RD y Bélgica suscriben memorando de entendimiento para fortalecer la cooperación aduanera y la lucha contra la delincuencia organizada transnacional
Brussels, Belgium.–The Dominican Republic and the Kingdom of Belgium signed a memorandum of understanding on customs matters, with the purpose of strengthening bilateral cooperation to prevent, investigate and combat customs violations and transnational organized crime that affects international trade, in particular illicit drug trafficking.
The agreement was signed at the headquarters of the General Administration of Customs and Excise of the Kingdom of Belgium by the general director of Customs of the Dominican Republic, Dr. Nelson Arroyo, and the general administrator of Customs and Excise of the Kingdom of Belgium, Kristian Vanderwaeren.
Also participating in the event were the ambassador of the Dominican Republic to the Kingdom of Belgium and the head of Mission to the European Union, Joan M. Cedano; the technical advisor of the General Directorate of Customs, Gabino José Polanco; the minister advisor, Ellen Martínez de Cooreman; the assistant to the general director, Nohely Bencosme; as well as senior officials of the Belgian customs administration.
The signing of this memorandum constitutes the third concrete result of the initiative promoted by the Ministry of Foreign Affairs of the Dominican Republic, through the Embassy of the Dominican Republic in Belgium and Mission to the European Union, with a view to establishing a comprehensive framework of bilateral cooperation with the Kingdom of Belgium in matters of security and the fight against transnational organized crime.
In April of this year, both countries signed a first memorandum of understanding between the Dominican National Police and the Belgian Federal Police, while on June 15 they signed a second agreement on maritime security between the National Drug Control Directorate (DNCD) and the Federal Public Service of Mobility and Transport of the Kingdom of Belgium.
This memorandum of understanding establishes a framework of cooperation between both customs administrations to promote the exchange of experiences, information and intelligence; strengthen early delivery mechanisms; share risk analysis, trends and methods used by criminal networks; coordinate positions within the framework of the World Customs Organization; and promote joint actions aimed at protecting the integrity of the international supply chain.
Likewise, it contemplates the possibility of developing coordinated operations, exchanging good practices and strengthening collaboration between the competent authorities.
The signing of this agreement responds to the shared interest of both countries in reinforcing operational cooperation in the face of the challenges posed by international drug trafficking, particularly given the increase in the use of commercial routes and ports for illicit drug trafficking. In this context, the Dominican Republic and Belgium reaffirmed their commitment to continue strengthening the exchange of information and intelligence, promote joint operations and deepen cooperation between the main ports of both countries, Antwerp and Multimodal Caucedo, thus contributing to greater regional security and strengthening of legitimate international trade.

La firma de este memorando constituye eltercer resultado concretode la iniciativa impulsada por el Ministerio de Relaciones Exteriores de la República Dominicana, a través de la Embajada de la República Dominicana en Bélgica y Misión ante la Unión Europea, con miras a establecer unmarco integral de cooperación bilateralcon el Reino de Bélgica en materia de seguridad y lucha contra la delincuencia organizada transnacional. En abril de este año ambos países suscribieron unprimer memorando de entendimiento entre la Policía Nacional dominicana y la Policía Federal de Bélgica, mientras que el pasado 15 de junio firmaron unsegundo acuerdo en materia de seguridad marítimaentre la Dirección Nacional de Control de Drogas (DNCD) y el Servicio Público Federal de Movilidad y Transporte del Reino de Bélgica. Este memorando de entendimiento establece un marco de cooperación entre ambas administraciones aduaneras para promover elintercambio de experiencias, información e inteligencia; fortalecer los mecanismos dealerta temprana; compartir análisis de riesgo, tendencias y métodos utilizados por las redes criminales; coordinar posiciones en el marco de laOrganización Mundial de Aduanas; y fomentaracciones conjuntasorientadas a proteger la integridad de la cadena internacional de suministro. Asimismo, contempla la posibilidad de desarrollar operaciones coordinadas, intercambiar buenas prácticas y fortalecer la colaboración entre las autoridades competentes. La suscripción de este acuerdo responde al interés compartido de ambos países de reforzar la cooperación operativa frente a los desafíos que plantea el narcotráfico internacional, particularmente ante elincremento del uso de rutas comerciales y puertos para el tráfico ilícito de drogas.En ese contexto, la República Dominicana y Bélgica reafirmaron su compromiso de continuar fortaleciendo el intercambio de información e inteligencia, promover operaciones conjuntas y profundizar la cooperación entre losprincipales puertos de ambos países, Amberes y Multimodal Caucedo, contribuyendo así a una mayor seguridad regional y al fortalecimiento delcomercio internacional legítimo.
