Contraloría lanza Sistema Nobaci Sector Salud para fortalecer control interno hospitalario
Santo Domingo.-The Comptroller General of the Republic (CGR) launched the Nobaci Health Sector System, an innovative technological platform designed to strengthen internal control in public hospitals, as part of the actions ordered by President Luis Abinader to raise the levels of transparency, efficiency and risk-based management within the national hospital network.
The initiative was presented by the Comptroller General of the Republic, Geraldo Espinosa Pérez, during an event in which he highlighted that it is part of the institutional transformation promoted by the Comptroller's Office to convert internal control into a more preventive, technological and results-oriented tool.
"The strengthening of internal control in the health sector is not only an administrative issue. It is a guarantee of better public management, protection of State resources, strengthening the quality of spending and, above all, a direct contribution to better services for the Dominican population," said the comptroller.
Also speaking at the event was the executive director of the National Health Service (SNS), Julio Landrón, who maintained that the implementation of the system will contribute to improving the institutional governance of hospitals, promoting a culture of compliance and accountability, while reiterating the commitment to work in communion with the Comptroller's Office to make the operation of said tool effective.
The Nobaci Health System was developed by the Regulatory Development Directorate, in coordination with the National Health Service and the Information and Communication Technology Directorate of the Comptroller's Office. The tool incorporates a specialized sector matrix for hospitals, prepared from technical tables, inter-institutional validations and the analysis of the main operational risks faced by the public health system.
The controller indicated that the new platform integrates more than one hundred requirements organized in accordance with the regulatory components of the Basic Internal Control Standards (Nobaci), aligned with the clinical, administrative, financial and healthcare processes of hospital centers.
He maintained that, unlike traditional evaluation models, the system will allow the objective measurement of the maturity, effectiveness and sufficiency of hospital internal controls, through digital evaluation by Nobaci components, continuous monitoring, automated tracking of findings, real-time notifications, generation of sectorized reports and structured evidence management.
The official also highlighted that the launch of the Nobaci Health System is the first of a set of sectors that will also be impacted with said action, which marks the formal beginning of the sectorization of internal control in the Dominican Public Administration.
During the event, the director of Planning and Development of the National Health Service, Ilka González, presented her experience on the functionality of the system, after receiving instructions on how it works and putting it into practice effectively.
The event brought together a significant representation of executives and collaborators from the Comptroller's Office and the SNS, including Rolando Saldivar, head of Special Audits and Investigations at CGR; Dr. Edisson Féliz Féliz, director of the Metropolitan Regional Health Service, and Jennifer Lois, director of the Regulatory Development Directorate of the Comptroller General of the Republic.

El Sistema Nobaci Salud fue desarrollado por laDirección de Desarrollo Normativo, en coordinación con elServicio Nacional de Salud y la Dirección de Tecnología de la Información y Comunicación de la Contraloría. La herramienta incorpora una matriz sectorial especializada para hospitales, elaborada a partir de mesas técnicas, validaciones interinstitucionales y el análisis de losprincipales riesgos operativosque enfrenta el sistema sanitario público. El contralor indicó que la nueva plataforma integra más de cien requerimientos organizados conforme a los componentes normativos de lasNormas Básicas de Control Interno(Nobaci), alineados a los procesos clínicos, administrativos, financieros y asistenciales propios de los centros hospitalarios. Sostuvo que, a diferencia de los modelos tradicionales de evaluación, el sistema permitirá medir de manera objetiva lamadurez, efectividad y suficienciade los controles internos hospitalarios, a través de laevaluación digital por componentes Nobaci, monitoreo continuo, seguimiento automatizado de hallazgos, notificaciones en tiempo real, generación de reportes sectorizados y gestión estructurada de evidencias. El funcionario también destacó que el lanzamiento del Sistema Nobaci Salud es el primero de un conjunto de sectores que también serán impactados con dicha acción, lo que marca el inicio formal de lasectorización del control internoen la Administración pública dominicana. Durante el acto, la directora de Planificación y Desarrollo del Servicio Nacional de Salud,Ilka González, expuso su experiencia sobre lafuncionalidad del sistema, luego de recibir instrucciones de cómo funciona y ponerlo en práctica de forma efectiva.
