Colina, June 17, 2026.-The President of the Republic, José Antonio Kast, led this Wednesday the signing of the Framework Cooperation Agreement to accelerate the Penitentiary Infrastructure Master Plan, an initiative that brings together the ministries of Justice and Human Rights, Public Security and Public Works with the aim of strengthening the capacity of the penitentiary system and better confront organized crime. The activity was carried out at the Colina Penitentiary Complex and included the participation of Minister of Justice and Human Rights, Fernando Rabat; the Minister of Public Security, Martín Arrau; and the bi-minister of Public Works, Transport and Telecommunications, Louis de Grange. The agreement will expedite the construction of new penitentiary establishments, the expansion of existing infrastructure and the re-tendering of various facilities, taking advantage of the technical and operational experience of the Ministry of Public Works in the development of projects under the concession system. The initiative is part of the Government's strategy to respond to the challenges faced by the national penitentiary system, including overcrowding, overcrowding, deterioration of infrastructure and the need to have modern facilities that allow adequate segregation of inmates and better control of criminal organizations. Within the framework of the agreement, the Ministries of Justice and Public Security will act as principal entities, in charge of financing the processes, managing land, processing the necessary approvals and providing the technical background required for each project. For its part, the Ministry of Public Works will assume the execution of the bidding and concession processes, in addition to the technical and financial monitoring of the initiatives.
