Presidente Abinader inaugura carretera Carrizal–La Piedra–La Guázuma
San José de las Matas.- After decades of waiting, President Luis Abinader inaugurated this Saturday the Carrizal–La Piedra–La Guázuma crossing highway, a work carried out by the Dominican Hydroelectric Generation Company (Egehid), which promotes agricultural production, improves family mobility and strengthens the ecotourism potential of the mountain communities of San José de las Matas, contributing to their economic and social development.
The road intervention, with an investment of more than RD 362 million, is part of Egehid's commitment to the comprehensive development of the communities located in the areas of influence of the national hydroelectric complexes, within the framework of its Corporate Social Responsibility Program, particularly in the surroundings of the Tavera–Bao and López-Angostura complexes.
The highway directly impacts the communities of Carrizal, La Piedra and La Guázuma, facilitating safer, more efficient and permanent connectivity for hundreds of families that historically faced access and mobility limitations.
During the event, the administrator of Egehid, Rafael Salazar, highlighted that in the mountains the Government has impacted more than 200 kilometers, including highways, local roads and internal streets, some completed and others in the process of development, most of which are projected to be completed before the end of December, to continue bringing development and connectivity to communities that have been waiting for these investments for many years. “And now the results are being seen.”
Salazar highlighted that the highway was built with high quality standards and includes sewers, drainage systems, slope stabilization, protective walls, signage and other road safety elements that guarantee safe and lasting mobility for residents and visitors to the area and assured that each inauguration leaves communities empowered, satisfied and aware of the results of the policies promoted by President Luis Abinader.
He said that this work represents more than a means of communication, it represents development, integration, security, opportunities for youth, to study, to improve health, education, eco-development, investments in the area, and has a positive impact on the entire population. "This also means entrepreneurship, it strengthens a road connection that has been expected for decades. I remember that some people told us 'you are coming here, we hope you finish it because we are already tired of promises.'"
He added: “When we start and finish with quality we feel satisfied and we make you feel that a quality work was done that benefits the community and development.”
The Egehid administrator urged the communities to preserve the infrastructure and work together with neighborhood associations, community leaders and authorities to maintain a permanent cleaning, maintenance and control program that allows the work to be kept in optimal conditions over time.
Likewise, he proposed the elaboration of a territorial planning plan and a comprehensive development plan for the Sierra, with a long-term vision that allows preserving its natural resources and guaranteeing organized growth. “May we have a beautiful, orderly, planned Sierra, and that development does not allow the Sierra to become suburbanized,” he expressed.
The official stated that the inaugurated works show that when there is a will to serve and resources are managed correctly, the results are visible.
He pointed out that the impact achieved by Egehid in the communities near the dams and hydroelectric plants has been possible thanks to the coordination with the authorities, the permanent monitoring of the projects and the active participation of the communities.
Salazar thanked the community leaders, the commission of overseers, the churches and families in the area for their support and patience during the construction process, highlighting that the joint effort allowed the works to be completed satisfactorily and with the expected quality levels.
He emphasized that when the Government, the authorities and the community come together, there is no way to fail when there is commitment because any problem is resolved immediately and added that it has been President Abinader's guidance that a work like this, which began with 9.8 kilometers and which with the tickets was taken to more than 12 kilometers, was done to its satisfaction and quality.
Finally, he expressed that President Luis Abinader “has known how to handle the helm of the country and take it to a safe harbor” in the face of the challenges faced since 2020, also highlighting that during his administration one of the largest investments in infrastructure and community development has been made for the benefit of the different regions of the country.
The work represents an important boost for the socioeconomic development of the Sierra de Santiago, by improving the conditions of transportation of people, goods and services, contributing to the revaluation of properties in the area and strengthening the ecotourism and productive potential of the mountain communities located in the Yaque del Norte river basin.
The project included the execution of important road infrastructure works, including structural filling, placement of subbase and lime-stabilized base, as well as slope protection work using geotextile to guarantee the stability and durability of the road.
Likewise, it contemplated the construction of sidewalks, containers and gutters, in addition to the installation of sewer crossings with their respective heads and dissipators, contributing to adequate management of rainwater and mitigation of risks associated with climatic events.
