Ideas expressed by President Miguel Díaz-Canel Bermúdez in the National Assembly of People's Power 🇨🇺:

• Historical responsibility: "#Cuba, our beloved Cuba, is experiencing the most difficult hours of this century and we have the historical responsibility to save it."

• Need for change: "It is time to change everything that has to be changed." "We also cannot believe that by doing the same thing and in the same way, we will be able to overcome this difficult moment."

• Awareness of the moment: "With full awareness of the moment we live in... we cannot think and act as in normal times, because they are not normal times."

• Institutional duty: "When the life of the people becomes so hard, the first duty of the Party, the revolutionary Government and this Parliament... is to change everything that needs to be changed to move forward."

• Social justice and wealth: "Transformations to rectify, but always in defense of socialism, to sustain and expand the social justice achieved, to create economic wealth and distribute equitably."

• National security and land: "The feeding of the Cuban people will be treated as a matter of national security. And we will have to put an end to idle land in Cuba."

• Unity and patriotism: "Whoever wants to build with Cuba... here is your home, and here is the open door. Because this country, at this time, does not have any Cubans left over. We need them all."

• National sovereignty: "Cuba sovereignly designs and proposes the changes that urgently need to be applied to overcome the crisis... without any permission other than that of its people." "Cuba is not going to ask for permission to exist nor will it surrender its sovereignty."

• Message to the United States: "To the United States government we say, without hatred, but without fear: if you really want to help the Cuban people, let us live."

• Participation and criticism: "Cuba needs more debate, not less. More participation, not less. More accountability, not less." "Cuba boils with disagreements and criticisms, most of them fair and honest. It is up to us to listen to them with respect and respond to them... with arguments, with solutions and, as far as possible, with facts."

• Destination of transformations: "Cuba changes to rise up. Cuba changes to live better. Cuba changes to remain free."

• Land management: It is required that each piece of idle land be put into production or handed over to whoever is willing to do so to guarantee food.

• Energy sovereignty: The incorporation of solar energy and renewable sources will be accelerated, facilitating the direct entry of foreign companies that supply technology such as panels and batteries to reduce costs.

• Technological incentives: Tariffs on the import of solar technologies were eliminated and progress will be made in eliminating taxes on their sale and installation, in addition to creating credit mechanisms so that they reach homes and essential services.

• Fuel sector: The marketing of fuel will be authorized through forms of non-state management under regulation and control of the State, seeking to improve access and order distribution.

• New subsidy scheme: We will go from subsidizing products to directly subsidizing vulnerable people "in their pockets", without intermediaries.

• Financial modernization: A more digital and agile banking system is sought that includes opening, under strict regulation, to state, private and foreign financial institutions.

• Business autonomy: The Socialist State Enterprise will be strengthened with real management capacity, separating the business function from the regulatory function through the creation of the National Institute of Business Assets.

• Investment by Cubans: A clear and respectful framework will be established so that Cubans residing in Cuba or abroad can invest, donate or contribute technology to the country.

• Future of youth and women's rights: The creation of opportunities to stop youth emigration is prioritized and the commitment to not allow setbacks in policies for the advancement of women is confirmed when implementing the new measures.

• Implementation methodology: Each measure will have those responsible, deadlines and indicators, and will be periodically reported on progress and what needs to be corrected.

• Political restructuring: The restructuring of the Government, State and Party apparatus will continue, unifying structures where necessary to gain efficiency.
