ETESA adelanta inversión estratégica de $286 millones para recibir aumento de la generación
A report presented to the Cabinet Council by the manager of the Electric Transmission Company S.A. (ETESA), Roy Morales, details the management for two years to expand the capacity of the electrical infrastructure and its reliability, which entails an investment of 286 million dollars to meet the need for the transmission demand and insertion of about 1,000 megabytes of renewable energy by 2028.
This million-dollar strategic investment - from 2024 to date - reinforces the national interconnected system, achieving one hundred percent completion of the Sabanitas Panama 3 transmission line, which houses the thermal generation of the Gatún generator, thus strengthening the energy supply of the main load center, in addition to the 91 percent progress of the GIS Burunga substation, which represents the repowering of lines.
“The sole purpose and mission of ETESA is the transmission of high voltage energy to supply national demand, and with this investment we are guaranteeing that this operation is fulfilled through reuse,” explained the manager.
He explained that reuse has been the only measure available to address the need to receive these thousand megabytes of renewable energy and to do so, the network must be robust and technologically updated with its substations, capable of capturing the energy of having a growing solar and wind array in 2028.
He added that he received a company whose financial rating was lowered, which has been recovered by 2026 with this operational and financial progress that has been internationally recognized, reaching a BB- rating granted by S&P Global Ratings and, subsequently, a local AA- rating by BRC Ratings.
In relation to the energy tender and the impact for the country, he highlighted that ETESA is the manager of an act based on a reference document in conjunction with the Ministry of Energy and ASEP, which has allowed the development of new investments whose winners represent approximately between 400 and 500 million dollars that will be invested in the area of Coclé, Herrera and Penonomé.
Morales concluded his presentation by pointing out that he hopes that these tenders will have an impact on the final rate for users and that this investment will bear fruit.

Un informe presentado al Consejo de Gabinete por el gerente de la Empresa de Transmisión Eléctrica S.A. (ETESA), Roy Morales, detalla la gestión durante dos años para ampliar la capacidad de la infraestructura eléctrica y su confiabilidad, lo que conlleva una inversión de 286 millones de dólares para hacer frente a la necesidad de la demanda de transmisión e inserción de unos 1000 megas de energía renovable para el año 2028. Esta millonaria inversión estratégica –del 2024 a la fecha- refuerza el sistema de interconectado nacional, logrando culminar al cien por ciento la línea de transmisión Sabanitas Panamá 3, que acoge la generación térmica de la generadora Gatún, fortaleciendo así el abastecimiento energético del principal centro de carga, además del avance del 91 por ciento de la subestación GIS Burunga, que representa la repotenciación de líneas. “El único propósito y misión de ETESA es la transmisión de energía de alta tensión para suplir la demanda nacional, y con esta inversión estamos garantizando que esa operación se cumpla a través de la reutilización”, detalló el gerente. Explicó que la reutilización ha sido la única medida que se tiene para hacer frente a la necesidad de recibir estos mil megas de energía renovable y para ello la red debe ser robusta y tecnológicamente actualizada con sus subestaciones, capaz para en el 2028 captar la energía de tener una matriz solar y eólica en crecimiento. Añadió que recibió una empresa a la cual le bajaron la calificación financiera, misma que se ha logrado recuperar para el 2026 con este avance operativo y financiero que ha sido reconocido internacionalmente alcanzando una calificación BB- otorgada por S&P Global Ratings y, posteriormente, una calificación local AA- por parte de BRC Ratings. Con relación a la licitación de energía y el impacto para el país destacó que ETESA es el gestor de un acto basado en un pliego de referencia en conjunto con la Secretaría de Energía y la ASEP, lo que ha permitido desarrollar nuevas inversiones cuyos ganadores representan aproximadamente entre 400 y 500 millones de dólares que van a invertir en el área de Coclé, Herrera y Penonomé. Morales culminó su presentación señalando que espera que estas licitaciones obtengan el impacto en la tarifa final para los usuarios y que esta inversión tenga frutos.
