Asociación de Ganaderos de Duvergé reconoce al presidente Abinader por su respaldo al desarrollo del sector
Duvergé, Independencia.–The Livestock Breeders Association of the municipality of Duvergé presented this Friday a recognition to President Luis Abinader for his valuable support, commitment and interest in strengthening Dominican livestock farming, especially in the Southern region.
The recognition highlights that the president has promoted initiatives that contribute to the development of the sector through the Livestock Improvement Program (Promegan), with the genetic improvement of livestock, the recovery and improvement of pastures and the support for national dairy production through purchases from the National Student Welfare Institute (INABIE).
He points out that his vision and support for the sector represent a significant contribution to livestock producers and to the food security of the Dominican Republic.
The head of state received this recognition during a meeting with ranchers and milk producers from the municipality of Duvergé, with whom he spoke about their main needs, the challenges facing the sector and the actions necessary to increase production.
After receiving the recognition, the president expressed that this imposes a greater commitment on him to a sector of working men and women who truly are an example of work and good citizenship in the Dominican Republic: “So this is for me not only a recognition, but a greater commitment to you.”
During the dialogue, the president listened to the proposals of the producers, whom he assured that he will study the project to rescue the El Espartillar Collective Food Center. He pointed out that he is aware of the problems that arose during its implementation and the high costs of the irrigation system: "We have to find a way out. We are going to study the project and, in a few weeks, we will tell you what we can do. We are aware of that situation."
President Abinader stated that livestock farming is, perhaps, the most important productive sector in the Independencia province, which is why he considered it necessary to strengthen it. He said that he observes its development with optimism, due to the existing productive capacity, the conditions that can be improved and the new market that will be generated in the region.
In that sense, he reported that next week the tender for the construction of the Duvergé-Pedernales highway will be published, a work that will reduce the travel time between both districts by between 40 minutes and an hour. "The important thing is that this highway is going to be built. I said that, without that highway, the Pedernales project was lame," he stated.
The head of state explained that the tourism development of Pedernales is not designed solely for that province, but to generate jobs and productive opportunities throughout the region. He indicated that the next hotel, with about 600 rooms, will be inaugurated in December and will generate direct and indirect jobs, to which will be added the demand derived from the arrival of cruise ships.
He maintained that the highway will open an extraordinary future for agriculture and, especially, for agricultural activity in the Independencia province. He pointed out that it will be necessary to produce the meat and other foods that the new tourist destination will demand, in addition to setting up a slaughterhouse and collection centers: “We are going to do all of this together,” he stated.
The president highlighted that the province has a productive capacity like few others, even taking into account the climatic difficulties, droughts and the effects of Lake Enriquillo. He added that producers will have a special opportunity to directly sell their products to the Pedernales market and assured that the Government will work to create the necessary conditions.
Likewise, it decided to evaluate an agreement between the National Council for the Regulation and Promotion of the Dairy Industry (Conaleche) and the cooperatives in the area, with the purpose of facilitating financing under better conditions. He also indicated that, as part of the study of the El Espartillar project, the situation of the loans contracted with the Agricultural Bank will be analyzed.
President Abinader highlighted that the Government is making the payments corresponding to school breakfast in the shortest time in history and recalled that all milk supplied to students must be of local and national production. He explained that this provision aims to strengthen Dominican ranchers.
The president maintained that the growth of Pedernales represents a new market that will increase purchases from producers in the region: “The important thing is to provide you with all the conditions so that you can continue selling what you are doing and take advantage of that new market,” he indicated.
He announced that, in approximately one month, he will send again the agricultural advisor to the Executive Branch, Eric Rivero, to communicate the decision that the Government will adopt regarding El Espillar. He acknowledged that the project partially worked, but that some of its schemes did not have the necessary sustainability to continue.
Finally, President Abinader assured ranchers that they will always have an ally in the Government and highlighted the strategic importance of national production, a lesson that, he stated, was demonstrated during the COVID-19 pandemic: "I learned in COVID that, without national production, we have no security in any way. So count on us and we will offer you that special support."
