Mulino advierte que la seguridad de los panameños es prioridad y anuncia cambios duros contra la criminalidad
The President of the Republic, José Raúl Mulino, reaffirmed that the national security of the country and that of Panamanian families is a priority for the National Government. This premise has motivated the forceful actions that have been progressively implemented and that accelerated after the escape recorded in La Joyita; a fact that, he warned, will be investigated to the last consequences and whose perpetrators will receive the full weight of the law.
In his usual Thursday conference, held at the Las Garzas Palace Amphitheater, President Mulino reiterated that in the National Government there will be no legal or political protection in favor of anyone. Those who have some degree of responsibility for what happened will face the consequences, based on the internal investigations, the separation of positions and the criminal complaints that were already filed from the first days.
He mentioned that the authorities have continued with the strong search blocks, and that of the 195 prisoners who escaped, 178 are already back in jail. He added that the remainder are being searched for, regardless of whether they are high-profile prisoners or gang leaders, so that they can serve their sentences, in addition to those that will be added for escape. He explained that 155 prisoners have been prosecuted and will receive sentences of up to seven years for the escape; Of that total, 28 have already received the corresponding sentences.
"I do not have any protected - and I repeat -: I will sanction and denounce whoever corresponds, once I have objective information from the authorities who handle this. From the moment of the escape and the chaos that was generated afterwards, I gave clear instructions to urgently separate the guards and the head of security, impose order, carry out massive searches applying the law and respect to dismantle the gangs that operated from the prison, which are responsible for part of the violence in the streets," he stressed.
The president also clarified that, on the island of Coiba, where highly dangerous subjects have been transferred, new facilities are not being built, so the park in the area is not being affected. He specified that the structures used belong to the base of the National Aeronaval Service (SENAN), built when he served as Minister of Security, after prior consultations with environmental organizations.
"It is a basis for the purposes that serve us today to solve a serious problem. That facility is not in the National Park; it will be used to take care of the national and personal security of thousands of Panamanians who are not drug traffickers, murderers or rapists, who see how these thugs generate violence, even from prisons," he expressed. He added that what is in process is the construction of a station to add about 30 park rangers to protect the area.
Mulino questioned “the double standards” of those who today criticize the government's actions in terms of security and the transfer to the island of Coiba, but who remained silent when the Darién border was contaminated with the passage of thousands of irregular migrants, whose cleaning is currently costing millions of dollars. “I sincerely hope that these criticisms are not related to the attempt to protect the transferred characters,” he stressed.
"I am in favor of human rights, but always starting with the human rights of the victims, of the vast majority of Panamanians who are or can be victims of these criminals, not of them first. The prisoners have free electricity, but they use it to screw those who pay them for their food and electricity," he indicated.
The president also pointed out that what happened in La Joyita demonstrates that high-profile criminals take advantage of the resocialization idea inherited from the last century, confirming that the system has failed. Faced with this situation, the head of the Executive promised a decisive change.
"The prison is a hinge. We will generate the necessary changes, first with the officials who failed in their duty and then, with a prison culture that must change, adapted to the current needs of maintaining order, discipline and isolation. It is time to use harsh models that are giving results elsewhere, with new structures and public policies that I will announce on July 1," the president said.
Finally, he urged the police units to find as soon as possible the capture of those responsible for the crime of a girl student this Wednesday, who was a collateral victim of an attack against an adult who accompanied her and who had an extensive criminal record.

Añadió que se está buscando a los restantes, independientemente de que no sean presos de alto perfil o jefes de bandas, para que cumplan con sus penas, además de las que se les agregarán por la evasión. Detalló que 155 privados de libertad han sido judicializados y recibirán penas de hasta siete años por la fuga; de ese total, a 28 ya se les han impuesto las condenas correspondientes. “No tengo ningún protegido —y repito—: sancionaré y denunciaré a quien corresponda, una vez tenga la información objetiva de las autoridades que manejan esto. Desde el momento de la fuga y el caos que se generó después, di instrucciones claras de separar urgentemente a los guardias y al jefe de seguridad, imponer el orden, realizar requisas masivas aplicando la ley y el respeto para desarticular las bandas que operaban desde la cárcel, las cuales son responsables de parte de la violencia en las calles”, subrayó. El mandatario aclaró además que, en la isla de Coiba, a donde han sido trasladados sujetos de alta peligrosidad, no se están construyendo nuevas instalaciones, por lo que no se está afectando el parque de la zona. Precisó que las estructuras utilizadas pertenecen a la base del Servicio Nacional Aeronaval (SENAN), construida cuando ejerció como ministro de Seguridad, tras consultas previas con organismos ambientales. “Es una base para los propósitos que hoy nos sirven para resolver un grave problema. Esa instalación no está en el Parque Nacional; se usará para cuidar la seguridad nacional y personal de miles de panameños que no son narcos, asesinos o violadores, quienes ven cómo estos maleantes generan violencia, incluso desde las cárceles”, expresó. Agregó que lo que sí está en proceso es la construcción de una estación para sumar unos 30 guardaparques para proteger el área. Mulino cuestionó “la doble moral” de quienes hoy critican las acciones del gobierno en materia de seguridad y el traslado a la isla de Coiba, pero que callaron cuando se contaminaba la frontera de Darién con el paso de miles de migrantes irregulares, cuya limpieza está costando hoy millones de dólares. “Espero sinceramente que estas críticas no tengan relación con el intento de proteger a los personajes trasladados”, subrayó. “Estoy a favor de los derechos humanos, pero siempre empezando por los derechos humanos de las víctimas, de la inmensa mayoría de los panameños que somos o podemos ser víctimas de estos delincuentes, no de ellos primero. Los presos tienen la luz gratis, pero la usan para joder a quienes les pagan su comida y su luz”, indicó. El presidente señaló, además, que con lo ocurrido en La Joyita queda demostrado que los maleantes de alto perfil se aprovechan de la idea resocializadora heredada del siglo pasado, confirmando que el sistema ha fallado. Ante esta situación, el jefe del Ejecutivo prometió un cambio contundente. “La cárcel es una bisagra. Generaremos los cambios necesarios, primero con los funcionarios que incumplieron su deber y después, con una cultura carcelaria que debe cambiar, adaptada a las necesidades actuales de mantener el orden, la disciplina y el aislamiento. Es hora de utilizar modelos duros que están dando resultados en otras partes, con nuevas estructuras y políticas públicas que anunciaré el próximo primero de julio”, adelantó el mandatario. Finalmente, exhortó a las unidades policiales a dar cuanto antes con la captura de los responsables del crimen de una niña estudiante este miércoles, quien fue víctima colateral de un atendado contra un adulto que la acompañaba y que tenía un amplio prontuario delictivo.
