víctimas, porque millones de colombianos fueron manipulados por la mentira de que Iván Cepeda es un guerrillero. Cuál guerrillero, si es el hijo de una víctima, un senador que fue asesinado por funcionarios públicos y que tenía todo el derecho de saber la verdad. Por eso me considero un parresiasta, alguien que habla con valentía, con el coraje de la verdad. Con la inteligencia artificial se requiere una regulación pública mundial, o también se acaba la humanidad, por la vía de que no se puede distinguir entre verdad y mentira. La manipulación es cada vez mayor, acaba con el principio humano de descubrir la verdad, de encontrar la verdad científica. Colombia y Panamá tienen la gran ventaja de unir los cinco continentes de manera más corta, y esto podría ser un nodo para la infraestructura de una verdadera inteligencia artificial, para que se regule globalmente, para volverla un instrumento de libertad, no un instrumento de la esclavitud. Debemos algún día estar en capacidad de descarbonizar a Estados Unidos, a parte de China y Europa. Estar en esa misma posibilidad significa que América Latina tiene un poder para descarbonizar, y el pacto tiene que darse entre iguales, debe ser con el mundo, pero se debe priorizar a Estados Unidos que está más cerca. Pero en Estados Unidos tiene que haber un cambio de conducta, reconocer los verdaderos problemas: saber que son la fuente de la migración, que sigue la crisis climática, que cada vez va a haber más pobres en nuestra región que van a tratar de irse hacia el norte. Entre todos debemos resolver los problemas que causa la migración, en vez de golpear o encarcelar a los migrantes. Estos deberían ser los elementos de un gran pacto que incluya a Perú, Colombia, Venezuela y demás naciones. El continente está en una polarización máxima, estamos ante la posibilidad de un estallido que conduzca a la desestabilización en el corazón del mundo. Hoy Colombia está dividida en dos grandes mitades, cualquier triunfo es pírrico, así sea el nuestro. La gran responsabilidad que tiene el progresismo en Venezuela, en Colombia, en Perú y en toda la vieja Gran Colombia, es la paz. Este es el momento. Yo creo que hay gente en el gobierno de los Estados Unidos que lo sabe, lo entiende. Pero también en Colombia hay gente que lo entiende, porque ha leído libros sobre nuestra historia. Si alguien prende la candela, terminamos en un holocausto con centenares de miles de muertos. Yo me niego a eso, porque dejé las armas e hice un pacto de paz. Yo soy un hombre de paz, por eso me visto de blanco, por eso cargo con una cruz -aunque no soy cura- que tiene la última letra del arameo donde dice “los últimos serán los primeros". Y así tiene que ser.
