39ème Journée mondiale de lutte contre la drogue : Le Bénin s'engage dans une lutte innovante et intégrée
The Imperial City of Nikki, in the Borgou department, hosted, on Friday June 26, 2026, the official ceremony launching activities marking the 39th World Drug Day. Organized by the Permanent Secretariat of the Interministerial Commission to Combat the Abuse of Narcotics and Psychotropic Substances, the event was chaired by the Minister Delegate to the President of the Republic, responsible for the Interior and Security, Mr. Djibril MAMA CISSE, in the presence of the Prefects of the departments of Alibori, Borgou and Donga, as well as local political and administrative authorities. the international community, Benin took this opportunity to raise public awareness, take stock of the situation and define the outlook. Persistent issues and innovative responses The theme chosen this year is: "The global drug problem: persistent issues, new challenges, innovative responses", constitutes, according to Minister Djibril MAMA CISSE, an urgent call to adapt our strategies in the face of market diversification and the expansion of trafficking. The scourge remains worrying, as highlighted by the Comptroller General Police Major Didier ATCHOU, Permanent Secretary of the Interministerial Commission. Globally, there are more than 300 million users of various substances such as cannabis, opiates, amphetamines, cocaine and ecstasy. This upward trend is confirmed by the constant increase in seizures, particularly in Africa. Status and trends in Benin At the national level, monitoring of consumers arrested in public spaces, ghettos, kiosks and bus stations reveals that cannabis remains the most consumed substance. It is followed by a notable consumption of counterfeit medicines, marketed under various local names such as Tratra, 5/5, yellow para, event para or even king. On the other hand, hard drugs, such as cocaine and heroin, only record a very low rate of consumption. The government's commitment to reinforced action Faced with this picture, the Beninese government reaffirms its desire to intensify its actions. Minister Djibril MAMA CISSE highlighted the efforts made by the competent services, in particular the Police, Customs, water and forests, courts and specialized structures, to bend the curve of illicit trafficking. Furthermore, particular attention is now given to the human aspect of the fight, through the strengthening of detoxification systems, psychosocial support and social reintegration of dependent people. The ceremony was also marked by the successive interventions of the mayor of the commune of Nikki, the Prefect of Borgou and Mrs. Vanessa FLEMING, representative of the National Coordination of the United Nations System in Benin.

À l'échelle mondiale, on dénombre plus de 300 millions de consommateurs de diverses substances telles que le cannabis, les opiacés, les amphétamines, la cocaïne et l'ecstasy. Cette tendance à la hausse est confirmée par l'augmentation constante des saisies, particulièrement en Afrique.État des lieux et tendances au BéninAu plan national, le suivi des consommateurs interpellés dans les espaces publics, les ghettos, les kiosques et les gares routières révèle que le cannabis demeure la substance la plus consommée. Il est suivi par une consommation notable de médicaments contrefaits, commercialisés sous diverses appellations locales comme le Tratra, le 5/5, le para jaune, le para évènement ou encore le king. En revanche, les drogues dures, telles que la cocaïne et l’héroïne, n'enregistrent qu'un taux de consommation très faible.L'engagement du gouvernement pour une action renforcéeFace à ce tableau, le gouvernement béninois réaffirme sa volonté d’intensifier ses actions. Le Ministre Djibril MAMA CISSE a mis en lumière les efforts déployés par les services compétents, notamment la Police, la Douane, les eaux et forêts, les juridictions et les structures spécialisées, pour infléchir la courbe du trafic illicite.Par ailleurs, une attention particulière est désormais accordée au volet humain de la lutte, à travers le renforcement des dispositifs de désintoxication, de soutien psychosocial et de réintégration sociale des personnes dépendantes.La cérémonie a également été marquée par les interventions successives du maire de la commune de Nikki, du Préfet du Borgou et de Madame Vanessa FLEMING, représentante de la Coordination nationale du Système des Nations Unies au Bénin.
