Presidente Abinader entrega 1,099 títulos de propiedad que benefician a más de 4,000 personas de Villa Linda, Palmarejo y Pantoja; garantiza seguridad jurídica y un ahorro de RD 87 millones
Santo Domingo.-President Luis Abinader led this Thursday the delivery of 1,099 property title certificates that benefit more than 4,000 people from the Villa Linda, Palmarejo and Pantoja sectors, in the Santo Domingo province. The initiative seeks to strengthen legal security, increase the asset value of the beneficiaries and improve their living conditions.
The event, held at the Los Alcarrizos Sports Center, represents for the beneficiary families the transition from a de facto occupation to a legally recognized right over their land.
During the delivery, the president stated that the titling constitutes an act of social justice that provides peace of mind and new economic opportunities.
“You had de facto property, but now you will have it de jure, with your property title,” President Abinader expressed to the community members.
The head of state highlighted that one of the greatest impacts of this policy is the peace and stability it generates in homes, by eliminating uncertainty over land ownership.
“The main thing is that you are going to have peace, because you know that no living person is going to come to that land and say that they bought it from the Government and that they are going to want to take it away, because the Government handed it over directly to you,” he stated.
Titles that open doors to economic development
President Abinader explained that having a property title allows families to join the formal financial system, use their land as collateral, and develop new projects to improve their income.
“Now with that title you can go to a bank, enter formality, take a loan and build a second floor, start a business or do whatever you consider to improve your living conditions,” he indicated.
Likewise, he highlighted that the document guarantees the protection of family heritage for future generations.
“They also know that they have a title that they will legally be able to leave to their heirs,” he added.
The president also pointed out that the formalization of the land increases its value, going from being an informal property to a legally recognized asset.
“A piece of land that perhaps had a certain value when you arrived, can now be worth two or three times more with its property title,” he explained.
Savings of RD 87 million for benefited families
The executive director of the State Land Titling Technical Execution Unit (Utect), Duarte Méndez Peña, reported that the process represents a significant saving for the beneficiaries, who did not have to assume the titling costs.
Méndez Peña explained that the investment made by the State is equivalent to RD 87,440,000, resources that families would have had to gather to complete the process.
“Today we deliver it without you, directly, having to pay a single peso out of your pockets,” he stated.
The official highlighted that this delivery continues the commitment assumed by President Abinader during the first degree day held last October.
“Today we are here accompanying you so that you can deliver 1,099 new property titles to the same number of families in these sectors,” he expressed.
He also highlighted that Utect, together with Bienes Nacionales and other institutions, overcame the technical and legal challenges inherent to these processes to make delivery possible.
Beneficiaries highlight the human impact of the degree
Espifanilo Márquez spoke on behalf of the benefited families, thanking the Government for making an aspiration of the community members a reality.
"The delivery of these titles goes beyond delivering a parchment or a document. It is the living hope of each one of us that you have put into your government so that our efforts have met their goal," he expressed.
Márquez thanked the president, the officials and the institutions involved, highlighting the support received by the communities.
“These people deserve support from the Dominican Government, and they have done so,” he said.
The activity included the participation of the general director of National Assets, Rafael Burgos Gómez; the general director of the National Cadastre, Héctor Pérez Mirambeaux; the vice president of the Presidential Commission to Support Neighborhood Development, Héctor Luis Batista; the mayor of Los Alcarrizos, Junior Santos; the director of the Palmarejo-Villa Linda District Board, José López, and the director of the Pantoja Municipal District Board, Fidel de los Santos.
The blessing of the event was carried out by the priest Primitivo de la Luna, from the Nuestra Señora de la Altagracia Parish, in Pantoja.

El jefe de Estado destacó que uno de los mayores impactos de esta política es lapaz y estabilidad que genera en los hogares, al eliminar la incertidumbre sobre la tenencia de los terrenos. “Lo principal es que van a tener paz, porque ustedes saben que a ese terreno no va a venir ningún vivo a decir que se lo compró al Gobierno y que se lo va a querer quitar, porque el Gobierno se lo entregó directamente a ustedes”,manifestó. Títulos que abren puertas al desarrollo económico El presidente Abinader explicó que contar con un título de propiedad permite a las familias incorporarse alsistema financiero formal, utilizarsus terrenos como garantíay desarrollar nuevos proyectos para mejorar sus ingresos. “Ahora con ese título ustedes pueden ir a un banco, entrar a la formalidad, tomar un préstamo y construir una segunda planta, iniciar un negocio o hacer lo que consideren para mejorar sus condiciones de vida”,indicó. Asimismo, resaltó que el documento garantiza laprotección del patrimonio familiar para las futuras generaciones. “También saben que tienen un título que legalmente les van a poder dejar a sus herederos”, agregó. El presidente señaló además que la formalización de los terrenos incrementa su valor, al pasar de ser una propiedad informal a unactivo reconocido jurídicamente. “Un terreno que quizás tenía un valor determinado cuando ustedes llegaron, ahora puede valer dos o tres veces más con su título de propiedad”,explicó. Ahorro de RD 87 millones para las familias beneficiadas El director ejecutivo de la Unidad Técnica Ejecutora de Titulación de Terrenos del Estado(Utect),Duarte Méndez Peña, informó que el proceso representa unahorro significativo para los beneficiarios, quienes no tuvieron que asumir los costos de la titulación. Méndez Peña explicó que la inversión realizada por el Estado equivale aRD 87,440,000, recursos que las familias hubiesen tenido que reunir para completar el proceso. “Hoy lo entregamos sin que ustedes, de manera directa, tengan que pagar un solo peso de sus bolsillos”,afirmó. El funcionario destacó que esta entrega da continuidad alcompromiso asumido por el presidente Abinaderdurante la primera jornada de titulación realizada en octubre pasado. “Hoy estamos aquí acompañándolo para que usted entregue 1,099 nuevos títulos de propiedad a igual cantidad de familias en estos sectores”,expresó.
