Presidente Peña inaugura mejoras edilicias que permiten la separación de adolescentes prevenidos y sancionados en el Centro Educativo de Itauguá
The works allow for the first time to implement an effective separation between adolescents with open judicial processes and those who are already serving a sanction, complying with provisions established in the National Constitution and strengthening the adolescent criminal justice system.
The improvements include the construction of a dividing wall, new accommodation spaces, a dining room, food preparation areas, a bakery and sectors intended for training and social reintegration activities.
A new step for the transformation of the adolescent penal system
During the opening of the event, the Minister of Justice, Rodrigo Nicora, highlighted that the intervention constitutes a milestone for the Paraguayan prison system and, particularly, for adolescent criminal justice.
He pointed out that the effective separation between prevented and sanctioned adolescents represents the fulfillment of a constitutional mandate that had never before been implemented in a comprehensive manner and maintained that the measure is part of a broader process of penitentiary transformation promoted by the Government.
Likewise, he recalled recent advances such as the establishment of the first Addiction Treatment and Rehabilitation Unit for adolescents in conflict with criminal law, the reorganization of penitentiary centers, the effective separation of people deprived of liberty according to their procedural situation and various actions aimed at social reintegration.
A historic debt that is beginning to be paid off
During his speech, President Santiago Peña stated that the work transcends physical infrastructure and represents a significant advance for the dignity of adolescents and the strengthening of the juvenile justice system.
The president explained that the separation between those prevented and those punished responds to a fundamental difference within the criminal process and highlighted that, for the first time, the Itauguá Educational Center has the necessary conditions to make that distinction effective.
The President also recalled the tragedy that occurred more than two decades ago at the former “Coronel Panchito López” Minor Reeducation Institute, which led to an international condemnation against the Paraguayan State and marked a turning point in the way of addressing the situation of adolescents in conflict with the law.
"The separation that we inaugurate today constitutes a historical milestone. For the first time in the history of our country, that mandate ceases to be a written aspiration and becomes a living practice within our juvenile penal system," he expressed.
Justice, security and opportunities
The President highlighted that this initiative is part of a comprehensive policy aimed at building a more humane, safe and focused juvenile justice system focused on social reintegration.
In that sense, he recalled that at the end of last year, the first Addiction Treatment and Rehabilitation Unit for adolescents in conflict with criminal law was inaugurated in the same center, financed with assets seized from organized crime through SENABICO, within the framework of the SUMAR Plan.
Finally, he reaffirmed the Government's commitment to the recovery of young people and maintained that the State must provide real tools so that they can rebuild their life projects.
"I believe in reintegration. I believe in you. I believe in young people. And I believe that the State must give them everything within its power to move forward," concluded the head of state.
After the event, the President took a tour of the new facilities with the authorities present, verifying the spaces enabled for accommodation, food, training and reintegration activities for the adolescents who are in the educational center.

Asimismo, recordó avancesrecientes como la habilitación de la primera Unidad de Tratamiento y Rehabilitación de Adicciones para adolescentes en conflicto con la ley penal, la reorganización de centros penitenciarios, la separación efectiva de personas privadas de libertad según su situación procesal y diversas acciones orientadas a la reinserción social. Una deuda histórica que comienza a saldarse Durante su intervención, el Presidente Santiago Peña afirmó que la obra trasciende la infraestructura física y representa un avance significativo para la dignidad de los adolescentes y el fortalecimiento del sistema de justicia juvenil. El mandatario explicó que la separación entre prevenidos y sancionados responde a una diferencia fundamental dentro del proceso penal y destacó que, por primera vez, el Centro Educativo de Itauguá cuenta con las condiciones necesarias para hacer efectiva esa distinción. El Presidente recordó además la tragedia ocurrida hace más de dos décadas en el antiguo Instituto de Reeducación del Menor “Coronel Panchito López”, que derivó en una condena internacional contra el Estado paraguayo y marcó un punto de inflexión en la manera de abordar la situación de los adolescentes en conflicto con la ley. “La separación que hoy inauguramos constituye un hito histórico. Por primera vez en la historia de nuestro país, ese mandato deja de ser una aspiración escrita para transformarse en una práctica viva dentro de nuestro sistema penal juvenil”, expresó. Justicia, seguridad y oportunidades El Presidente destacó que esta iniciativa forma parte de una política integral orientada a construir un sistema de justicia juvenil más humano, seguro y enfocado en la reinserción social. En ese sentido, recordó que a finales del año pasado fue inaugurada en el mismo centro la primeraUnidad de Tratamiento y Rehabilitación de Adicciones para adolescentes en conflicto con la ley penal, financiada con bienes incautados al crimen organizado a través de la SENABICO, en el marco del Plan SUMAR. Finalmente, reafirmó el compromiso del Gobierno con la recuperación de los jóvenes y sostuvo que el Estado debe brindar herramientas reales para que puedan reconstruir sus proyectos de vida. “Yo creo en la reinserción. Yo creo en ustedes. Yo creo en los jóvenes. Y creo que el Estado debe darles todo lo que esté a su alcance para salir adelante”, concluyó el jefe de Estado. Tras el acto, el Presidente realizó un recorrido por las nuevas instalaciones junto a las autoridades presentes, verificando los espacios habilitados para alojamiento, alimentación, formación y actividades de reinserción destinadas a los adolescentes que se encuentran en el centro educativo.