Meetings promoted by President Abinader with ranchers and other sectors of society have great value
For his part, the agricultural advisor to the Executive Branch, Eric Rivero, maintained that the meetings promoted by President Abinader with livestock farmers and other sectors of society have great value, because they allow them to maintain direct contact, hear first-hand the progress, learn about the challenges and identify together the solutions that each sector and each community needs. At the same time, he indicated that Duvergé represents the spirit of effort of families who, with dedication, build dreams and contribute to national growth. He added that, when this effort is combined with the public policies of a committed State, the country advances towards a new rurality with more opportunities, more fair, more productive and more committed to the future of the Dominican Republic.
Meanwhile, the mayor of Duvergé, Francisco Peña, expressed that the municipality was filled with joy upon receiving the visit of President Luis Abinader and pointed out that the meeting with the ranchers constitutes an important event that promotes the development of the municipality, highlighting that livestock farming is a thriving sector that collaborates with the progress of the community.
Likewise, the president of the Association of Livestock Farmers and Milk Producers of Duvergé, Juan Zacarías Medrano Borges, requested support to rescue the El Espartillar Collective Food Center, which would allow the storage and processing of forage, silage and other supplements, reduce feeding costs and strengthen the production of milk and meat.
He explained that the project was out of use due to the high costs of the irrigation system, the drought, the decrease in the waters of the Las Damas River and the debts contracted with the Agricultural Bank. In that sense, he asked to find a way out of these financial commitments and provide resources to reactivate production.
In addition, the president of the Duvergé Livestock Cooperative, Damaris Pérez Gil, thanked the Government for the support provided through the improvement of pastures and genetics through Promegan and recognized the decision to incorporate nationally produced milk in school feeding, a measure that, she stated, has strengthened the demand for production and has benefited Dominican livestock farmers.
Present at the meeting were the Minister of Education, Luis Miguel De Camps; the governor of the Independencia province, Mercedes Nova; senator Dagoberto Rodríguez; the municipal mayor, Francisco Peña Guzmán, and the executive director of Conaleche, Luis María Sánchez Falette.

El jefe de Estado recibió este reconocimiento durante unencuentro con ganaderos y productores de lechedel municipio de Duvergé, con quienes conversó sobre sus principales necesidades, los desafíos que enfrenta el sector y las acciones necesarias para incrementar la producción. Tras recibir el reconocimiento, el mandatario expresó que esto le impone uncompromiso mayorcon un sector de hombres y mujeres trabajadoras que realmente son unejemplo de trabajo y de buena ciudadaníaen la República Dominicana:“Así que este es para mí no solo un reconocimiento, sino un compromiso mayor con ustedes”. Durante el diálogo, el mandatarioescuchó las propuestas de los productores, a quienes aseguró que estudiará el proyecto para el rescate delCentro de Alimentación Colectivo El Espartillar. Vamos a estudiar el proyecto y, en unas semanas, les comunicaremos qué podemos hacer. Estamos al tanto de esa situación”. El presidente Abinader afirmó que la ganadería es, quizás, elsector productivo más importante de la provincia Independencia, por lo que consideró necesario fortalecerlo. Dijo que observa con optimismo su desarrollo, debido a la capacidad productiva existente, las condiciones que pueden mejorarse y el nuevo mercado que se generará en la región. En ese sentido, informó que la próxima semana será publicada la licitación para laconstrucción de la carretera Duvergé-Pedernales, obra que reduciráentre 40 minutos y una horael tiempo de traslado entre ambas demarcaciones.