Gobierno de la República presenta a diputados proyectos de Ley para desarrollar el proyecto Ciudad Gobierno
• Government presents projects: a bill for the authentic interpretation of Articles 67 and 77 of the General Public Procurement Law No. 9986 and another that consists of a Reform of said articles. • Although the Government of the Republic considers that the best route is the bill for authentic interpretation, it presents two alternatives so that the Deputies, within the framework of their powers, select the option that they consider most viable. The Government of the Republic presents to the legislative stream two bills with the purpose of the deputies empowering the development of the City Government project, given the interpretation of the Comptroller General of the Republic that stopped its development. Two bills are presented with the desire that the deputies have several options, and that it is their responsibility to choose the one that they consider has the most political viability in the framework of its consequences, despite the fact that the Government of the Republic considers that the initiative that best suits is the text of Authentic Interpretation of articles 67 and 77 of the General Law of Public Procurement. The projects presented by the Executive consist: the first in an authentic interpretation of articles 67 and 77 of the General Public Procurement Law No. 9986, which seeks to clarify that the spirit of the legislator and the content of these regulations do not restrict the development of projects under special mechanisms on public lands as interpreted by the Comptroller General of the Republic. The second bill consists of a reform to the General Public Procurement Law No. 9986, in its articles 67 and 77, in such a way that they expressly consider or authorize the development of this type of projects under special mechanisms on public lands. It is important to indicate that the City Government project has an estimated cost of $450,000,000 USD, aims to house 35 public institutions and hopes to be developed under the figure of operating lease with CABEI on land owned by MOPT located in the vicinity of Plaza González Víquez. In this regard, the President of the Republic, Rodrigo Chaves, stated: "We are giving the deputies the only two projects so that City Government becomes a reality, we are giving them two paths so that they can choose the one that seems best to develop the project. We consider that the best path is the Authentic Interpretation Project, but that is a political decision of the Legislative Assembly and if the deputies prefer another path, they also have the text at their disposal. No one now has a way to say that the Project is not going City Government.” Furthermore, President Chaves argued: "with the ₡30,000,000.00 per year, we would build at least 35 new schools or colleges, one San Carlos Route per year, half Route 32, half a hospital like the one in Turrialba, we would develop long-awaited investments that the country greatly needs. Today it is more important to see who is right, to find the path that allows us to provide the State with the tools to develop public works like these." On the other hand, the Minister of the Ministry of National Planning and Economic Policy and coordinator of the project, said "we trust that the deputies will give utmost importance to the processing of the draft laws that allow us to continue with the development of the City Government project and that, at the same time, allow us to clarify the scope of the mechanisms in public contracting, in such a way that all public institutions such as the powers of the State, municipalities, public companies and others, can without problems execute development projects at the national level."

• Gobierno presenta proyectos: un proyecto de Ley de interpretación auténtica de los Artículos 67 y 77 de la Ley General de Contratación Pública Nº 9986 y otro que consiste en una Reforma de dichos artículos.• A pesar de que el Gobierno de la República considera que la mejor ruta es el proyecto de Ley de interpretación auténtica, presenta dos alternativas para que los Diputados, en el marco de sus competencias, seleccionen la opción que consideren más viable.El Gobierno de la República presenta a la corriente legislativa dos proyectos de ley con el propósito de que los diputados faculten el desarrollo del proyecto Ciudad Gobierno, ante la interpretación de la Contraloría General de la República que detuvo su desarrollo. Se presentan dos proyectos de ley con el afán de que los diputados cuenten con varias opciones, y que sea su responsabilidad elegir la que consideren poseen más viabilidad política en el marco de sus consecuencias, ello a pesar, de que el Gobierno de la República estima que la iniciativa que mejor se adecúa es el texto de Interpretación Auténtica de los artículos 67 y 77 de la Ley General de Contratación Pública. Los proyectos presentados por el Ejecutivo consisten: el primero en una interpretación auténtica de los artículos 67 y 77 de Ley General de Contratación Pública Nº 9986, con lo cual, se busca esclarecer que el espíritu del legislador y el contenido de estas normas no restringen el desarrollo de proyectos bajo mecanismos especiales en terrenos públicos como lo interpreta la Contraloría General de la República. El segundo proyecto de Ley, consiste en una reforma a la Ley General de Contratación Pública Nº 9986, en sus artículos 67 y 77, de forma tal que, expresamente consideren o faculten el desarrollo de este tipo de proyectos bajo mecanismos especiales en terrenos públicos. Es importante indicar que el proyecto Ciudad Gobierno tiene un costo estimado de $450 000 000 USD, pretende albergar 35 instituciones públicas y espera ser desarrollado bajo la figura de arrendamiento operativo con el BCIE en terrenos propiedad del MOPT ubicados en las inmediaciones de Plaza González Víquez. Con el proyecto se estima que el país deje de pagar alquileres y servicios de operación de estos edificios por montos que superan los ₡30 000 000.00 anuales, Contacto de Prensa: Jonnathan Naranjo Sánchez 8885-2428[email protected]de forma tal que el Gobierno dejaría de ser inquilino y pasaría ser propietario de edificios. Al respecto el Presidente de la República, Rodrigo Chaves manifestó: “Le estamos dando a los diputados los dos únicos proyectos para que Ciudad Gobierno sea una realidad, les estamos dando dos caminos para que ellos escojan el que les parece mejor para desarrollar el proyecto. Consideramos que el mejor de los caminos es el Proyecto de Interpretación Auténtica, pero esa es una decisión política de la Asamblea Legislativa y si los diputados prefieren otro camino, también tienen el texto a su disposición. Ya nadie tiene forma de decir que no va el Proyecto Ciudad Gobierno”. Además, el Presidente Chaves argumentó: “con los ₡30 000 000.00 anuales, se construiría por lo menos 35 colegios o escuelas nuevas, una Ruta San Carlos por año, media ruta 32, medio hospital como el de Turrialba, desarrollaríamos anheladas inversiones que mucho le urgen al país. Hoy se impone más que ver quien lleva la razón, encontrar el camino que permita dotar al Estado de las herramientas para desarrollar obras públicas como estas”. Por otro lado, la Ministra del Ministerio de Planificación Nacional y Política Económica y coordinadora del proyecto, señaló “confiamos en que los señores diputados darán importancia meridiana al trámite de los proyectos de Ley que nos permitan continuar con el desarrollo del proyecto Ciudad Gobierno y que a la vez, permitan aclarar los alcances de los mecanismos en la contratación pública, de forma tal que, toda la institucionalidad pública como los poderes del Estado, municipalidades, empresas públicas y otros, puedan ejecutar sin problemas proyectos de desarrollo a nivel nacional”.