As part of the completions, the construction of speed bumps and vehicular accesses, the application of primer irrigation and the placement of a two-inch thick compacted asphalt layer were carried out, guaranteeing quality standards and road safety for users.
Road provides more quality of life
Meanwhile, the governor of the province of Santiago, Rosa Santos, stated that this highway lives up to what the people deserve. “Congratulations on this highway, President Luis Abinader has undoubtedly been paying attention to the Sierra,” he expressed, while urging the community to take care of it because it gives them quality of life, multiplies savings and makes companies invest while generating jobs.
Likewise, the mayor of the municipality of San José de las Matas, Alfredo Reyes, expressed that the entire mountain range is rejoicing, due to the chaos involved in reaching this hard-working community and that today the lives of families are transformed with this highway, after ensuring that the money is invested in works with this quality, it is an investment, not an expense and he highlighted the responsibility with which the Government is investing the money. “Mr. President, the community of La Sierra thanks you eternally, for La Sierra will be a before and after. You have been a blessing for the mountains, a blessing for the country, we mountain people and the entire country will have to remember you as the best president."
In addition, Professor Wilys Díaz spoke on behalf of the community, expressing that today is a day of joy, gratitude and celebration since after years of waiting, today they can say that they have a quality road.
He recalled that on one occasion, President Abinader told them that when he was president the municipality of San José de las Matas would change and that after his arrival in the Government he feels before and after, while he cited important works such as the hospital, school transportation, so that children arrive safely and the first hit of the aqueduct, which he said, is a change for the mountain people.
"Mr. President, we express our most sincere gratitude for this highway that benefits all neighboring communities and provides ease of transportation and commerce, and today, thanks to this great project, the investment is doubling."
The blessing of the event was carried out by the parish priest of San José de las Matas, Manuel Segura, who expressed that the mountain area and, especially, the community of El Carrizal, feels very grateful to President Abinader for the delivery of this highway.

Salazar destacó que la carretera fue construida conaltos estándares de calidade incluye alcantarillas, sistemas de drenaje, estabilización de taludes, muros de protección, señalización y otros elementos de seguridad vial que garantizan unamovilidad segura y duraderapara los residentes y visitantes de la zona y aseguró que cada inauguración deja comunidades empoderadas, satisfechas y conscientes de los resultados de laspolíticas impulsadas por el presidente Luis Abinader. Dijo que esta obra representa más que una vía de comunicación, representadesarrollo, integración, seguridad, oportunidadespara la juventud, para estudiar, para mejorar la salud, la educación, el eco desarrollo, las inversiones en la zona, e impacta de manera positiva en toda la población.“Esto significa, también, emprendimiento, fortalece una conexión vial esperada por décadas. Recuerdo que algunas gentes nos decían ‘ustedes están llegando acá, esperamos que la terminen porque ya estamos cansados de promesas’”. Agregó: “Cuando arrancamos y terminamos con calidad nos sentimos satisfechos y hacemos que ustedes sientan que se hizo una obra de calidad que va en beneficio de la comunidad y el desarrollo”. El administrador de Egehid exhortó a las comunidades apreservar la infraestructuray trabajar junto con las juntas de vecinos, líderes comunitarios y autoridades para mantener un programa permanente delimpieza, mantenimiento y controlque permita conservar la obra en óptimas condiciones a lo largo del tiempo. Asimismo, propuso la elaboración de unplan de ordenamiento territorialy un plan integral de desarrollo para la Sierra, con una visión a largo plazo que permitapreservar sus recursos naturalesy garantizar uncrecimiento organizado.