Santiago aporta su visión al gran acuerdo nacional que transformará la educación dominicana
Santiago de los Caballeros.- Community leaders, representatives of neighborhood associations, civil society organizations and actors, churches, educational institutions and actors in the productive sector participated in the Northern Regional Forum of the National Consultation for the Future of Dominican Education, a space for dialogue that seeks to collect proposals for the comprehensive transformation of the national educational system.
The event is part of the process promoted by the Dominican Government through Decree 309-26, which creates the Executive Commission for Educational Transformation and establishes a broad national consultation aimed at designing the bases of a Comprehensive National Educational System, articulated with science, technology, innovation and the needs of the country's sustainable development.
The meeting was attended by the Ministers of Education and Higher Education, Science and Technology, Luis Miguel De Camps and Rafael Santos Badía, respectively; the general director of Infotep, Maira Morla Pineda, and the rector of the Pontifical Catholic University Mother and Teacher (PUCMM), Father Secilio Espinal Espinal.
A consultation for national consensus
The Minister of Education, Luis Miguel De Camps, stated that the consultation constitutes an open and participatory process to build an educational reform from the experiences and aspirations of citizens, with the purpose of defining an educational system capable of responding to the economic, technological and social changes in the country.
“The real question that we must answer together is what educational system does the Dominican Republic need to build the country we aspire to achieve,” he expressed.
For his part, the Minister of Higher Education, Science and Technology, Rafael Santos Badía, pointed out that the contributions collected during the consultation show a consensus on the need to strengthen the quality and relevance of the educational system, articulating it with the needs of each territory and with national development.
"We already know that the education of the future has to be of quality and be relevant; that means educating for life, training citizens and preparing the human resources that the development of the country demands," he said.
Technical-professional training as the axis of transformation
The general director of Infotep, Maira Morla Pineda, maintained that the transformation of the educational system must consolidate greater articulation between education and technical-professional training, incorporating the needs of workers, technicians, entrepreneurs and communities in the construction of the new legal framework.
"Professional technical training is not designed from an office; it is designed from the reality of the workshop, the field, the factory, the hospital, the restaurant and the neighborhood. That is why we are here, to guarantee that the voice of the workers and the communities is part of the country's new educational system," he stated.
A humanistic vision of educational reform
Likewise, the rector of the Pontifical Catholic University Mother and Teacher (PUCMM), Father Secilio Espinal Espinal, highlighted that educational transformation must be assumed as a national project aimed at forming upright citizens and strengthening the development of the country through dialogue and the participation of all sectors.
"Transforming Dominican education is not only about improving indicators or reforming structures; it means strengthening our collective capacity to educate people of integrity, build responsible citizenship and consolidate a more just, supportive, innovative and deeply human society," he said.
The proposals arising in this regional forum will be incorporated into the national consultation process that is being developed throughout the territory, with the purpose of developing a new General Law of Education, Science and Technology that allows modernizing the Dominican educational system and responding effectively to the challenges of the knowledge economy.
Santiago, considered one of the main economic, industrial and academic centers of the country, provided a strategic vision from the communities and organized sectors of the Northern region, contributing to the construction of consensus on the education that the next generations of Dominicans will demand.
The National Consultation for the Future of Dominican Education will continue to develop in the different regions of the country, promoting citizen participation as a fundamental axis to build an education with value for life, human development and national competitiveness.

Por su parte, el ministro de Educación Superior, Ciencia y Tecnología,Rafael Santos Badía,señaló que los aportes recogidos durante la consulta evidencian un consenso sobre la necesidad defortalecer la calidad y la pertinenciadel sistema educativo, articulándolo con las necesidades de cada territorio y con el desarrollo nacional. “Ya sabemos que la educación del futuro tiene que ser de calidad y tener pertinencia; eso significa educar para la vida, formar ciudadanos y preparar los recursos humanos que demanda el desarrollo del país”,manifestó. La formación técnico-profesional como eje de la transformación La directora general del Infotep,Maira Morla Pineda, sostuvo que la transformación del sistema educativo debe consolidar unamayor articulación entre la educación y la formación técnico-profesional,incorporando las necesidades de trabajadores, técnicos, emprendedores y comunidades en la construcción del nuevo marco legal. “La formación técnico profesional no se diseña desde un despacho; se diseña desde la realidad del taller, del campo, de la fábrica, del hospital, del restaurante y del barrio. Por eso estamos aquí, para garantizar que la voz de los trabajadores y de las comunidades forme parte del nuevo sistema educativo del país”,afirmó. Una visión humanista de la reforma educativa De igual manera, el rector de la Pontificia Universidad Católica Madre y Maestra (PUCMM),padre Secilio Espinal Espinal,destacó que la transformación educativa debe asumirse como un proyecto nacional orientado a formarciudadanos íntegrosy fortalecer el desarrollo del país mediante eldiálogo y la participaciónde todos los sectores. “Transformar la educación dominicana no consiste únicamente en mejorar indicadores o reformar estructuras; significa fortalecer nuestra capacidad colectiva para formar personas íntegras, construir ciudadanía responsable y consolidar una sociedad más justa, solidaria, innovadora y profundamente humana”,precisó. Las propuestas surgidas en este foro regional se incorporaránal proceso nacional de consultaque se desarrolla en todo el territorio, con el propósito de elaborar una nuevaLey General de Educación, Ciencia y Tecnologíaque permita modernizar el sistema educativo dominicano y responder de manera efectiva a los desafíos de la economía del conocimiento. Santiago, considerada uno de los principalescentros económicos, industriales y académicosdel país, aportó una visión estratégica desde las comunidades y los sectores organizados de la región Norte, contribuyendo a laconstrucción de consensossobre la educación que demandarán las próximas generaciones de dominicanos.