“Lo importante es que se va a hacer esa carretera. Yo decía que, sin esa carretera, el proyecto de Pedernales estaba cojo”,manifestó. El jefe de Estado explicó que eldesarrollo turístico de Pedernalesno está concebido únicamente para esa provincia, sino paragenerar empleos y oportunidades productivasen toda la región. Indicó que el próximo hotel, con unas600 habitaciones, será inaugurado en diciembre y generaráempleos directos e indirectos, a lo que se sumará la demanda derivada de la llegada de cruceros. Sostuvo que la carretera abrirá unfuturo extraordinario para la agriculturay, especialmente, para la actividad agropecuaria de la provincia Independencia. Señaló que será necesarioproducir la carne y otros alimentosque demandará el nuevo destino turístico, además de habilitar unmatadero y centros de acopio: “Todo eso lo vamos a hacer juntos”,afirmó. El presidente destacó que la provincia posee unacapacidad productiva como pocas, aun tomando en cuenta las dificultades climáticas, las sequías y los efectos del lago Enriquillo. Agregó que los productores tendrán una oportunidad especial paravender directamente sus productosal mercado de Pedernales y aseguró que el Gobierno trabajará para crear lascondiciones necesarias. Asimismo, dispuso evaluar un acuerdo entre elConsejo Nacional para la Reglamentación y Fomento de la Industria Lechera(Conaleche) y las cooperativas de la zona, con el propósito de facilitarfinanciamientos en mejores condiciones. También indicó que, como parte del estudio del proyecto El Espartillar, se analizará la situación de los préstamos contraídos con elBanco Agrícola. El presidente Abinader resaltó que el Gobierno está realizando los pagos correspondientes al desayuno escolaren el menor tiempo de la historiay recordó que toda la leche suministrada a los estudiantes debe ser deproducción local y nacional. Explicó que esta disposición tiene como objetivo fortalecer a los ganaderos dominicanos. El mandatario sostuvo que el crecimiento de Pedernales representa unnuevo mercadoque aumentará las compras a los productores de la región: “Lo importante es facilitarles a ustedes todas las condiciones para que puedan seguir vendiendo lo que están haciendo y aprovechar ese nuevo mercado”,indicó. Anunció que, en aproximadamente un mes, enviará nuevamente al asesor agropecuario del Poder Ejecutivo,Eric Rivero, para comunicar la decisión que adoptará el Gobierno sobre El Espartillar. Reconoció que el proyecto funcionó parcialmente, pero que algunos de sus esquemasno contaban con la sostenibilidad necesariapara continuar. Finalmente, el presidente Abinader aseguró a los ganaderos que siempre contarán con un aliado en el Gobierno y destacó laimportancia estratégicade la producción nacional, una lección que, afirmó, quedó demostrada durante la pandemia del COVID-19: “Yo aprendí en el COVID que, sin una producción nacional, no tenemos seguridad en ningún orden. Así que cuenten con nosotros y vamos a ofrecerles ese apoyo especial”. En tanto, el alcalde de Duvergé,Francisco Peña, expresó que el municipio se llenaba de regocijo al recibir la visita del presidente Luis Abinader y señaló que el encuentro con los ganaderos constituye unacto importanteque viene a impulsar el desarrollo del municipio, al destacar que la ganadería es un sector pujante quecolabora con el progreso de la comunidad. Asimismo, el presidente de la Asociación de Ganaderos y Productores de Leche de Duvergé,Juan Zacarías Medrano Borges, solicitó respaldo para rescatar el Centro de Alimentación Colectivo El Espartillar, que permitiría almacenar y procesar forrajes, ensilaje y otros suplementos,reducir los costos de alimentacióny fortalecer la producción deleche y carne. Explicó que el proyecto quedó fuera de uso debido a losaltos costosdel sistema de riego,la sequía,la disminución de las aguas del río Las Damas y las deudas contraídas con elBanco Agrícola. En ese sentido, pidió buscar una salida a esos compromisos financieros y facilitar recursos parareactivar la producción. Además, la presidenta de la Cooperativa de Ganaderos de Duvergé,Damaris Pérez Gil,agradeció al Gobierno el apoyo brindado mediante elmejoramiento de pastos y genéticaa través de Promegan y reconoció la decisión de incorporarleche de producción nacionalen la alimentación escolar, medida que, afirmó, ha fortalecido la demanda de la producción y ha beneficiado a losganaderos dominicanos.