“Que tengamos una Sierra hermosa, ordenada, planificada, y que el desarrollo no permita que se arrabalice la Sierra”,expresó. El funcionario afirmó que las obras inauguradas evidencian que cuando existe voluntad de servir ylos recursos se administran correctamente,los resultados son visibles. Señaló que el impacto alcanzado por Egehid en las comunidades cercanas a las presas e hidroeléctricas ha sido posible gracias a lacoordinación con las autoridades, el seguimiento permanente a los proyectos y la participación activa de las comunidades. Salazar agradeció a los líderes comunitarios, la comisión de veedores, las iglesias y las familias de la zona por surespaldo y pacienciadurante el proceso de construcción, destacando que el esfuerzo conjunto permitió culminar las obras de manera satisfactoria y con losniveles de calidad esperados. Enfatizó que cuando unen elGobierno, las autoridades y la comunidad, no hay forma de fallar cuando hay compromiso porque cualquier problema se resuelve en lo inmediato y agregó que ha sido una orientación del presidente Abinader, que una obra como esta, que comenzó con9.8 kilómetrosy que con las entradas se llevó a más de 12 kilómetros, se hizo parasatisfacción y calidadde la misma. Finalmente, expresó que el presidente Luis Abinader “ha sabido manejar el timón del país y llevarlo a puerto seguro”frente a los desafíos enfrentados desde 2020, resaltando además que durante su gestión se ha realizado una de lasmayores inversiones en infraestructuray desarrollo comunitario en beneficio de las distintas regiones del país. La obra representa un importante impulso para eldesarrollo socioeconómico de la Sierra de Santiago, al mejorar las condiciones de transporte de personas, bienes y servicios, contribuir a la revalorización de las propiedades de la zona y fortalecer elpotencial ecoturístico y productivode las comunidades de montaña ubicadas en la cuenca del río Yaque del Norte. El proyecto incluyó la ejecución de importantes trabajos de infraestructura vial, entre ellos relleno estructural, colocación de subbase y base estabilizada con cal, así como labores de protección de taludes mediante geotextil para garantizar laestabilidad y durabilidadde la vía. Asimismo, contempló la construcción de aceras, contenes y canaletas, además de la instalación de cruces de alcantarillas con sus respectivos cabezales y disipadores, contribuyendo a un adecuado manejo de las aguas pluviales y a lamitigación de riesgosasociados a eventos climáticos. Como parte de las terminaciones, se ejecutó la construcción de badenes y accesos vehiculares, la aplicación de riego de imprimación y la colocación de carpeta asfáltica de dos pulgadas de espesor compactado, garantizandoestándares de calidad y seguridad vialpara los usuarios. Carretera aporta más calidad de vida En tanto, la gobernadora de la provincia de Santiago,Rosa Santos, manifestó que esta carretera está a la altura de lo que la gente merece. “Felicidades por esta carretera, el presidente Luis Abinader sin dudas que ha estado pendiente de la Sierra”,expresó, al tiempo que exhortó a los comunitarios a cuidarla porque les aporta calidad de vida, multiplica los ahorros y hace que las empresas inviertanmientras se generan empleos. Asimismo, el alcalde del municipio de San José de las Matas,Alfredo Reyes,expresó que toda la sierra está de regocijo, debido al caos que implicaba llegar a esta laboriosa comunidad y que hoy las vidas de las familias se ven transformadas con esta carretera, tras asegurar que el dinero se invierte enobras con esta calidad,es una inversión, no un gasto y destacó la responsabilidad con la que el Gobierno está invirtiendo el dinero.“Señor presidente, la comunidad de La Sierra le agradece eternamente, para La Sierra será un antes y un después. Usted ha sido una bendición para la sierra, una bendición para el país, nosotros los serranos y todo el país tendremos que recordarlo como el mejor presidente”. Además, en representación de la comunidad habló el profesorWilys Díaz,quien expresó que, hoy es un día dealegría, gratitud y celebraciónya que después de años de espera hoy pueden decir que tienen una carretera de calidad. Recordó que en una ocasión, el presidente Abinader les expresó que cuando fuera presidente el municipio de San José de las Matas cambiaría y que después de su llegada al Gobierno se siente elantes y el después,al tiempo que citó obras importantes como el hospital, transporte escolar, para que los niños lleguen seguros y el primer picazo del acueducto, lo cual dijo, escambio para los serranos. “Señor presidente, le expresamos nuestro más sincero agradecimiento por esta carretera que beneficia a todas las comunidades vecinas y da facilidad para el transporte, el comercio y hoy gracias a este gran proyecto la inversión se está duplicando”. La bendición del acto estuvo a cargo del párroco de San José de las Matas,Manuel Segura,quien expresó que la zona sierra y, en especial, la comunidad deEl Carrizal,se siente muy agradecida del presidente Abinader por la entrega de esta carretera.
