In this context, he pointed out that the MEC sent the Public Ministry records related to more than 500 titles with irregularities, after inconsistencies were detected during the verification processes. He indicated that the Prosecutor's Office reported that approximately half of these documents have an unknown origin, so the corresponding investigations continue.
Audits and investigations in progress
The minister reported that the MEC began a comprehensive audit in the field of higher education with the objective of identifying possible administrative shortcomings, strengthening internal processes and determining possible responsibilities in the cases investigated.
He noted that the first preliminary results will be available in the coming days and reiterated that all the actions promoted seek to consolidate a more transparent, reliable educational system aligned with the quality standards required for the development of the country.
“We are in a dialogic attitude, but also firm to put order in the higher education system, establish clear rules and guarantee that students receive quality training,” he stated.
Advances in quality and academic accreditation
Minister Luis Ramírez highlighted that the new requirements implemented allowed progress in the purification of the university system and strengthening the accreditation processes.
As a result, 1,080 courses were closed because they did not meet the necessary conditions to continue operating or did not meet the requirements established for their qualification and accreditation.
Likewise, he pointed out that there is currently one of the highest levels of career accreditation, driven by the application of more rigorous controls for the authorization and operation of academic programs.
Tools for greater traceability and transparency
The head of the MEC also highlighted the implementation of the Single Higher Education Student Registry, a tool that allows for detailed information on the entire academic career of students from 2024.
He explained that this system records data on enrollment, subjects taken, teachers and evaluations, strengthening the traceability and control mechanisms within the university system.
According to him, this tool will prevent irregularities, improve verification processes and generate more detailed information for decision-making.
More controls to strengthen higher education
The minister explained that the measures adopted are part of a broad process aimed at consolidating a university system with clear rules, effective supervision mechanisms and greater guarantees for students and professionals.
He highlighted the coordinated work between the MEC, the National Council of Higher Education (CONES), the National Agency for Evaluation and Accreditation of Higher Education (ANEAES) and the Public Ministry.

Avances en calidad y acreditación académica El ministro Luis Ramírez resaltó que las nuevas exigencias implementadas permitieron avanzar en la depuración del sistema universitario y fortalecer los procesos de acreditación. Como resultado,1.080 carreras fueron cerradasal no reunir las condiciones necesarias para continuar funcionando o no cumplir con los requisitos establecidos para su habilitación y acreditación. Asimismo, señaló que actualmente se registra uno de los niveles más altos de acreditación de carreras, impulsado por la aplicación de controles más rigurosos para la habilitación y funcionamiento de programas académicos. Herramientas para una mayor trazabilidad y transparencia El titular del MEC destacó además la implementación delRegistro Único del Estudiante de Educación Superior, una herramienta que permite contar con información detallada sobre toda la trayectoria académica de los estudiantes desde el año 2024. Explicó que estesistema registra datos sobre matrículas, asignaturas cursadas, docentes y evaluaciones,fortaleciendo los mecanismos de trazabilidad y control dentro del sistema universitario. Según indicó, esta herramienta permitirá prevenir irregularidades, mejorar los procesos de verificación y generar información más detallada para la toma de decisiones. Más controles para fortalecer la educación superior El ministro explicó que las medidas adoptadas forman parte de un amplioproceso orientado a consolidar un sistema universitario con reglas claras, mecanismos de supervisión efectivos y mayores garantías para estudiantes y profesionales. Destacó eltrabajo coordinado entre el MEC, el Consejo Nacional de Educación Superior (CONES), la Agencia Nacional de Evaluación y Acreditación de la Educación Superior (ANEAES) y el Ministerio Público.
