Comisario General Comandante César Silguero recibe bastón de mando y condecoración en ceremonia encabezada por el Presidente Peña
The activity was accompanied by the Minister of the Interior, Enrique Riera Escudero; the Minister of National Defense, Óscar Luis González; national authorities, representatives of the diplomatic corps, senior officers of the Armed Forces and the National Police, as well as special guests.
During the ceremony, the promotion of César Roberto Silguero Lobos to the rank of Commissioner General Commander and his confirmation as head of the National Police was made official, in accordance with Decree No. 6137, signed by the President of the Republic after the constitutional agreement granted by the Chamber of Senators. As part of the protocol act, the head of state imposed belt loops, presented the baton of command and awarded the decoration that symbolizes the institutional leadership of the police force.
Security, transparency and modernization
During his speech, President Peña referred to the challenges facing the country in terms of security and the fundamental role played by the National Police in protecting citizens, strengthening the rule of law and preserving public order.
In that sense, he affirmed that Paraguay will only be able to achieve its development objectives by strengthening security, respect for the law and the consolidation of solid institutions at the service of citizens.
The President also ratified the Government's commitment to strengthening the National Police through better working conditions, equipment, training and well-being for agents and their families.
A closer, more professional and transparent Police
For his part, Commissioner General Commander César Roberto Silguero Lobosa thanked the Government for the trust placed in him and assumed the commitment to lead a management based on honesty, discipline, leadership and professionalism.
The new commander affirmed that security constitutes a State policy and highlighted the support received to strengthen the operational, technological and human capabilities of the institution. In this sense, he pointed out that the National Police will continue to promote the permanent training of its members, national and international cooperation against organized crime and actions aimed at the comprehensive well-being of police personnel.
The Commander also reaffirmed his commitment to an institution that is closer to citizens, transparent and professional, based on respect for human rights and management aimed at generating public trust.
“Serve with honor, lead with integrity and transform with vision,” he expressed when defining the principles that will guide his administration at the head of the National Police.
The ceremony represented an act of institutional reaffirmation and commitment to strengthening public security, within the framework of the efforts promoted by the Government of Paraguay to consolidate more efficient, transparent institutions at the service of citizens.

El Presidente también ratificó el compromiso del Gobierno con el fortalecimiento de la Policía Nacional mediante mejores condiciones de trabajo, equipamiento, capacitación y bienestar para los agentes y sus familias. Una Policía más cercana, profesional y transparente Por su parte, elComisario General Comandante César Roberto Silguero Lobosagradeció la confianza depositada por el Gobierno y asumió el compromiso de liderar una gestión basada en la honestidad, la disciplina, el liderazgo y el profesionalismo. El nuevo comandante afirmó que la seguridad constituye una política de Estado y destacó el respaldo recibido para fortalecer las capacidades operativas, tecnológicas y humanas de la institución. En ese sentido, señaló que la Policía Nacional continuará impulsando la capacitación permanente de sus integrantes, la cooperación nacional e internacional contra el crimen organizado y acciones orientadas al bienestar integral del personal policial. El Comandante también reafirmó su compromiso con una institución más cercana a la ciudadanía, transparente y profesional, sustentada en el respeto a los derechos humanos y en una gestión orientada a generar confianza pública. “Servir con honor, liderar con integridad y transformar con visión”, expresó al definir los principios que guiarán su administración al frente de la Policía Nacional. La ceremonia representó un acto de reafirmación institucional y de compromiso con el fortalecimiento de la seguridad pública, en el marco de los esfuerzos impulsados por el Gobierno del Paraguay para consolidar instituciones más eficientes, transparentes y al servicio de la ciudadanía.
