Concepción, Biobío Region. The President of the Republic, José Antonio Kast, participated this Thursday in the official delivery ceremony of the Urban Mitigation Master Plan (PMMU), a planning instrument developed to guide the recovery of the communes affected by the forest fires that impacted the Biobío Region during 2026. The activity was headed by the Regional Governor of Biobío, Sergio Giacaman, who formally presented the document to the President and the Minister of Housing and Urban Planning, Iván Podido. The ceremony also included the participation of regional authorities, mayors of the communes involved, representatives of the affected communities and the technical team in charge of preparing the plan. The Urban Mitigation Master Plan constitutes a pioneering initiative in the country that incorporates risk mitigation criteria into urban and territorial planning, with the aim of strengthening prevention, preparation for future emergencies and the resilience of the communities. During the activity, the person in charge of the PMMU and representative of the University of Bío-Bío, Sergio Baeriswyl, presented the main guidelines of the instrument, which seeks to guide the future development of the affected communes through planning that integrates security, sustainability and risk reduction. The PMMU provides a framework of action to guide the urban planning of the communes involved, strengthen prevention and preparation for emergencies, increase the resilience of the territories and coordinate the work between the Government, the Regional Government and the municipalities. The initiative is part of the reconstruction efforts promoted after the forest fires of the summer of 2026. and seeks to transform the lessons of the emergency into concrete tools to protect people, reduce vulnerabilities and promote safer and more sustainable urban development for the Biobío Region.
