Presidente Abinader: Gobierno actuará como una sola estructura para garantizar una respuesta efectiva ante temporada ciclónica
Santo Domingo.–President Luis Abinader, while receiving this Wednesday the Contingency Plan for the 2026 Cyclonic Season presented by the Emergency Operations Center (COE), announced the convening of a Government Council and a meeting with municipal authorities, with the aim of guaranteeing that all State institutions and local governments undertake the necessary planning and preparation for any eventuality.
During the activity, held at the COE facilities, the president highlighted the importance of the National Contingency Plan, which aims to strengthen the country's capacity for preparation, coordination and response to possible hydrometeorological phenomena during the current cyclonic season.
“We are announcing this National Contingency Plan and next week we are going to call a Government Council and then a meeting with the entire municipality so that they assume this National Contingency Plan and we plan and prepare for any eventuality,” said President Abinader.
The head of state indicated that the country must prepare not only for storms and hurricanes, but also for other phenomena associated with climate change, including the El Niño phenomenon.
"We are living, according to experts, due to all the changes and global warming, times of extremes. A month ago we had hailstorms and now we have intense heat. This is reflected in the climate and that is why we must have more and more preparation and planning," he said.
Likewise, he assured that the Government will work in a coordinated manner and as a single structure to guarantee an effective response to any emergency. “We are going to work in coordination and as a single government to prepare ourselves for any eventuality,” he pointed out.
During the event, a simulation was carried out that recreated the hypothetical impact of a highly intense atmospheric phenomenon on different regions of the country, which made it possible to evaluate the communication protocols, inter-institutional coordination, resource mobilization, early warning procedures, preventive evacuation and humanitarian assistance contemplated in the 2026 Contingency Plan.
The director of the COE, retired major Juan Manuel Méndez García, highlighted that this type of exercises constitutes a fundamental tool to identify strengths and opportunities for improvement in risk management mechanisms.
"Preparation is the best tool to protect lives. This exercise allows us to check the response capacity of the institutions and strengthen the coordination necessary to act efficiently in the face of any threat that could affect the national territory during the cyclonic season," said Méndez García.
The authorities indicated that this exercise made it possible to verify the operational capacities of the relief agencies and support institutions, as well as the availability of resources and the effectiveness of the processes established for care and recovery in the event of possible emergency situations.
The hurricane season in the Atlantic extends from June 1 to November 30, 2026. Given the projections of an active season, the authorities reiterated the call to the population to stay informed through official channels, know their family emergency plans and follow the guidelines issued by the competent agencies.
The exercise included the participation of the Minister of Public Works and Communications, Eduardo Estrella; the director of the Dominican Institute of Meteorology (Indomet), Gloria Ceballos; of the Civil Defense, Juan Salas; of the National Police, Major General, Andrés Modesto Cruz Cruz; from the National Emergency Assistance and Security System 9-1-1, Colonel Randolfo Rijo Gómez (ERD), and from the National Institute of Hydraulic Resources (Indrhi), Olmedo Caba; as well as representatives of other institutions that make up the National Disaster Prevention, Mitigation and Response System.
With this simulation, the Dominican Government reaffirms its commitment to continue strengthening national capacities for prevention, preparation and response to disasters, promoting articulated risk management and greater protection of the population.

Este ejercicio nos permite comprobar la capacidad de respuesta de las instituciones y fortalecer la coordinación necesaria para actuar de manera eficiente ante cualquier amenaza que pudiera afectar al territorio nacional durante la temporada ciclónica”,expresó Méndez García. Las autoridades indicaron que este ejercicio permitió verificar lascapacidades operativas de los organismos de socorro y de las instituciones de apoyo, así como la disponibilidad de recursos y la efectividad de los procesos establecidos para la atención y recuperación ante posibles situaciones de emergencia. La temporada ciclónica en el Atlántico se extiendedel 1 de junio al 30 de noviembre de 2026. Ante las proyecciones de unatemporada activa, las autoridades reiteraron el llamado a la población a mantenerse informada a través de loscanales oficiales,conocer susplanes familiares de emergenciay seguir lasorientacionesemitidas por losorganismos competentes. El ejercicio contó con la participación del ministro de Obras Públicas y Comunicaciones,Eduardo Estrella; la directora del Instituto Dominicano de Meteorología (Indomet),Gloria Ceballos; de la Defensa Civil,Juan Salas; de la Policía Nacional, mayor general,Andrés Modesto Cruz Cruz; del Sistema Nacional de Atención a Emergencias y Seguridad 9-1-1, coronelRandolfo Rijo Gómez(ERD), y del Instituto Nacional de Recursos Hidráulicos (Indrhi),Olmedo Caba; así como representantes de otras instituciones que integran elSistema Nacional de Prevención, Mitigación y Respuesta ante Desastres.
