Ministerio de Salud Pública pone en circulación documentos técnicos para fortalecer la calidad y seguridad de la atención sanitaria
Santo Domingo.– The Ministry of Public Health presented eight technical, health, informative and educational documents aimed at strengthening the quality, safety and response capacity of the Dominican health system, as part of the stewardship actions carried out by the institution.
During the event, the Minister of Public Health, Víctor Atallah, highlighted that standards, guides and protocols constitute one of the most important tools to guarantee safe, equitable health services based on scientific evidence.
"Standards, guides and protocols constitute one of the main protection mechanisms of a health system. They protect those who receive care and also those who provide it, by offering services with clear criteria supported by the best available evidence," he stated.
The official pointed out that the care a patient receives begins long before arriving at an office or hospital, since behind each diagnosis and treatment there is important technical work that guides clinical decisions and public health policies.
Among the documents presented, the Protocol for comprehensive care for people exposed to the rabies virus stood out, as well as the Protocol for the detection, evaluation and maintenance of multi-organ donors in brain death.
The director of the National Transplant Coordination Institute (Incort), José Juan Castillos, considered it essential to have a new protocol, since it will serve to strengthen the organ donation and transplant processes in the country.
He explained that this “instrument will allow us to standardize the procedures for identifying and managing potential donors, guaranteeing transparency, respect for human dignity and greater confidence of the population in the transplant system.”
The person in charge of the Health Technical Department, Anel Payero, highlighted that the methodological and health review of these documents guarantees that the information disseminated by health institutions is scientific, accurate, updated and aligned with current regulations.
The presentation of the aforementioned documents was led by Marina Torres, Standards, Guides and Protocols analyst, who highlighted that these processes strengthen the quality of the technical contents, promote patient safety and favor decision-making based on scientific evidence.
With this initiative, the Ministry of Health strengthens the health leadership and the continuous improvement of health services, through technical instruments that guarantee quality care for the entire population.
Vice ministers, departmental directors, the national director of Dentistry of the National Health Service (SNS), among other special guests, also participated in the activity.

Entre los documentos presentados, resaltó elProtocolo de atención integral a personas expuestas al virus de la rabia,así como también elProtocolo para la detección, evaluación y mantenimiento del donante multiorgánico en muerte encefálica. El director del Instituto Nacional de Coordinación de Trasplante(Incort),José Juan Castillos,considerófundamental contar con un nuevo protocolo,puesto que servirá para fortalecer los procesos de donación y trasplante de órganos en el país. Explicó que este“instrumento permitirá estandarizar los procedimientos de identificación y manejo de potenciales donantes, garantizando transparencia, respeto a la dignidad humana y mayor confianza de la población en el sistema de trasplantes”. La encargada del Departamento Técnicos Sanitarios,Anel Payero, resaltó que larevisión metodológica y sanitariade estos documentos garantiza que lainformacióndifundida por las instituciones de salud seacientífica, precisa, actualizada y alineadacon las normativas vigentes. La presentación de los referidos documentos estuvo a cargo deMarina Torres, analista de Normas, Guías y Protocolos, quien resaltó que estos procesos fortalecen lacalidadde los contenidos técnicos, promueven laseguridadde los pacientes y favorecen latoma de decisiones sustentadas en evidencia científica. Con esta iniciativa, el Ministerio de Salud fortalece la rectoría sanitaria y la mejora continua de los servicios de salud, mediante instrumentos técnicos que garanticen unaatención de calidad para toda la población. En la actividad participaron, además, viceministros, directores departamentales, el director nacional de Odontología del Servicio Nacional de Salud (SNS), entre otros invitados especiales.
